Does Fort Madison have zoning, and what does it mean for lot size and setbacks?

Yes. The City of Fort Madison administers its own zoning ordinance, Title 10 of the city code, and no building or land may be used for a purpose the district does not permit1. The code publishes residential, business, industrial, agricultural/residential and airport districts10. Check the district of the exact parcel before you buy.

In the R-2 one-family district, a detached home needs a lot of at least 9,000 square feet and 60 feet wide at the building line9. A one-story dwelling needs at least 1,000 square feet of ground floor area8. Buildings and structures, accessory buildings included, may cover no more than 30% of an R-2 lot11.

Accessory buildings such as sheds and garages go in the side or rear yard, at least 5 feet from the rear property line and 3 feet from the interior lot line12. Detached accessory buildings may not exceed 15 feet in height13. Sections 10-4-4 and 10-4-10 were amended in May 2026, so confirm current text with the city1.

Do you need a building permit in Fort Madison, and who issues it?

A permit is required for each building project or work on a structure inside Fort Madison, except interior changes where no building permit is required under another code provision2. The application goes to the zoning administrator for approval before a permit is issued14.

The Planning & Zoning Department also takes applications for floodplain development permits, rezonings, special use permits and subdivisions3. We could not confirm the city's separate building permit fees, inspections or adopted building code, so ask the Planning & Zoning Department which office handles them.3 Iowa's State Building Code applies in a local jurisdiction only where its governing body accepts it by ordinance15.

How do septic permits and wells work in Fort Madison?

Septic permits for new, rebuilt or altered on-site systems covered by Lee County Code Chapter 5-2 come from the Lee County Board of Health67. Those systems are also subject to final inspection by the same authority16. We could not confirm whether a lot inside Fort Madison falls under that chapter or under a city rule, and the city's zoning code points to separate septic lot standards where septic tanks are proposed9. Call the Lee County Health Department at 319-372-5225 before relying on a septic system17.

New non-public water wells, major rehabilitation or reconstruction need a permit from the County Health Department, valid for six months from issuance4. Fees are set by resolution of the administrative authority18.

Can you live in an RV or tiny home in Fort Madison?

We could not confirm. The city's zoning chapter lists sections on trailers and mobile homes and on accessory dwelling units, but we could not confirm their rules for RVs, tiny homes, manufactured homes or camping inside city limits. Ask the Planning & Zoning Department before buying with that plan3. Outside city limits the answer differs: Lee County has no county zoning, so see the Lee County page for unincorporated land5.

Building a home in Fort Madison: the steps, in order

  1. Find the parcel's zoning district with the Planning & Zoning Department3.

  4. Ask the city which office handles building permits and inspections, since we could not confirm them.
  5. Contact the Lee County Health Department about septic and wells17.

What stays with Lee County, and what should you check before you buy?

Lee County's effective property tax rate is 1.5% and its median property tax bill is $1,855 a year2021. Typical home value in the county is $128,72522.
