Rockmart, Georgia has its own zoning code and requires a city building permit for buildings, structures and alterations inside city limits12. Septic systems are allowed only where no public sewer is available, and only with health officer approval3. Land outside city limits falls under Polk County's rules, not the city's.

Does Rockmart, GA have zoning, and what does it mean for RVs, tiny homes and lot size?
Rockmart has its own zoning code, Chapter 23 of the city code, and it applies to land inside Rockmart city limits1. Districts include R-1 through R-7, R-6A, I-1 and the PD-1 planned development district4.
Minimum home size depends on the district. In Rockmart's R-1 estate district the minimum heated floor area is 2,500 square feet8, in R-3 it is 1,800 square feet10, and in R-5 it is 1,100 square feet7. The R-1 minimum lot area is two acres11.
Rockmart's code says a travel trailer may not be occupied, temporarily or permanently, except in an authorized travel trailer park5. Manufactured and mobile homes are not permitted in any Rockmart zoning district, except existing or later approved manufactured home parks and subdivisions6.
We could not confirm a tiny-home rule in the Rockmart code. Georgia law leaves tiny-home siting to local zoning, which controls minimum lot and building size12, so the minimum floor areas above are the practical limit. Ask the Community Development Department before buying13.
Do you need a building permit in Rockmart, and who issues it?
Yes. Rockmart's code requires a city building permit for buildings, structures and alterations covered by Chapter 5, with the fee paid when the application is filed2. Fees follow the International Building Code and other construction codes the city has adopted, and the city doubles fees when work starts before the permit is issued14.
The City of Rockmart's building official reviews permit applications, and every contractor working inside city limits must complete a regulatory application15. The Community Development Department coordinates building inspections and code enforcement inside Rockmart13.
The Polk County Building Inspection Department serves unincorporated Polk County, not addresses inside Rockmart. If the land sits outside city limits, use Polk County's page instead.
Georgia does not require an owner to hold a contractor license to build their own home, but the owner must still follow local building codes and permits9. We could not confirm Rockmart's rules on certificates of occupancy; Georgia lets only a local government issue one16, so ask the building official.
How do septic permits work inside Rockmart, GA?
Septic is the one piece that does not come from the city permit counter. Rockmart's code requires a house or building with a public sanitary sewer abutting it to connect when the sewer is within 200 feet of the property line, within 30 days after official notice and at the owner's expense17.
A septic tank or other private subsurface disposal system is allowed in Rockmart only where no sewer is available, and only if the health officer approves it3. Georgia's onsite sewage rules are consistent with that: connection is required when a public sewer lies within 200 feet of the property line18.
When septic is allowed, the application goes on County Board of Health forms and a construction permit is issued only after a favorable site inspection19. Polk County Environmental Health, part of the Northwest Georgia Public Health District, is the local office to call20.
We could not confirm who handles wells inside Rockmart. Georgia says a well contractor must contact the local county health department in advance for site review21, so ask Polk County Environmental Health.
Can you live in an RV or tiny home on your land in Rockmart?
Inside Rockmart city limits, living in an RV on a private lot is not allowed. The city code bars occupying a travel trailer, temporarily or permanently, outside an authorized travel trailer park5. Parking or storing an RV behind the front yard building line or in the driveway of a single-family home is permitted5.
Camping in a public area inside city limits is also prohibited without a city permit22.
Tiny homes are not addressed by name in the Rockmart code we reviewed. A tiny home built as a site-built or modular dwelling must meet Georgia's building codes and be approved for siting by the local government12, which in Rockmart means the minimum heated floor areas listed above, such as 1,100 square feet in R-57.
Outside city limits the answer changes: Polk County limits RV living quarters to an approved campground unless the owner has an active residential building permit on file with its Building Inspections Department23.
Building a home in Rockmart: the steps, in order
- Confirm the lot is inside Rockmart city limits, not unincorporated Polk County. Different offices and rules apply on each side of the line13.
- Ask the Community Development Department which zoning district the lot is in, and check the district's minimum home size and lot area4.
- Check whether public sewer reaches the lot. A public sewer within 200 feet of the property line means connecting, not installing septic17.
- If no sewer is available, apply to Polk County Environmental Health for septic approval and a site inspection before you plan the house footprint320.
- Submit the building permit application to the building official, pay the fee at filing, and make sure each contractor has completed the city's regulatory application215.
- Check the flood map. In a special flood hazard area, the lowest floor must sit at least one foot above base flood elevation where that data exists24.
What stays with Polk County, and what to check before you buy in Rockmart
Rockmart sets zoning and building permits inside city limits, but septic permits for Rockmart addresses run through the Polk County Board of Health and Polk County Environmental Health1920. Land outside city limits falls under Polk County's own building, zoning and septic rules; see the Polk County page.
Before buying, check four things. First, the lot's district and its minimum home size8. Second, whether a Rockmart sewer line is within reach17. Third, flood hazard: Rockmart restricts floodway encroachments unless an engineering analysis shows no rise in flood levels24. Fourth, property tax: Polk County's effective property tax rate is 0.8%25, and the median property tax bill is about $1,307 a year26.
The county's soil data rates about 22% of soils as not limited for a conventional septic drain field27, so expect a site evaluation if sewer is not available.
Watch-outs
- Mobile and manufactured homes are not permitted in any Rockmart zoning district, except existing or later approved manufactured home parks and subdivisions, which rules out most manufactured-home plans inside city limits6.
- We could not confirm Rockmart's rules on certificates of occupancy, wells, driveway permits, subdivision of land or short-term rentals; call the Community Development Department or the building official before you commit1315.
- Rockmart's code refers to septic approval by the health officer without naming the agency; Polk County Environmental Health is the local office that handles septic applications for Polk County320.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
