Does Oxford, GA have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. Oxford's city code establishes 14 zoning districts, including AG, RR, R-30, R-20, R-15, R-7.5 and several commercial and institutional districts1. Dimensional rules differ by district, so check the zoning map for the parcel before you plan anything.

In the RR Rural Residential district the minimum lot is 60,000 square feet and the minimum lot width is 150 feet7. In R-30 the minimum lot is 30,000 square feet10, in R-20 it is 20,000 square feet11, and in R-15 it is 15,000 square feet12. New homes also face minimum sizes: 2,000 square feet of heated floor area in RR8 and 1,800 square feet in R-2013.

A manufactured home is not permitted in any Oxford zoning district3. Those size minimums also make a very small tiny home hard to fit in most districts, though we did not find a tiny-home rule in the city code; ask the city. One accessory dwelling unit per lot is allowed in districts that permit it, with the owner living in either unit14. We could not confirm whether anyone may live in an RV on private land inside Oxford; ask City Hall at 770-786-7004 before you buy15.

Do you need a building permit in Oxford, GA, and who issues it?

Yes. Building and structure work inside Oxford city limits needs a building permit from the city Building Inspector2. A building permit is separate from the development permit: land-disturbing or development activity first needs a development permit from the Zoning Administrator5. The city's own page says a pre-development application goes to City Hall at 110 West Clark Street15.

The Building Inspector will not issue a building permit for work that needs a development permit until the Planning Commission has issued it2. Georgia does not require an owner to hold a contractor license to build their own home, but the owner must follow the local building codes9. We could not confirm the city's permit fee schedule, inspection steps or certificate of occupancy process; call City Hall at 770-786-700415.

How do septic permits work inside Oxford, GA?

A private septic system is allowed in Oxford only where public sewer is not available16. Sewer connection is required when a public sewer line lies within 100 feet of the building17, and new lots platted in R-20, R-15 and R-7.5 must have sewer17.

Where septic is allowed, two approvals apply. Anyone seeking a building permit must first submit a septic tank permit and a percolation test approved by the county health department4. The city superintendent also issues a permit before construction of the system starts, and that permit does not take effect until the installation satisfies the superintendent618. Georgia law requires a construction permit and a final inspection before an onsite system is used1920.

Newton County Environmental Health at 770-784-2121 handles the health-department side for every Newton County address, city or not21.

How do you build a home in Oxford, GA? The steps, in order

  1. Find the parcel's zoning district on the city zoning map and confirm that your house type, lot size and minimum house size fit22.
  2. Ask City Hall whether public sewer reaches the lot, since sewer within 100 feet generally must be used17.
  3. If there is no sewer, get the Newton County Environmental Health septic permit and percolation test421.
  4. Submit the pre-development application to City Hall and obtain the development permit from the Zoning Administrator515.
  5. Obtain the building permit from the Building Inspector2.
  6. Get the city superintendent's septic permit if you are using septic6.
  7. If the lot lies in a mapped flood hazard area, the lowest floor must be at least one foot above the base flood elevation23.

What stays with Newton County, and what to check before you buy in Oxford?

Septic approval stays with Newton County Environmental Health, inside the city as well as outside it421. Land outside Oxford city limits follows the county's rules instead: Newton County requires building permits for new buildings in unincorporated areas24. See the Newton County page for those answers.

Before you buy inside Oxford, confirm the district and its minimum lot and house size, whether sewer is within reach, and whether any part of the lot is in a special flood hazard area23. We did not find numeric yard setbacks, driveway rules or private-well rules for the city, so ask City Hall25. Newton County's effective property tax rate is 0.9%26.
