The City of Buena Vista, Georgia has its own zoning ordinance with ten districts, so city lots follow city rules, not Marion County's1. An RV may be occupied for only seven days on a residential lot2. We could not confirm which office issues building permits inside city limits, so ask Buena Vista City Hall before you start. Septic permits come from the Marion County Health Department3.

Does Buena Vista, GA have zoning, and what does it mean for RVs and tiny homes?
Yes. The City of Buena Vista adopted an official zoning ordinance for the incorporated area of the city, with a Planning and Zoning Commission1. The districts are R-1, R-2, R-3, R-MH, R-AG, C-1, C-2, C-3, I-1 and I-28.
On an RV, Buena Vista allows one recreational vehicle to be parked on a residential lot and occupied for no more than seven days2. Travel trailers may not be used as permanent housing inside the city2. If you plan to live in an RV while you build, the city lot is the wrong place; land outside city limits follows Marion County's rules.
On tiny homes, we found no tiny-home provision in the city's zoning. Georgia says a tiny home built as a site-built or modular dwelling must meet the state building codes and be approved for siting by the local government9. Ask City Hall how a tiny home would be classified before you buy a lot.
What are the lot size, setback and height rules in Buena Vista?
The rules depend on the district. In R-1, a lot needs at least 9,000 square feet with public sewer or 20,000 square feet with a septic tank6. R-2 needs 6,500 square feet and R-3 needs 3,000 square feet with public sewer6. The R-AG district needs 3 acres6.
In R-1, R-2 and R-3, the front yard is at least 30 feet on major streets and 25 feet on other streets, side yards are at least 10 feet on each side, and the rear yard is at least 20 feet10. Height is capped at 35 feet in those districts11. R-AG sets side and rear yards of at least 40 feet and a 40-foot height cap1011.
An extra dwelling on a lot, such as a second home or a manufactured home, needs a special exception from the City Council after a public hearing, and each extra dwelling needs a 15-foot-wide passage to a public street12.
Do you need a building permit in Buena Vista, and who issues it?
We could not confirm which office issues residential building permits inside Buena Vista city limits, and we found no city permit fee schedule. Georgia's mandatory state building codes apply to any structure built in the state, whether or not the local government enforces them4. Georgia leaves permit requirements and permit charges to local code-enforcement procedures13. Call Buena Vista City Hall to ask who reviews plans and issues building permits before you pull a contractor or order materials.
The Marion County Building Official covers unincorporated land: all work to a structure there must be permitted before construction begins14. Do not assume that office handles a city lot. The county's own page also says its zoning rules do not establish that every incorporated municipality uses the county ordinance15.
Georgia does not require a license to build your own home, but the owner must still follow local codes and regulations7.
How do septic permits work inside Buena Vista?
Septic permits for Buena Vista addresses come from the Marion County Health Department, not from city government316. Nobody may begin physical development of a lot where an onsite sewage system will be used, or install a system, without first getting a construction permit from the County Health Department17.
The County Board of Health must complete a site inspection before issuing the permit, and the permit stays valid for no more than 12 months17. No one may backfill or use the system until a final inspection is made and written approval is issued18. The published application fee for a system of 2000 gallons per day or less is $15019.
A lot with public sewer is a different case. Georgia requires connection to a public or community sewer when one is available within 200 feet of the property line or in an abutting right-of-way20. Whether the city's sewer reaches your lot is something we could not confirm; ask City Hall. Call Environmental Health at 229-649-5664 for a site evaluation16.
Can you put a manufactured home in Buena Vista?
Individual manufactured homes are allowed in the R-MH district under conditions: a moving permit from City Hall, landscaping in front of the home, wheels, axles and tow bars removed, tie downs, blocking without skirting, and ownership by the lot owner5. The code also requires adequate sewage facilities under State Health Department standards, and a manufactured home park needs a conditional use permit5.
R-MH lots need at least 10,895 square feet with public sewer and 40-foot side and rear yards610. Georgia also requires a licensed installer to obtain a state installation permit for each manufactured home21.
Building a home in Buena Vista: the steps, in order
- Confirm the zoning district of the lot with Buena Vista City Hall, and check the lot-size and setback table for that district8.
- Ask City Hall who issues building permits for your lot, and what plans they need. We could not confirm this office13.
- If the lot has no public sewer, book a site evaluation and apply for a septic construction permit with the Marion County Health Department1716.
- Build to the Georgia mandatory state codes4.
- Get the septic final inspection and written approval before backfilling18.
- Ask City Hall whether a certificate of occupancy is required. Georgia says only a local governing authority may issue one22.
What stays with Marion County, and what to check before you buy
Septic permits and wells go through county and state health channels, not city government. For wells, Georgia requires a water-well contractor to contact the local county health department in advance, and some county health departments require a well permit23. Land outside city limits falls under Marion County's rules, where a Land Disturbance Permit is needed before driveway installation, grading or clearing24.
A driveway onto a state highway needs a permit from the Georgia Department of Transportation25. Marion County's effective property tax rate is 0.7%26, and the median property tax bill is $860 a year27. Marion County's typical home value is $184,86428. The nearest city of 100,000 or more people is about 23 miles from the county center29.
Watch-outs
- We could not confirm which office issues building permits inside Buena Vista city limits; ask Buena Vista City Hall rather than the Marion County Building and Zoning office, which covers unincorporated land14.
- A seven-day RV limit applies on residential lots in the city, and travel trailers cannot serve as permanent housing2.
- Septic permits come from the Marion County Health Department even for lots inside city limits, and the construction permit lasts no more than 12 months17.
- We found no published city permit fee schedule; ask City Hall for fees, and note that the $150 figure is only the septic application fee19.
