Inside Montezuma city limits in Macon County, Georgia, construction needs a building permit from the city's building official1, and the city sets its own zoning2. Septic permits are a separate matter: Macon County's Health Department administers them, and we could not confirm the rule for lots inside the city3. Land outside city limits falls under Macon County's rules instead.

Do you need a building permit in Montezuma, Georgia?
Yes. Montezuma's city code requires anyone doing construction, alteration, moving or demolition inside the city to apply to the building official and obtain the required permit before starting work1. The zoning chapter also bars the city from issuing a permit for work that does not conform to it1. Montezuma has adopted the International Building Code with Georgia amendments, and later editions take effect automatically unless the council disapproves5. Georgia also applies its statewide minimum construction codes to residential building9.
We could not confirm Montezuma's permit fees, its permit application steps, or whether an owner-builder gets any special treatment inside the city. Georgia's state rule lets an owner building their own home skip the contractor license, which is separate from the permit itself10. Ask the building inspector before you pay for plans.
Who issues building permits in Montezuma, and how do you reach them?
The City of Montezuma has its own building inspector, who handles building permit questions, construction plan review and inspections11. Zoning and land-use questions go to the city's planning and zoning office, which is a different phone line from the building inspector12. City hall sits at 408 South Dooly Street12.
Do not start at Macon County's building department for a lot inside Montezuma. The county's own page says its construction permits cover the unincorporated areas of Macon County and the City of Oglethorpe, and does not list Montezuma13. The county's rules apply to land outside the city; see the Macon County page for that.
Does Montezuma have zoning, and what does it mean for homes and manufactured homes?
Yes. Chapter 102 of Montezuma's code divides the city into zoning districts, including agricultural, single-family residential, multifamily, commercial and industrial districts24. The city's official zoning map is on display at city hall, and the city offers a zoning letter request form that confirms the allowed uses for a particular property12.
The district decides what you can put on a lot. New double-wide manufactured homes are allowed on a single lot in the R-3-R district if the lot meets the district's minimum size, the home has sewage facilities as the state health department recommends, and the owner gets a moving permit from city hall before utilities are connected7. We did not review the rules in the other districts, so confirm a lot's district and its minimum lot size, setbacks and dwelling size with planning and zoning before you buy.
How do septic permits work in Montezuma?
Inside Montezuma, the first question is whether public sewer reaches the lot. The city code makes it unlawful to build or keep a septic tank, privy or cesspool where public sewers are available6. Georgia law likewise requires connection to a public or community sewer when one is available14.
Where sewer is not available, Georgia requires a permit for any new, repaired or replaced onsite sewage system, and a final inspection before the system is backfilled or used1516. In Macon County those permits and inspections run through the county Health Department's Environmental Health program317. We could not confirm whether Montezuma lots follow a different process, so call that office with your address.
Can you live in an RV or tiny home in Montezuma?
We could not confirm a rule for living in an RV, camping on a lot, or occupying a tiny home inside Montezuma. The city's zoning lists trailer parks under a commercial district, but we found no residential RV-occupancy rule2. Georgia treats site-built or modular tiny homes used as dwellings under its general building rules, with limits18. Call the planning and zoning office with the specific lot before you plan to live in either12.
Building a home in Montezuma: the steps, in order
- Ask planning and zoning which district the lot is in, and request a zoning letter if you need written confirmation of allowed uses12.
- Check whether public sewer reaches the lot; if it does, plan to connect rather than install a septic system6.
- If sewer is not available, contact the Macon County Environmental Health office for a septic permit17.
- Apply to the building official for a building permit1, with plans that follow the adopted building code5.
- Check whether the lot is in a special flood hazard area, where the lowest floor must be at least one foot above the base flood elevation where that elevation is published8.
- Schedule inspections through the building inspector11.
What stays with Macon County, and what to check before you buy?
Septic permits and inspections stay with the Macon County Health Department even for a lot inside the city3. Land outside city limits is subject to the county's building permit and zoning rules rather than the city's; the Macon County page covers them.
County-level figures: Macon County's effective property tax rate is 1.2%19 and the median property tax bill is $1,011 a year20. About 30% of the county's soils rate as not limited for a conventional septic drain field, so many lots need a site evaluation or an engineered system21.
Watch-outs
- Do not assume the county planning counter serves Montezuma lots: the city runs its own building inspector and planning and zoning office1112.
- We could not confirm Montezuma's permit fees, inspection steps, certificate of occupancy rules, or setbacks and minimum lot sizes for the agricultural and single-family districts; ask the building inspector and planning and zoning before you buy11.
- Septic systems are banned inside the city wherever public sewer is available, so a lot on the sewer line cannot use a septic tank6.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
