Laurens County, Georgia

Zoning, building permits and septic rules in Dublin, Georgia

Dublin, Georgia (Laurens County) has its own zoning ordinance with an Official Zoning Map, and the ordinance says no mobile home or recreational vehicle may be used as a residence12. Building permits inside the city go through the City of Dublin's Planning and Development Department3. Septic permits come from the Laurens County Environmental Health Office, not the city4.

Does Dublin, GA have zoning, and what does it mean for RVs, tiny homes and lot size?

Dublin has its own zoning: the city code carries an Official Zoning Map and districts including R-1 through R-5 and A-11. Inside Dublin city limits, no mobile home or recreational vehicle may be used as a residence2. Manufactured homes are allowed only in manufactured home parks in the R-3 and R-4 districts, and mobile homes are not permitted in any district5. We found no tiny-home provision in the city code, so ask the Planning and Development Department before planning one3.

Dimensions depend on the district. In R-1, the minimum lot area is 14,000 square feet with an 85-foot minimum lot width8. R-1 front setbacks are 35 feet on major streets and 30 feet on other streets, with a 20-foot side yard and a 30-foot rear yard9. R-1 lots can be 25 percent covered10, and buildings top out at 35 feet11. In the A-1 agricultural district the table lists no minimum lot size12. In R-5, a dwelling needs at least 1,000 square feet of heated floor area13.

Do you need a building permit in Dublin, GA, and who issues it?

Inside Dublin, the City of Dublin issues building permits through its Planning and Development Department, which covers zoning and inspections3. For larger projects, zoning and plan review comes first, and then the general contractor submits the building permit application3. The city lists 30-90 days from plan submittal to building permit for developments, depending on scope3. A single house will usually be quicker, but call 478-277-5070 to ask3.

The Laurens County permit rules for unincorporated land do not apply inside the city. Outside city limits, Laurens County requires a building permit through its E-911 Office14; see the Laurens County page for that answer. We could not confirm the city's permit fees, so request the current schedule from the city.

How do septic permits work inside Dublin, GA?

Septic permits in Laurens County, including for properties in Dublin, are handled by the Laurens County Environmental Health Office, not by the city planning counter4. The county page says to apply and pay the fee there, after which the Environmentalist schedules a site evaluation15. The state rule requires a County Health Department construction permit before any physical development of a lot that will use an on-site system16.

Many lots in town can reach public sewer. Georgia requires connection to a public or community sewer when one is available within 200 feet of the property line or in an abutting right-of-way17. Whether a particular Dublin lot is sewered, and who issues septic permits for a lot inside city limits, we could not confirm; ask the Environmental Health Office and the city. The R-1 lot-size table also notes that without public sewer, county health standards may require larger lots8.

Building a home in Dublin, GA: the steps, in order

  1. Confirm the zoning district and its lot, setback and size rules with the Planning and Development Department, 478-277-50703.
  2. Ask the department whether your lot is on city sewer; if not, apply to the Laurens County Environmental Health Office for a site evaluation15.
  3. Check whether the lot lies in a special flood hazard area; there, the lowest floor must be at least 1 foot above base flood elevation7.
  4. Submit the zoning review and then the building permit application to the city3.
  5. Schedule inspections through the city; the building inspector issues the certificate of occupancy when construction is complete3.

Georgia does not require a license to build your own home, but local codes and permits still apply6.

What stays with Laurens County, and what to check before you buy in Dublin?

Septic and wells stay with county and state health offices, not the city418. Land outside city limits follows Laurens County's rules instead; the Laurens County page covers them. A driveway onto a state highway needs a permit from the Georgia Department of Transportation19. For costs, Laurens County's effective property tax rate is 0.8 percent20, and a typical home value is about $186,01621. Soils matter if you will not be on sewer: only about 22 percent of Laurens County soils rate as not limited for a conventional septic drain field, so expect a site evaluation22.

Watch-outs

  • We could not confirm the City of Dublin's building code adoption or permit fees; ask the Planning and Development Department at 478-277-50703.
  • The city's flood rules apply in mapped special flood hazard areas, where RVs are separately limited and still may not be used as a residence2.
  • Camping on public land inside Dublin is prohibited23.

Unanswered questions are usually a sign that Dublin publishes no rule on the point, not that none exists. Laurens County’s page lists the county offices to call.
