Cairo, Georgia (Grady County) runs its own zoning code inside city limits1, and a new or moved building needs a certificate of occupancy from the city's building inspector2. Septic permits for every Grady County address, city or not, come from the county health department3. Living in a travel trailer is limited to a trailer park4. Land outside city limits follows Grady County's rules.

Does Cairo, Georgia have zoning, and what does it mean for RVs, small homes and setbacks?
Cairo has its own zoning code inside city limits, codified in Chapter 22 of the Cairo Code with R-1AA, R-1A and other districts1. In the R-1A district, permitted uses include single-family detached dwellings other than manufactured and mobile homes1.
RVs are tightly limited. The Cairo Code limits residential occupancy of a travel trailer to a travel trailer park, caps a stay at 180 days, requires the occupant to own the trailer, and bars rentals; a trailer stored on a residential lot may not be lived in, though a hardship variance is possible4.
Small homes: a residence under 700 square feet is allowed only in R-1, on a lot of at least 7,500 square feet, and must connect to the city's electric, water and sanitary sewer systems567. Each permanent resident needs at least 150 square feet of floor space5.
For accessory buildings in residence zones, a detached accessory building may not sit in the front yard and must be at least 5 feet from side and rear lot lines10. We could not confirm lot-coverage, height or principal-building setbacks by district; ask Cairo Planning/Zoning11.
Do you need a building permit in Cairo, and who issues it?
Inside Cairo, building permits are a city matter, not a Grady County one. The Cairo Code makes it unlawful to use any building or structure for which a building permit is required, or any building altered, extended, erected, repaired or moved, until the building inspector has issued a certificate of occupancy2. Accessory buildings need no separate certificate if finished with the principal dwelling, and temporary certificates last at most six months2.
The city's Planning/Zoning page handles zoning, floodplain management, land development and property addressing, and links to Building Permits & Inspections11. We could not confirm the city's permit fees, application steps or owner-builder procedure; call Planning/Zoning before you plan around them.
Georgia does not require a license to build your own home, but you must comply with local building codes9.
How do septic permits work in Cairo, Georgia?
Septic permits stay with the county health department even inside Cairo. Georgia law bars anyone from starting physical development of a lot where an onsite sewage system will be used, or installing one, without first getting a construction permit from the County Health Department3. In Grady County, the Board of Health enforces the state rules on onsite sewage systems for incorporated and unincorporated areas alike12.
No one may backfill or use the system until the Board of Health completes a final inspection and issues written approval13. Contact Grady County Environmental Health14.
If a lot can reach city sewer, the answer may be different: Georgia requires connection to a public or community sewage system when one is available within 200 feet of the property line, under the conditions in the state rule15. We could not confirm whether Cairo's sewer reaches a given lot; ask the city.
Can you live in an RV or tiny home in Cairo?
Not on an ordinary lot. Cairo limits residential occupancy of a travel trailer to a travel trailer park, and a trailer stored on a residential lot may not be occupied as a residence4. We found no provision allowing temporary camping on a lot, so ask Planning/Zoning before parking a camper on land you own11.
For tiny homes, we found no tiny-home rule. The closest is the city's provision for residences under 700 square feet: R-1 only, a lot of at least 7,500 square feet, and connection to city electric, water and sewer567.
Building a home in Cairo: the steps, in order
- Confirm the lot is inside Cairo city limits and check its zoning district with Cairo Planning/Zoning11.
- Check whether the lot is in a special flood hazard area; a development permit is required before any work there8.
- Get the city's building permit before work starts, and book inspections with the building inspector; we could not confirm the application steps or fees2.
- If the home will not use city sewer, get the septic construction permit from Grady County Environmental Health first314.
- Pass the septic final inspection before backfilling or use13.
- Obtain the certificate of occupancy before anyone moves in2.
What stays with Grady County, and what to check before you buy in Cairo
Septic permits and inspections stay with the Grady County Board of Health12. For land outside city limits, the county's own rules apply instead; see the Grady County page.
Before buying, confirm the zoning district and flood status with the city11. Floodplain rules in Cairo are administered by the city manager and based on a FEMA study dated August 18, 20098. Soil matters too: only 20.5% of Grady County's soils rate "not limited" for a conventional septic drain field, so expect a site evaluation and possibly an engineered system if you cannot use city sewer16. Grady County's effective property tax rate is about 1%17.
Watch-outs
- Rules that apply in unincorporated Grady County do not apply inside Cairo, and Cairo's zoning does not apply outside city limits1.
- A residence under 700 square feet inside Cairo is limited to R-1 and must connect to city utilities7.
- We could not confirm Cairo's building permit fees, inspection steps, height limits or lot coverage rules; call Cairo Planning/Zoning11.
- Septic permits for Cairo addresses come from Grady County Environmental Health, not the city12.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
