Does Rincon, GA have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. Rincon adopts zoning districts in Chapter 90 of its code, including GA, LA, R2, RR 2.5, R4, R5 and M65. Uses inside city limits are approved through the Building and Zoning Department, the Planning and Zoning Board and the City Council1.

Rules differ by district. In R2, the minimum dwelling is 1,500 square feet on a lot of at least 20,000 square feet912. In R4, the minimums are 1,400 square feet for the dwelling and 12,000 for the lot813. In RR 2.5, a dwelling must be at least 2,000 square feet10. In the GA agricultural district, the minimum dwelling is 1,050 square feet and development needs 2.5 acres per unit714.

Front setbacks are 35 feet in R2 and R4, 50 feet in RR 2.5 and 50 feet in GA151617. Building height tops out at 50 feet in R2 and GA, and 35 feet in RR 2.5181920.

Rincon's code has no tiny-home provision in the sections we reviewed; ask Planning & Development before you plan one.

Can you live in an RV or manufactured home in Rincon?

Rincon bars temporary use of a recreational vehicle for dwelling purposes on private property for more than five days in residential districts3. RV, travel trailer and mobile home parks are allowed in the M6 district with a 5-acre minimum project area3. An RV in a flood hazard area must be on site fewer than 180 consecutive days or be highway-ready3.

Manufactured and mobile homes are permitted in agricultural, agricultural-residential and manufactured home districts, and as a conditional use in one residential district. They must meet permanent foundation, tie-down, siding and skirting standards6.

A garage apartment is allowed only on a lot with a single-family dwelling, and the lot must be 1.5 times the minimum lot area21. A guest home may not be rented21.

Do you need a building permit in Rincon, and who issues it?

Rincon's code requires single-family dwellings to comply with the City Building Code2. We could not confirm which code edition the city applies, the city's building-permit application or its fee schedule. Call the City of Rincon at the Planning & Development number below, option 5, and ask who issues building permits and inspections inside city limits22.

Zoning approval of new development starts with an application to the Building and Zoning Department, then a Planning and Zoning Board recommendation and City Council action23. Conditional uses need a public meeting and hearing23.

Every lot needs a driveway at least 10 feet wide from a public or private road24. The Effingham County building department serves unincorporated land only, so a lot inside Rincon does not go to that counter25. Georgia does not require an owner to hold a contractor license to build their own home, but that does not waive local permits or inspections26.

How do septic permits work inside Rincon?

In Effingham County, the Environmental Health program of the Coastal Health District is responsible for permitting and inspecting on-site sewage systems4. Georgia requires a county health department construction permit before physical development of a lot where a septic system will be used27. Septic permits come from the health department, not from the city's planning office28.

We could not confirm whether a given Rincon lot has city sewer or must use septic, or what the city requires for connection. Ask the city, and then the health office, before you close on a lot.

Effingham County's soils matter too: about 7% of the county's soils are rated not limited for a conventional drain field29, so expect a site evaluation and possibly an engineered system.

Building a home in Rincon: the steps, in order

  1. Confirm the lot's zoning district with Rincon Planning & Development at 912-826-5996, option 522.
  2. Check the district's minimum dwelling size, lot size and setbacks5.
  3. Ask whether the lot is in a flood hazard area; if so, the lowest floor must be at least one foot above base flood elevation11.
  4. Ask the city whether the lot has sewer; if not, apply to Environmental Health for a septic permit28.
  5. Get zoning approval, then confirm the building-permit process with the city.

What stays with Effingham County, and what to check before you buy

Septic permits, and wells, stay with the county health office. The Coastal Health District Environmental Health program permits and inspects individual drinking water supplies30. The county's own building and zoning rules apply to unincorporated land only; see the Effingham County page for land outside Rincon31.

Effingham County's effective property tax rate is 1% and the median property tax bill is $2,344 a year3233.

Watch-outs

  • Rincon's code edition, building-permit office and fee schedule are unconfirmed; ask City of Rincon Planning & Development before you rely on county permit information22.
  • The 5-day RV limit applies in residential districts, so an RV on a lot while you build is likely a violation unless the district allows it3.
  • Search results for Rincon building permits may show Effingham County's office, which serves unincorporated land only25.
