Does Pooler, Georgia have zoning, and what does it mean for lots and setbacks?

Yes. Pooler adopts its own zoning ordinance, and it applies to land inside Pooler city limits1. The City of Pooler's Planning & Zoning office keeps the zoning ordinance and the zoning maps, so the first step on any lot is to find its district on the city's zoning map8.

Dimensional rules depend on the district. The standards we confirmed are for manufactured home parks: spaces of at least 4,000 square feet, measuring at least 40 by 100 feet9, lot coverage no higher than 60 percent10, and a front setback of at least 20 feet from the front lot line or 35 feet from the center of the road11. We could not confirm minimums or setbacks for single-family districts, so ask the Planning & Zoning office at (912) 748-7261 for the district your parcel sits in8.

Do you need a building permit in Pooler, and who issues it?

The City of Pooler's Building & Inspections office, part of Planning & Development, exists to issue building permits and conduct inspections for new construction, alterations, repairs, removals and demolition inside the city2. Applications for building permits go through the city's online submission portal, and some submissions still need hard copies2.

Inside Pooler, the Chatham County building safety office is not the right counter; the county's building permit rules cover only unincorporated Chatham County. For land outside city limits, see the Chatham County page. We could not confirm Pooler's permit fees or whether an owner-builder exemption applies inside the city, so ask Building & Inspections at (912) 748-7261 before you plan the budget2.

How do septic permits work inside Pooler?

Septic permits do not come from the city. Chatham County's Environmental Health program permits and inspects on-site sewage systems3, and Georgia requires a permit to construct, repair, replace or add to an onsite sewage system12. A final inspection by the County Health Department is required before the system is covered13.

Georgia also requires a building with people living in it to connect to a public or community sewer when one is available14. Whether a given Pooler address has city sewer is a question for the city; we could not confirm it. Chatham County's soils matter if you do need septic: USDA rates only about 0.2% of the county's soils as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system15. Call the Environmental Health Office at 912-356-216016.

Can you live in an RV, tiny home or manufactured home in Pooler?

RV: Pooler does not allow an RV to be used as a dwelling on any lot in a residential district unless the lot is permitted as an RV park4. An RV park needs at least 6 acres, no more than 9 spaces per gross acre, and no more than 180 continuous days of residence4.

Manufactured homes: Pooler's MH-2A district allows manufactured homes within an approved planned subdivision, and the recorded plat must be approved by the building official before placement5. Manufactured home parks must meet the city's park standards5.

Tiny homes: we could not confirm how Pooler treats tiny homes or accessory dwellings. Ask Planning & Zoning at (912) 748-7261 before you buy8.

Building a home in Pooler: the steps, in order

  1. Find the parcel's zoning district on the city zoning map from Planning & Zoning8.
  2. Check flood status; inside a special flood hazard area, new construction must have its lowest floor at least 2 feet above base flood elevation where that elevation is available6.
  3. Confirm sewer or septic: if septic is needed, apply to Chatham County Environmental Health3.
  4. Apply for building permits through the city's online portal2.
  5. Schedule inspections with the city, and the septic final inspection with the County Health Department13.

What stays with Chatham County, and what to check before you buy in Pooler

Septic permits and wells follow county and state health rules rather than city ones3. Georgia also requires a state permit for driveway work inside a State Highway right-of-way17. For driveways on single-family lots inside Pooler, the city requires that each driveway serve only one lot, and common driveways are not permitted in the cited district7.

Flood rules also apply: floodway encroachments are prohibited absent a no-rise analysis, and RVs in flood areas must be on site fewer than 180 consecutive days, be highway-ready or meet new construction standards6. Chatham County's typical home insurance premium is about $2,100 a year18. For land outside the city, use the Chatham County page.

Watch-outs

  • We could not confirm Pooler's building permit fees, owner-builder rules, tiny-home treatment or single-family lot minimums; call Planning & Development at (912) 748-72612.
  • Chatham County's building and zoning rules cover only unincorporated land; inside Pooler the city's own offices decide8.
  • Septic permits for any Pooler address come from Chatham County Environmental Health, not the city3.
