Garden City, Georgia requires a city building permit for any new building, move or alteration inside city limits1. The city also administers its own zoning chapter2. Septic systems and wells are approved by the Chatham County Health Department, not the city34, and the city only allows septic where public sewer is not available5.

Do you need a building permit in Garden City, Georgia?
Yes. Garden City's code says a building permit issued by the building official is required before construction, erection, moving or alteration of any building or structure inside the city1. The application needs a plat or plan in duplicate, drawn to scale1.
A permit that is not used lapses: it expires if work does not start within six months or is suspended for six months, and extensions run up to six months each1.
The permit comes from the City of Garden City, not Chatham County. The county's building permit rules cover unincorporated Chatham County only10. Georgia's mandatory state minimum construction codes apply to every structure whether or not a local government enforces them11, and Garden City's City Manager or designee enforces them inside city limits6.
Who issues building permits in Garden City, and how do you reach them?
The Garden City Planning Division issues building permits and schedules inspections12. Submit applications and signed, sealed electronic plans through the city's online portal; the city's building inspector and fire inspector review the plans, and water operations and other departments sign off where they apply12.
Contractors must be state-licensed and show a current Georgia business license to obtain a building permit12. Call the Planning Division at 912-963-2749 or email [email protected]12. City Hall is at 100 Central Avenue, Garden City, GA 3140512.
We could not confirm the city's building permit fee schedule, whether Garden City requires a certificate of occupancy, or whether it has a homeowner (owner-builder) permit process like Chatham County's. Georgia does not require a license to build your own home, but that does not waive local permits or inspections13. Ask the Planning Division about all three.
Does Garden City have zoning, and what does it mean for RVs, manufactured homes and setbacks?
Garden City has its own zoning. The city's zoning chapter governs the use of all land and its development within the city, with R-A and R-2 residential districts2. Chatham County's zoning ordinance covers only unincorporated areas14, so county zoning maps do not decide a Garden City lot.
Manufactured homes are allowed on individual lots in the R-A and R-2 districts if they exceed 16 feet in width, meet the district's minimum square footage, have a permanent foundation and masonry skirting, and are similar or superior to surrounding housing8.
For RVs, the only rule we confirmed is that recreational vehicles may not be permanently occupied as a residence inside manufactured home parks7; camping in city parks is barred except in designated areas15. We could not confirm whether you can live in an RV on your own residential lot, so ask the Zoning staff before you buy.
Accessory buildings are not allowed in a front or side yard16. One 20 or more feet behind the house must sit at least 5 feet from the side or rear lot line16. Total unattached accessory space is capped at 900 square feet on lots under 1 acre, 1,200 on 1 to 4.999 acres and 2,000 on 5 or more acres17. We could not confirm minimum lot sizes, minimum house size or main-building setbacks by district.
How do septic permits and wells work inside Garden City?
Septic is the narrow part. Garden City's code makes septic tanks, privies and cesspools unlawful except as its sewer article allows18. No permit may be issued for a septic system with a soil absorption field on a lot under 20,000 square feet5, and the system must follow state health recommendations5.
Where public sewer is available, you must use it. An owner must connect within 90 days of official notice if sewer is within 100 feet of the property line, and a septic system is abandoned once sewer becomes available19. Public water is required where it is available within 200 feet of the building19.
If a project will use a well or septic tank, the city building permit application must include a certificate from the county health department approving it3. The Chatham County Health Department's Environmental Health program is responsible for permitting and inspecting on-site sewage systems4; call its office at 912-356-216020.
Soils are a caution: only about 0.2% of Chatham County's soils are rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system21.
Building a home in Garden City: the steps, in order
- Confirm the lot's zoning district and that a house or manufactured home is allowed, with the Planning Division's Zoning staff222.
- Check whether public sewer and water reach the lot, since the city requires connection where they are available19.
- If the lot would use a well or septic tank, get the Chatham County Health Department's approval certificate3.
- If the lot is in a flood zone, plan the lowest floor at least 1 foot above base flood elevation where flood elevations exist9.
- Submit the building permit application with a scaled plat or plan through the city portal112.
- Hire a state-licensed contractor with a current Georgia business license12.
- Ask the Planning Division to schedule inspections as each stage is ready12.
What stays with Chatham County, and what to check before you buy in Garden City
Septic and well approval stay with the Chatham County Health Department34. For land outside Garden City's limits, a different set of rules applies: see the Chatham County page for unincorporated Chatham County.
Before you buy, check the flood zone. Garden City requires the lowest floor of new construction at least 1 foot above base flood elevation where those elevations exist9. Recreational vehicles in flood zones must be on site fewer than 180 consecutive days, be highway-ready, or meet new-construction standards7.
Taxes are county-level data: Chatham County's effective property tax rate is 0.9%23.
Watch-outs
- Confirm the parcel is inside Garden City limits before using this page; the Chatham County rules for unincorporated land are different10.
- We could not confirm Garden City's building permit fees, minimum lot sizes, minimum dwelling size, accessory dwelling rules, short-term rental rules or driveway permits; ask the Planning Division at 912-963-274912.
- Septic is barred on lots under 20,000 square feet and wherever public sewer is available, so many city lots cannot use septic at all519.
- A tiny home must be approved for siting by the local government, and Georgia's tiny-house appendix is not mandatory unless a local ordinance adopts it; we could not confirm Garden City's position24.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
