Bleckley County, Georgia

Building permits, zoning and septic rules in Cochran, Georgia

Inside Cochran, Georgia city limits, the City of Cochran issues residential building permits and runs plan review and inspections itself12. Cochran's code refers to zoning districts such as R-2, so land use is set by the city, not Bleckley County3. Septic permits are a separate question: the city code does not name the issuing office, so call Bleckley County Environmental Health4.

Do you need a building permit in Cochran, GA?

Yes. Construction, alteration, repair, moving and demolition inside Cochran city limits require a building permit from the city, applied for through the building inspector, and electrical, gas, mechanical and plumbing work need permits too2. Since March 1, 2025 the City of Cochran handles residential building permits, trade permits, plan review and inspections for projects inside city limits1.

Georgia does not require a contractor's license to build your own home, but that exemption does not waive local codes, permits or inspections9. Permit fees are set by the Cochran city council, and we could not confirm the current amounts, so ask City Hall10.

Who issues building permits in Cochran, and how do you reach them?

The City of Cochran issues building permits for land inside city limits, and applications go to City Hall at 112 West Dykes Street11. City Hall's phone is 478.934.6346 and its general email is [email protected]11. Bleckley County's Building and Permit Department serves unincorporated land, and the city's announcement notes that permits already issued by the county are still inspected by county staff1.

Cochran's code adopts the 2012 International Residential Code with Georgia Amendments 2014, and the state minimum code controls if the city's listed edition is older or less stringent12. For land outside city limits, see the Bleckley County page.

Does Cochran, GA have zoning?

Cochran's city code refers to zoning districts such as R-2, which points to city-adopted zoning inside city limits3. We have not confirmed the district tables, so minimum lot size, setbacks, minimum home size and accessory dwellings are unconfirmed: ask City Hall before you buy.

Bleckley County's land-use and zoning ordinances cover the unincorporated parts of the county, not land inside Cochran13.

Manufactured and mobile homes on individual lots are allowed in residential district R-2, one home per lot, with a building permit, skirting or a foundation, health-authority approval of water and sewage, and two off-street parking spaces8. We could not confirm the rules for tiny homes inside Cochran; a tiny home must be approved for siting by the local government and meet the Georgia building codes14.

How do septic permits work in Cochran, GA?

A septic system anywhere in Bleckley County needs a construction permit from the County Health Department before any physical development or installation5. Cochran's code does not name the office, so we could not confirm who issues septic permits for a lot inside the city; start with Bleckley County Environmental Health15.

City sewer comes first where it exists. Cochran does not permit septic tanks in a city service area if an operable sewer line is within 200 feet of a residence6, and buildings for human occupancy must connect within 90 days of official notice where gravity sewer is available16. For most in-town lots, that makes city sewer the likely answer and a septic tank the exception.

Wells inside the city were not confirmed. Statewide, a licensed contractor must notify the county health department before drilling17.

Can you live in an RV or tiny home in Cochran, GA?

Living in a travel trailer on an individual lot in Cochran is allowed only on a temporary basis: the building inspector may grant a temporary permit for up to three months, renewable to a maximum of one year, and only where temporary occupancy is necessary for a construction project or similar purpose7. Where cooking, sleeping and waste disposal are used, the unit must also meet other applicable regulations7.

In a flood hazard area, an RV must also be on site fewer than 180 consecutive days, be highway-ready, or meet new-construction standards18. We could not confirm tiny-home or temporary camping rules inside Cochran.

Building a home in Cochran: the steps, in order

  1. Call Cochran City Hall to confirm the zoning district and the setbacks, lot size and minimum home size for your lot11.
  2. Ask whether city sewer reaches the lot; if a line is within 200 feet, septic is not allowed6.
  3. If no sewer is available, contact Bleckley County Environmental Health about a septic site evaluation and construction permit5.
  4. Submit your building permit application and drawings to the City of Cochran1.
  5. Schedule inspections through the city; a final septic inspection and written approval are required before the system is backfilled or used19.
  6. Ask the city about a certificate of occupancy; only a local governing authority can issue one20.

What stays with Bleckley County, and what to check before you buy

Septic permits, wells and the health department sit with Bleckley County Environmental Health, not City Hall4. Land outside city limits falls under the county's own rules; see the Bleckley County page.

Check whether the lot lies in an area of special flood hazard: new construction there must have its lowest floor at least one foot above base flood elevation18. A driveway onto a state highway needs a state permit from the Georgia DOT21.

Bleckley County's effective property tax rate is 1.1%22, and conventional drain fields are rated well in only about 10% of the county's soils, so rural lots outside sewer usually need a site evaluation23.

Watch-outs

  • Cochran took over building permits, plan review and inspections for projects inside city limits on March 1, 2025, so older pages that send you to the county building department for an in-town lot are out of date1.
  • City zoning district tables, setbacks, lot sizes and minimum home sizes were not confirmed; ask Cochran City Hall before you close3.
  • Cochran's code does not say who issues septic permits inside the city, so confirm with Bleckley County Environmental Health15.
  • Cochran has a public hearing notice for a city-initiated rezoning of properties on West Mendel Lane; ask City Hall whether any rezoning affects the lot you are considering11.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible. Unanswered questions are usually a sign that Cochran publishes no rule on the point, not that none exists. Bleckley County’s page lists the county offices to call.
