Does Gulfport, FL have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. The City of Gulfport adopts its own zoning ordinance, Chapter 22 of the city code, with R-1, R-1A, R-2, R-3 and R-MH residential districts1. Pinellas County's zoning applies only to unincorporated land, so the county's district lot sizes, setbacks and heights do not govern a lot inside Gulfport9.

Dimensions depend on the district. In R-1, a single-family lot needs at least 5,000 square feet and 50 feet of width5, with a 25-foot front yard, 6-foot side yards and a 25-foot rear yard10. In R-1A, lots need at least 7,500 square feet and 60 feet of width6. Both districts cap building coverage at 40 percent1112 and height at 30 feet78.

RVs outside a designated RV park need a permit from the city manager, and sleeping in one is allowed only for under 120 hours, no more than twice per calendar year, with a no-charge city permit4. Gulfport does not allow full-time living in an RV on a private lot under these rules13. Tiny homes and accessory dwelling units inside Gulfport are unconfirmed; ask Community Development2.

Do you need a building permit in Gulfport, and who issues it?

Inside Gulfport, the city's Community Development Department runs building permits, inspections and code enforcement, not Pinellas County2. The county's building permit rules, including its threshold for covered work, apply to unincorporated Pinellas County only14. We could not confirm the city's own dollar threshold for when a permit is required, so call the permitting line at (727) 893-1024 before starting any work2.

Florida law applies the statewide Florida Building Code, 8th Edition (2023), in Gulfport as everywhere in the state15. Under Florida's owner-builder rule, an owner may act as their own contractor on a one- or two-family home for their own use, but must personally appear and sign the permit application and may not offer the home for sale or lease within a year of completion16. Gulfport requires owner-builders to submit permit applications in person2.

How do septic permits work inside Gulfport?

Septic permits for Pinellas County are handled by the Florida Department of Health in Pinellas County, which also does the inspections317. Florida requires a construction permit wherever no septic system exists, plus a site evaluation of the property18. County policy allows onsite systems only where public sewer connection is not required and the soils support them19. We could not confirm whether a particular Gulfport lot must use city sewer, so ask the health department and the city before you plan a septic system.

Where public sewer becomes available, Florida law requires a properly functioning septic system to connect within 365 days after written notice20. Conventional septic is also a poor fit for the county's soils: the USDA rates 0% of Pinellas County soils as not limited for a conventional drain field, so expect a site evaluation and often an engineered system21. Water wells need a permit from the water management district or its delegate22.

How do you build a home in Gulfport, step by step?

  1. Confirm the zoning district and its lot size, setbacks, coverage and height limits with city planning staff at (727) 893-1087223.
  2. Check that the lot meets the district minimum; a lot of record that falls short may still be buildable under Sec. 22-9.035.
  3. Ask the Florida Department of Health in Pinellas County and the city whether sewer or septic serves the lot17.
  4. Apply for the building permit with Community Development; owner-builders apply in person2.
  5. Plan driveways around the city's curb-cut limits, such as the 15-foot minimum distance from a street intersection24.
  6. Schedule inspections through the city's online permitting portal; call Community Development to confirm how to book them2.

What stays with Pinellas County, and what should you check before buying in Gulfport?

Septic permits and inspections stay with the county health department for every address in Pinellas County, city or not3. For land outside Gulfport's city limits, the county's own rules apply instead; see the Pinellas County page for unincorporated land.

Before you buy, check flood zone status: county materials list a Flood Zone Application for new construction in A and V flood zones, and Gulfport's R-1 height rules give lots partly in V or A zones extra height257. Insurance is a real cost: the typical home insurance premium in Pinellas County is about $4,764 a year26. Pinellas County's effective property tax rate is 0.7%27. Dividing a lot is regulated; no resulting portion may fail the district's requirements28.

Watch-outs

  • We could not confirm Gulfport's building permit threshold, fee schedule or whether the city allows tiny homes or accessory dwelling units; call Community Development at (727) 893-1024 before you buy2.
  • Pinellas County's zoning and permit rules cover unincorporated land only, so do not rely on county district standards for a lot inside Gulfport9.
  • An RV on a Gulfport lot is limited to short permitted stays, under 120 hours and no more than twice a year4.
