Building permits, zoning and septic rules in Ocoee, Florida

Ocoee, Florida requires a building permit from the City Building Department for construction inside city limits1. The city also sets its own zoning through its Land Development Code2. Living in a travel trailer is prohibited in every Ocoee district3. Septic and well permits are not city permits: the Florida Department of Health in Orange County handles them4.

Do you need a building permit in Ocoee, Florida?

Yes. Ocoee's code makes it a violation to do building construction, repair, alteration or remodeling, or to demolish a building, without first getting a permit from the city's building department1. Starting work before the permit is issued carries a penalty of 100% of the usual permit fee, and the permit is not issued until fees are paid1.

For a new one- or two-family home, the city's building permit fee is $50 plus $5.50 per $1,000 of residential construction cost, and residential plan review adds half of the permit fee5. Construction follows the Florida Building Code, 8th Edition (2023)8.

Who issues building permits in Ocoee, and how do you reach them?

The City of Ocoee Building Division reviews permit applications and plans for code compliance, issues permits and performs field inspections9. Call 407-905-3104 or apply online through the city's e-permitting portal9. The office is at City Hall, 1 North Bluford Avenue9.

Inside city limits, Orange County's Division of Building Safety is not the office to call for building permits; the county's own building permit rules cover unincorporated land only10. For land outside Ocoee, use the Orange County page.

Applications start with a plot plan and the plans or specifications needed to describe the work, submitted on the Building Department's forms11.

Does Ocoee have zoning, and what does it mean for lot use?

Ocoee zones its own land. The city's Land Development Code lists which principal uses are permitted in each zoning district in a use table2. Check the zoning map and district before you buy; the Planning Division at 407-905-3157 handles zoning questions12.

Orange County's zoning standards, such as its minimum lot sizes and setbacks, apply to unincorporated land only and do not set the rules for a lot inside Ocoee13. We could not confirm Ocoee's district-by-district lot sizes, setbacks or minimum home size; ask the Planning Division for the district's dimensional standards.

Where a principal home is allowed, Ocoee permits an accessory apartment, including a guest cottage or garage apartment, with less than 600 square feet of floor area for non-commercial occupancy only, and it must meet building code requirements6.

How do septic permits and wells work for Ocoee addresses?

Septic permits are not issued by the City of Ocoee Building Department. Orange County's health department, the Florida Department of Health in Orange County, continues to permit and inspect septic tanks, and the state's Department of Environmental Protection now implements the underlying statutes14. Call 407-858-149715.

Florida requires a septic permit, with a site evaluation, to install, replace, repair, modify or abandon a system16. Where a private well or septic tank will serve a new structure, the county brochure says permits are required from the Orange County Health Department17.

We could not confirm whether a given Ocoee address must connect to city sewer or water instead; ask the Building Division or Planning Division before planning a septic system or well.

Florida soils are a problem for conventional systems: only 0.4% of soils in Orange County rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system18.

Can you live in an RV or tiny home in Ocoee?

Not in a travel trailer as a home. Ocoee specifically prohibits a travel trailer as a temporary or permanent residence in all districts3. In A-1 districts, an RV may serve as temporary shelter for up to 7 days in any 30-day period without a permit, or up to 60 continuous days in 12 months with written approval of the Building and Zoning Official3. In C-2, C-3 and industrial districts, a temporary RV may serve only for offices, storage or security during construction, not as living quarters3.

Camping on private property in Ocoee is prohibited unless the property owner gives permission and consent19. Orange County's rule letting an RV stay up to 365 days during home construction covers unincorporated A-1, A-2 and A-R land and not Ocoee20.

We found no Ocoee rule specific to tiny homes. A tiny house on wheels is likely treated as an RV, so ask the Planning Division, and a small dwelling on a foundation must meet the building code like any other home.

Building a home in Ocoee: the steps, in order

  1. Confirm the lot's zoning district and that a single-family home is a permitted use there, with the Planning Division12.
  2. Decide how the lot gets water and sewage; if a private well or septic tank is planned, get those permits from the Orange County health department17.
  3. Check whether any part of the lot is in a special flood hazard area; in those areas Ocoee requires the bottom of a manufactured home's frame at or above base flood elevation plus two feet21.
  4. Submit the building permit application with a plot plan and plans through the city's e-permitting portal119.
  5. Pay the fees: the permit is not issued until they are paid1.
  6. Build to the Florida Building Code and call for inspections through the Building Division98.
  7. Ask the Building Division what it requires for a certificate of occupancy, because we could not confirm Ocoee's own procedure.

What stays with Orange County, and what to check before you buy in Ocoee?

Septic permits and well permits stay with the Orange County health department, whether the address is inside or outside Ocoee city limits4. Orange County's building and zoning counters serve unincorporated land only, so confirm that an address is actually inside Ocoee before calling10.

A manufactured home needs a Building Department permit from a state-licensed manufacturer, dealer or installer before it is moved or placed in the city, unless it stays 15 days or less7.

Cost context is county-level: Orange County's effective property tax rate is 0.8%22, and a typical home insurance premium is $2,554 a year23.

Watch-outs

  • Beginning July 1, 2026, Ocoee implements Florida House Bill 803, so an owner or contractor claiming an exemption from building permit requirements must file an exemption application and also obtain a zoning verification letter before exempt work9.
  • Starting work before an Ocoee building permit is issued carries a penalty of 100% of the usual permit fee1.
  • Search results for permits often show Orange County's offices, but inside Ocoee the city's Building Division issues building permits9.
  • We could not confirm Ocoee's owner-builder rules, septic connection requirements, setbacks or short-term rental rules; call the Building Division at 407-905-31049 or the Planning Division12 before you commit.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
