Does Pinecrest have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. The Village of Pinecrest, Florida applies its own land development code to land inside village limits1. Its residential districts are EU-1C, EU-1, EU-S, EU-M, RU-1, RU-2, RU-3, RU-3M, RU-4L, RU-4M and RU-45. Rules differ by district, so look up the parcel's district before planning anything.

In the EU-1C estate district, lots must contain at least 2.5 gross acres7. A one-story principal building there needs a front setback of at least 50 feet and a rear setback of at least 25 feet9. Building coverage in EU-1C is capped at 25 percent for one-story and 20 percent for two-story structures10. In RU-1, density is one unit per 7,500 net square feet5.

Only the residential districts were reviewed; ask the Building & Planning Department about any other district2.

Do you need a building permit in Pinecrest, and who issues it?

Building permit applications in Pinecrest go to the village's own Building & Planning Department at 12645 Pinecrest Parkway2. The village form lists separate building, electrical, mechanical, plumbing and zoning permit types11. Inside village limits, the Miami-Dade County permit office for unincorporated land is not the right counter. We could not confirm the village's owner-builder rules, permit fees or inspection steps, so ask the Building & Planning Department at 305.234.21212.

How do septic permits work inside Pinecrest?

Septic permits do not come from the village. The village's own permit form states that Florida Department of Health approval is required for applications involving septic tanks11. In Miami-Dade County, the county health department offices handle septic permitting and inspection3. Conventional drain fields rate poorly across Miami-Dade County, since USDA rates none of its soils as not limited for them, so expect a site evaluation and possibly an engineered system12.

Can you live in an RV or camp in Pinecrest?

Not in the way most rural buyers hope. An RV parked on a single-family or duplex site in Pinecrest may not be used for living or sleeping quarters6. Parking is limited to the rear or side yard, one vehicle per site, and house guests may stay at most 14 days6. Camping on public or private property inside the village is unlawful, with penalties up to a $500 fine, up to 60 days in jail, or both4.

Can you build a guesthouse or accessory unit in Pinecrest?

Only a limited one. Pinecrest defines an accessory guesthouse as a detached building used by temporary guests of the principal residence, not to be rented, and the owner must sign an affidavit stating that limited purpose13.

What stays with Miami-Dade County, and what should you check before you buy?

Septic permits stay with the county health department3. Land outside village limits follows Miami-Dade County's rules for unincorporated land. Check the flood zone first: the village applies floodplain rules to development wholly or partly within a flood hazard area8. Miami-Dade County's typical home insurance premium is about $7,089 a year14, and its effective property tax rate is 0.8%15.

Watch-outs

  • Where the lot is in a flood hazard area, village floodplain rules apply to development8.

  12. Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
