Doral, Florida requires a building permit for development activity inside the city, and the city's own Building Department issues it12. Doral adopts its own Land Development Code and zoning districts3. Septic permits are not a city matter: they come from the Florida Department of Health in Miami-Dade County, with county DERM review for new systems4.

Does Doral, FL have zoning, and what does it mean for RVs and manufactured homes?
Doral has zoning of its own. The city administers its Land Development Code with zoning districts, so the county's zoning code for unincorporated land does not govern a lot inside city limits3.
Two rules matter most to someone planning a simple or off-grid setup. First, living in a travel trailer, camping trailer or motor home on a single-family or duplex site in Doral is prohibited: parked equipment may not be used for living or sleeping quarters and may not have service connections beyond occasional maintenance5. One unit may be parked in the rear or rear side yard, up to 30 feet long and 10 feet high, with a current registration plate5. Second, the city's code states that manufactured homes are not permitted in Doral6.
Minimum lot size, setbacks, height and tiny-home rules depend on the district, and we could not confirm them. Ask the Doral Building Department, and check the zoning district for any specific lot before you buy2.
Do you need a building permit in Doral, and who issues it?
Yes. Doral's code says no development activity may be undertaken unless a development permit authorizes it1. A building permit may be issued without a separate development order for one-family dwellings, townhouses, accessory structures on developed single-family lots, demolition and fences, as long as the work conforms to the Land Development Code1.
The City of Doral Building Department issues building permits inside the city, reviews plans and inspects the work2. Miami-Dade County's building permit process applies only to unincorporated Miami-Dade County, and county pages say incorporated municipalities administer building permits within their own limits8. Do not send a Doral application to the county permit counter.
Florida's Building Code applies statewide without separate local adoption9.
Who is the Doral Building Department and how do you reach them?
The City of Doral Building Department is at 8401 NW 53rd Terrace, Doral, Florida 331662. Call 305-593-6700 or email [email protected]2. The department describes its job as ensuring safe and compliant construction in Doral2.
For anything outside city limits, the answer is different: unincorporated land uses Miami-Dade County's permit office, covered on the Miami-Dade County page.
How do septic permits work inside Doral?
Septic systems are not decided by the city. Across Miami-Dade County, the Florida Department of Health in Miami-Dade County handles septic permitting and inspection, and Miami-Dade DERM must review and approve new and total replacement systems10. Conventional Type 1 septic systems are not allowed for new and total replacement systems serving development in Miami-Dade County10.
The soils point the same direction: USDA rates 0% of the county's soils as not limited for a conventional drain field, so expect a site evaluation and an engineered or advanced treatment system rather than a standard tank and field11.
Whether a particular Doral address is already on public sewer, or must connect, is something we could not confirm. Ask the Florida Department of Health in Miami-Dade County at 786-654-662012. These are county-level facts; we did not find a Doral-specific septic rule.
Building a home in Doral: the steps, in order
- Confirm the lot's zoning district and that a one-family dwelling is allowed there under the Land Development Code3.
- Settle sewer or septic first. Contact the Florida Department of Health in Miami-Dade County about septic, and remember that new septic systems also need DERM review1012.
- Apply for the building permit with the City of Doral Building Department at 305-593-67002. One-family dwellings can be permitted without a separate development order if they conform to the code1.
- Florida allows owners to act as their own contractor on a one-family or two-family residence for their own use, but the owner must personally sign the permit application and supervise the work onsite7. Ask the city how it handles owner-builder permits.
- Build, pass inspections and obtain a certificate of occupancy. We could not confirm Doral's own inspection and certificate of occupancy steps, so ask the Building Department.
What stays with Miami-Dade County, and what to check before you buy in Doral
Septic permits and wells follow county and state offices, not the city. Miami-Dade County requires Florida Department of Health approval to drill and install a private well where public water is unavailable13.
Before buying, check three things. Flood: the city's code does not permit permanent RV placement in flood hazard areas5. Driveways: Doral limits driveway and parking coverage in a single-family front yard to 70 percent14. Cost: Miami-Dade County's typical home value is $522,601 and its median property tax bill is $3,516 a year1516.
For land outside Doral city limits, the rules differ; see the Miami-Dade County page.
Watch-outs
- Doral's own rules apply inside city limits; Miami-Dade County's unincorporated-area permit and zoning rules do not8.
- Living in an RV on your lot is prohibited on single-family and duplex sites in Doral, and manufactured homes are not permitted in the city56.
- We could not confirm Doral's lot size, setback, height, tiny-home, accessory-dwelling or permit-fee rules; call the City of Doral Building Department at 305-593-67002.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
