Does Palmetto, FL have zoning, and what does it mean for RVs, mobile homes and setbacks?

Yes. The City of Palmetto adopts its own zoning, found in Appendix B of the Code of Ordinances1. The city's Planning and Zoning Department enforces it8. The code names the ER, RS, PD and MHP districts, but we could not confirm the full district list or each district's lot sizes, so ask the city before you assume a lot can be built on9.

RVs: parked or stored recreational vehicles on private residential property in Palmetto may not be occupied for living, sleeping or housekeeping, so an RV cannot serve as a home or a place to stay while you build4.

Mobile homes: the code sets conditions in the mobile home park (MHP) district, including skirting and park approval for older homes. Other districts are unconfirmed5.

Setbacks: where neighboring lots are built closer to or farther from the street, the required front setback can be averaged, but never below 10 feet10. Creating a new lot must follow the code11.

Do you need a building permit in Palmetto, and who issues it?

Yes, for building work. The City of Palmetto Building Department issues major permits for building, electrical, plumbing and mechanical work, and the city also requires a permit to erect a fence2. Palmetto has its own building official, so the Manatee County permitting counter that serves unincorporated land is not the office for a lot inside city limits2.

Florida's statewide building code sets the base standard12. If you are unsure whether a project needs a permit, the Building Department asks you to call before you start2.

Owner-builders: Florida law lets an owner act as their own contractor on a one-family or two-family home for their own use and occupancy7. We could not confirm how Palmetto applies this, so ask the Building Department.

How do septic permits work inside Palmetto?

Septic permits for Manatee County come from the county health department, not from the city: the Florida Department of Health in Manatee County handles septic system permitting and inspections3. Florida law requires a permit to install, modify, repair or abandon an onsite system13.

We could not confirm whether a new home inside Palmetto must connect to city sewer, so ask the Building Department before planning a septic system. USDA rates very few soils in Manatee County as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system if septic is allowed14.

Building a home in Palmetto: the steps, in order

  1. Confirm the lot's zoning district and setbacks with Palmetto's Planning and Zoning Department8.
  2. Check whether the lot lies in a flood hazard area: dwellings there need designs prepared and sealed by a registered design professional6.
  3. Ask the Building Department whether city sewer is available or septic is allowed, then contact the county health department if septic applies3.
  4. Apply for the building permit and schedule inspections through the city Building Department2.
  5. Do not plan to live in an RV on site while you build4.

What stays with Manatee County, and what to check before you buy
