Does Vero Beach have zoning, and what does it mean for lot size and setbacks?
Yes. Vero Beach has its own zoning ordinance with a district map, and it applies to land inside city limits1. Residential districts include R-1AAA, R-1AA, R-1A, R-1, RM-8, RM-10, RM-10/12, RM-13 and CAV9.
The rules depend on the district. Minimum lot size in R-1AAA, R-1AA, R-1A and R-1 is 87,120, 15,000, 10,000 and 6,000 square feet, in that order10. Minimum floor area for a one-story house in those same four districts is 1,600, 1,600, 1,200 and 800 square feet5. In the MPZ Master Plan Zone, a single-family detached home needs at least 1,000 square feet11. In R-1AA, R-1A and R-1, the front yard setback is 25 feet and the rear yard is 25 feet12. Building height is capped at 35 feet in the single-family districts6.
Splitting a lot is regulated: no resulting lot may be smaller than the minimum lot size and width of its zoning district13. Call the city Planning & Development Department14 with your parcel number to learn which district it is in.
Do you need a building permit in Vero Beach, and who issues it?
Florida applies one statewide building code, and building a home requires a permit from the local enforcing agency7. In Vero Beach, the city does not run a separate counter: the City of Vero Beach shares the Building Department with Indian River County2. Applications go through the county's online permitting portal and Building Division, (772) 226-126015.
Zoning comes first. The city requires site plan, historic preservation or code compliance approval from its own Planning & Development Department before a building permit is issued2. The county notes that an application is routed to other departments, including City of Vero Beach reviews, and stays incomplete until each review is approved16.
Owner-builders may act as their own contractor on a one- or two-family home for their own use, with direct onsite supervision and without selling or leasing it within a year of completion; the exemption does not remove the permit requirement7.
How do septic permits work inside Vero Beach?
Septic permits for every address in Indian River County, inside or outside city limits, come from the Florida Department of Health in Indian River County, Environmental Health, 772-794-744017. Indian River County is not one of the 16 counties whose septic permitting moved to the state Department of Environmental Protection, so the local county health department is the contact18. Florida requires a permit to install, replace, repair or modify an onsite sewage system, and a site evaluation is part of the process19.
Soils matter here. Only a tiny share of Indian River County soils, about 0.1%, rate as not limited for a conventional drain field20. Expect a site evaluation and possibly an engineered system. Where a public sewer is available, Florida may require connection for an existing system21, so ask the city and the health department before you plan a septic system on a city lot. Wells under 6 inches in diameter need a permit from the same health department8.
Can you live in an RV or tiny home in Vero Beach?
Living in an RV on a lot inside Vero Beach is prohibited, with limited exceptions: the city's code bars occupying a motor vehicle, mobile home or recreational vehicle as living quarters except in licensed mobile home parks or where the zoning district permits it under an approved site plan4. Storing an RV on a residential lot is a separate question and is allowed under city code4.
Camping on private property is also prohibited, with narrow exceptions such as youth camping in a rear-yard tent for fewer than three consecutive nights22. Mobile homes in the AR-MHP airport zone must connect to city water and sewer23.
In the CAV districts, an accessory dwelling is allowed with a single-family dwelling24. We could not confirm a city rule on tiny homes on wheels or on accessory dwellings in other districts; ask the Planning & Development Department14.
Building a home in Vero Beach: the steps, in order
- Ask the Planning & Development Department which zoning district your lot is in and whether the lot meets its minimum size14.
- Confirm flood status: development in flood hazard areas inside the city needs floodplain review25.
- Contact the Florida Department of Health in Indian River County about a site evaluation and septic permit, or about sewer availability17.
- Get the city's site plan or code compliance approval before applying for a building permit2.
- Apply for the building permit through the county Building Division's online portal15.
- Owner-builders sign the owner-builder disclosure and supervise the work directly7.
- Schedule inspections and obtain a certificate of occupancy before moving in26.
What stays with Indian River County, and what to check before you buy
The county's rules apply to unincorporated land, not to lots inside Vero Beach. For land outside city limits, see the Indian River County page. Septic and wells stay with the county health department for city and county addresses alike17.
County-level numbers give context: the typical home value is about $365,30827, the effective property tax rate is about 0.7%28, and the typical home insurance premium is about $3,877 a year29. Check flood maps, since the county reviews permits against FEMA flood maps that took effect in 202330.
Watch-outs
- Septic is not the city's call: the county health department permits it for every Vero Beach address3.
- A building permit does not replace planning approval: the city requires its own site plan or code compliance approval before a permit is issued2.
- We could not confirm the city's permit fees or whether a short-term rental is allowed on a given lot; ask the Planning & Development Department14.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
