Does Naples have zoning, minimum home sizes and lot-size rules?

Naples Planning reviews zoning variances, planned developments, rezone requests and other land-use issues; the city zoning map lets you look up a property by address.2 Start with the parcel’s district before choosing a house plan.

In Naples’ RE Rural Estates district, minimum lot area is 2¼ acres, and minimum floor area is 1,000 square feet for a one-story building or 1,250 square feet for a two-story building.65 In R1-15, the corresponding floor-area minimums are 1,400 and 2,000 square feet.9 In R1-7.5, the minimums are 1,000 and 1,250 square feet.10 Those are district rules, not a citywide minimum house size.5910 Ask Naples Planning to confirm the district, setbacks, height and lot coverage for the proposed plan.2

Do you need a building permit in Naples, and who issues it?

Florida generally requires a building permit before construction, erection, alteration, modification, repair or demolition of a building, subject to exceptions provided by law.4 Inside Naples, the City Building Department reviews and inspects construction permits; call 239-213-5020 for building permit questions.1 Use the electronic permitting and permit-search link on the city’s building page.1

Naples says building permit applications submitted on or after December 31, 2023 must comply with the 8th Edition Florida Building Code.1 The city also announces new single-family residential building permit exemptions effective July 1, 2026; ask the Building Department whether your particular work qualifies and how to request an exemption before starting.1 A Florida owner-builder may act as contractor for a qualifying residence for personal use, with direct onsite supervision and the required personal permit application; that licensing exemption does not remove building permit, inspection or zoning obligations.7

How do septic permits work inside Naples?

For Naples property using an onsite sewage system, the Florida Department of Health in Collier County is the local septic permitting and inspections contact.3 Environmental Health can be reached at 239-252-5530.11 Florida requires a septic permit application for construction, installation, modification, abandonment or repair, with a site evaluation and the applicable application materials.12

Collier County’s soil-survey figure shows 0% of soils rated not limited for conventional septic drain fields; this countywide rating is a reason to obtain a site evaluation and assess engineered options, not proof that septic is impossible on a Naples lot.13 An existing properly functioning septic system generally must connect to an available sewer system within 365 days after written notification, subject to the state’s availability and waiver conditions.14 Ask Environmental Health about septic suitability before committing to a house location.11

Can you live in an RV or tiny home on land in Naples?

We could not confirm a complete Naples rule allowing residential RV occupancy or a separate tiny-home occupancy rule; ask Naples Planning about the proposed use and parcel district before buying a vehicle or dwelling.2 A small dwelling proposal still needs to address the relevant district’s minimum floor area: the RE district requires 1,000 square feet for a one-story building, for example.5

Florida permits qualifying off-site-constructed residential dwellings, including manufactured homes treated as real property, as of right in districts allowing single-family detached dwellings, subject to generally applicable design, setback, height and other standards.15 That rule does not authorize occupancy without applicable building, installation, health or utility compliance.15 Bring Naples Planning the exact dwelling type and intended occupancy; ask separately about temporary use while building.2

What are the steps before building a home in Naples?

  1. Identify the Naples parcel’s zoning district on the city zoning map, then arrange the required Planning pre-application meeting to determine the development review process.2
  2. Match the house plan to the district’s minimum floor area, and ask Planning about the remaining dimensional requirements.59102
  3. If onsite sewage treatment is proposed, contact Collier Environmental Health for the septic application and site evaluation before finalizing the layout.312
  4. Contact the Naples Building Department for building permit review, the applicable exemption process and construction inspections.1

For land outside Naples city limits, use the Collier County guide for the county building authority’s unincorporated-area rules.16 Private-well construction, repair and abandonment remain subject to Florida’s water-well permitting system through water management districts or delegated authorities; we could not confirm the parcel-specific Naples well contact.8

Watch-outs

  • Naples announces residential building permit exemptions effective July 1, 2026; confirm eligibility and the request procedure with the City Building Department before starting work.1
  • Naples Planning requires a pre-application meeting to determine development review processes and does not treat a submittal as officially accepted until staff confirms completeness.2
  • Naples charges $200 for a zoning confirmation letter; ask Planning for parcel-specific confirmation before relying on an advertised use.2
  • We could not confirm Naples rules for off-grid sanitation or mandatory utility connection for new homes; resolve wastewater plans with Collier Environmental Health and connection questions with the city before buying.32
