Do you need a building permit in Satellite Beach, FL?
Yes, for almost any structural work. The City of Satellite Beach says most construction, installation or replacement work needs a building permit, and it lists additions, garages, sheds, decks, fences, roofing, pools and driveways among the covered work1. Cosmetic work such as paint may not need one, and the city asks you to call first1. Florida's statewide building code applies here as everywhere in the state9.
The city reviews building permits itself; Brevard County's building permit office serves unincorporated land only, so a Satellite Beach address does not go to the county counter10.
Who issues building permits in Satellite Beach, and how do you reach them?
The City of Satellite Beach Community Development Department issues building permits, reviews plans and schedules inspections for addresses inside the city1. Call (321) 773-4409 or use the city's online permit portal, which handles applications, plan uploads, fees and inspection scheduling1. The city says typical permits are reviewed within 3 business days1.
Owners may act as their own contractor on a primary residence, but must appear in person to sign the building permit and the owner-builder disclosure statement1. Whether the city has its own certificate-of-occupancy and inspection rules beyond that is not something we could confirm; ask the Community Development Department.
Does Satellite Beach have zoning, and what does it mean for RVs, tiny homes and lot size?
Satellite Beach adopts its own zoning, including single-family districts R-1A and R-2 through R-54. Rules vary by district. In R-2, the minimum lot area is 8,000 square feet and the minimum living area is 1,750 square feet117. In R-1A, the minimum lot area is 20,000 square feet and the minimum living area is 3,000 square feet117. Maximum building height is 40 feet in R-1A and 35 feet in R-212, and maximum lot coverage is 50 percent13.
R-2 setbacks are 25 feet front and 15 feet rear, with side interior setbacks of 10 feet or 10 percent of frontage, whichever is greater14. Accessory structures may not be used as accessory dwelling units6. We did not find a tiny home provision in the city code we reviewed, so ask Community Development before planning one.
How do septic permits work inside Satellite Beach?
Septic permits are not a city matter. In Brevard County, the Florida Department of Health in Brevard County handles septic permitting and inspection3, and the same office takes OSTDS construction permit applications by email15. Florida also requires a permit to install, modify, repair or abandon an onsite sewage system16.
Brevard County soils matter: the USDA rates 0% of the county's soils as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system17. Whether a given Satellite Beach lot must connect to city sewer is not something we could confirm; ask Community Development and the health department. Well permits also come from the health department18.
Can you live in an RV or tiny home on your land in Satellite Beach?
Generally no. Satellite Beach's code says no vehicle may be used for living, sleeping or housekeeping in any location not approved for that use under the city's land development regulations5. RVs also may not be parked or stored in residential areas from Monday noon to Friday noon except behind the front outside corners of the house on an improved lot or in a covered garage, and the city may not grant a variance from this rule5.
Camping in a fenced yard of residentially zoned property is limited to three consecutive days in any 30-day period19. We did not find a tiny home provision for the city; ask Community Development.
Building a home in Satellite Beach: the steps, in order
- Confirm the lot's zoning district and its lot size, setbacks and height limits in Chapter 30 of the city code4.
- Check flood status: development in a flood hazard area must meet the city's flood regulations8.
- Call the Community Development Department at (321) 773-4409 to confirm what the permit needs1.
- If the lot is not on sewer, apply for a septic permit with the Florida Department of Health in Brevard County3.
- Apply for the building permit, as a licensed contractor or as an owner-builder who signs in person1.
- Schedule inspections through the city before moving to each next phase1.
What stays with Brevard County, and what to check before you buy
Septic, wells and the health department stay with the county health office, not the city318. For land outside city limits, the rules differ; see the Brevard County page, since the county requires building permits in unincorporated areas20.
Before you buy, check flood status8, the lot's zoning district4 and insurance cost: Brevard County's typical home insurance premium is about $3,277 a year21, and its effective property tax rate is 0.7%22.
Watch-outs
- RV parking and sleeping rules in Satellite Beach cannot be waived by variance, so do not plan to live in an RV on a residential lot5.
- Minimum living area differs sharply by district, from 1,750 square feet in R-2 to 3,000 square feet in R-1A, so check the lot's district first7.
- We could not confirm the city's septic, sewer-connection, fee schedule or tiny home rules; call the Community Development Department at (321) 773-44091.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
