Aspen, Colorado adopts its own zone districts in Title 26 of the municipal code, so city zoning, not Pitkin County's, governs land inside city limits1. The City of Aspen's Community Development Building office handles building permits and inspections2, and its Planner of the Day answers land-use questions3. Living in a travel trailer on a lot is barred outside a mobile home park4. Pitkin County Environmental Health runs septic programs5.

Does Aspen, Colorado have zoning, and what does it mean for lots and setbacks?
Yes. Aspen adopts its own zone districts in Title 26 Land Use Regulations, and those districts apply to land inside Aspen city limits1. Unincorporated Pitkin County land falls under the county's Land Use Code instead, not the city's9.
Rules differ by district. In the R-15 Moderate-Density Residential district, the minimum gross lot area is 15,000 square feet10, with minimum yards of 25 feet in front for dwellings, 10 feet on the side and 10 feet at the rear of the principal building11. In the R-30 Low-Density Residential district, the minimum gross lot area is 30,000 square feet6, with yards of 25 feet in front, 10 feet on the side and 15 feet at the rear for dwellings12. Maximum height is 25 feet in both R-157 and R-308. The city's published residential districts are R-15, R-15A, R-15B, R-30 and R-313.
Can you live in an RV, tiny home or manufactured home in Aspen?
Not on an ordinary lot. Aspen's municipal code says no mobile home or travel trailer may be installed, occupied, kept or stored anywhere in the city except within a mobile home park that meets Chapter 16.044. The one carve-out is a mobile home used as a construction-site office or storage during construction, for up to one year and with a building permit4. Manufactured homes follow the same path: they are limited to licensed mobile home parks, and the R-3 zone permits those parks14.
Accessory dwelling units are a different route. In R-15, accessory dwelling units and carriage houses must meet Section 26.520.040, and an ADU is defined as deed restricted15. We could not confirm Aspen's rule for tiny homes on a foundation, so ask the Planner of the Day before you plan one3.
Do you need a building permit in Aspen, and who issues it?
Inside Aspen city limits, the City of Aspen's Community Development Department, Building office, handles building permits through the City of Aspen Permit Portal2. For questions about building codes and regulations, the office points to its Builder of the Day line at 970-429-2735, a voicemail box2. For permit requirements and pre-submittal questions, email [email protected]2.
We did not confirm Aspen's full permit triggers, fee schedule or timelines, so confirm with the Building office what your project needs before you start. The county's building permit rule applies to unincorporated Pitkin County, not to lots inside the city16.
Owner-builders: Aspen's homeowner/builders are exempt from the business-license and contractor-license requirements, but must meet the homeowner/builder requirements before applying for building permits17. The owner/builder cannot be issued more than one building permit for new home construction in any two-year period17.
How do septic permits work in Aspen?
Pitkin County Environmental Health lists wastewater treatment among its major programs5, and the county requires permits for building, repairing and using onsite wastewater systems in Pitkin County18. Colorado law requires a permit to construct, alter, install or use an onsite wastewater treatment system where a building is not served by a sewage treatment works19.
That last condition matters inside the city: a lot on a public sewer line does not need a septic system. We could not confirm how septic permits work at specific addresses inside Aspen, or which lots are sewered, so ask Pitkin County Environmental Health at 970-920-50705 and the city's Community Development staff2. Wells need a state permit: every new groundwater-diverting well in Colorado must have a well permit20.
Building a home in Aspen: the steps, in order
- Confirm the zone district and what it allows by emailing or leaving a voicemail for the Planner of the Day at 970-429-27643.
- Check the dimensional standards for your district: lot area, setbacks and the 25-foot height limit in R-15 and R-3078.
- If you plan to build it yourself, complete the city's homeowner/builder requirements before applying for building permits17.
- Ask the Building office about permit requirements and pre-submittals, then apply through the City of Aspen Permit Portal2.
- Settle wastewater: confirm with Pitkin County Environmental Health whether your lot needs an onsite system5.
- If the lot touches a mapped 100-year floodplain, note that Pitkin County requires a floodplain permit for work within it in the county21; ask the city whether the same applies at your address.
What stays with Pitkin County, and what to check before you buy in Aspen
Land outside Aspen city limits is Pitkin County's call. In unincorporated Pitkin County the county's building code, Land Use Code, access permits and septic rules apply1622; see the Pitkin County page for that side. Camping and RV occupancy in unincorporated Pitkin County is limited to 15 consecutive days and no more than 30 days in any six months23.
Before you buy, plan for cost and constraints. Pitkin County's typical home value is about $2,640,02924, and the county's effective property tax rate is 0.4%25. Federal land covers about 84.1% of the county26, and only 3.3% of soils are rated not limited for a conventional septic drain field, so expect a site evaluation or engineered system on any lot that is not sewered27.
Watch-outs
- Pitkin County's rules for building permits, access permits and septic cover unincorporated land, not lots inside Aspen city limits16.
- We could not confirm Aspen's building permit fees, timelines or whether a given project is exempt, so ask the Building office before you start2.
- We could not confirm Aspen's rules for tiny homes, so ask the Planner of the Day before buying a lot for one3.
- Aspen's short-term rental rules are cross-referenced to Chapter 26.530, which we did not review, so check it before counting on rental income28.
