Zoning, building permits and septic rules in La Junta, Colorado

La Junta, Colorado (Otero County) issues its own building permits and handles its own zoning through the City of La Junta Engineering Department1. The city has zone districts of its own and has adopted the 2018 International Residential Code23. Septic permits for onsite systems come from Otero County, not the city4.

Does La Junta, Colorado have zoning, and what does it mean for RVs and tiny homes?

Yes. La Junta's municipal code refers to residential zones R-S, R-1A, R-1, R-2 and R-3, plus commercial, agricultural and industrial zones5. The City of La Junta Engineering Department manages planning, zoning and variances for the city1. Zone changes, lot splits, variances and conditional use permits are separate applications, each with its own form on the Engineering page1.

For RVs, the code allows parking a trailer or RV on private property in a residential zone only in set situations: in a trailer park, with the landowner's consent, in a rear yard, or in enclosed storage6. No one may maintain living quarters in an RV for more than 48 hours outside a properly zoned trailer camp or park6.

For tiny homes, Colorado's Division of Housing says its regulated tiny homes are approved for long-term living8. We could not confirm whether La Junta's zoning accepts a tiny home on a given lot, so ask the Engineering Department before you buy. We also could not confirm minimum lot sizes, setbacks or minimum dwelling size for any district.

Do you need a building permit in La Junta, and who issues it?

The City of La Junta Engineering Department handles building permits inside city limits, and it reviews plans and checks building code compliance1. The city's page says a building permit is required before anyone constructs, enlarges, alters, repairs, removes, converts or replaces regulated electrical, gas, mechanical or plumbing systems1. The city has adopted the 2018 International Residential Code, with amendments, for detached one- and two-family dwellings and townhouses3.

We could not confirm a fee schedule, inspection steps, a certificate of occupancy rule or an owner-builder exemption for the city, so ask the Engineering Department. Colorado's statewide owner exemption covers only repair or maintenance work on your own property, and only in counties with a contractor-licensing program, so it does not clearly cover a new house in the city9.

The county's building rules do not apply inside the city. Land outside city limits falls under Otero County.

Who do you contact about building permits and zoning in La Junta?

Contact the City of La Junta Engineering Department at 719-384-5991, in the Municipal Building at 601 Colorado, La Junta, CO 810501. The department says that is the number for questions about building permits or zoning requirements1.

Do not go to the Otero County Land Use Office or Building Department in Rocky Ford for a lot inside city limits; those offices serve unincorporated Otero County10. The city's page also lists forms for the planning commission, including zone change, lot split, variance and conditional use applications1.

How do septic permits work in La Junta?

Septic permits come from Otero County, not the city. The county's Health Department Environmental Health Services pages carry the onsite wastewater treatment system permit application4. Colorado requires a permit to construct, alter, install or repair an onsite system where a building is not served by a sewage treatment works, and a final inspection by the local public health agency1112.

Inside La Junta, many lots will not use septic at all. City code requires premises on a street with an established sewer, or within 400 feet of one, to be equipped with sanitary plumbing fixtures, and the City Council can require connection13. We could not confirm which lots may use septic instead, or the city's water connection rule. Ask the Engineering Department whether a sewer reaches your lot, then ask the Otero County septic inspector if it does not14.

Wells need a state permit, because every new groundwater-diverting well in Colorado needs one15.

Building a home in La Junta: the steps, in order

  1. Call the City of La Junta Engineering Department to confirm your lot's zone district and whether your plan fits it1.
  2. Ask whether a sewer line serves the lot; if none does, plan for county septic review134.
  3. Apply for the building permit with the plan-submission checklist the city publishes, and build to the 2018 International Residential Code as amended13.
  4. If you need a driveway opening through a city curb, get a written permit from the City Engineer first; new-construction plot plans must show proposed driveways7.
  5. If the lot lies in a flood hazard area, check the city's flood damage prevention rules (Chapter 15.52) before you design16.
  6. For electrical, plumbing or gas permits, the city points to the State of Colorado1.

What stays with Otero County, and what should you check before buying in La Junta?

Septic permits and the septic inspector stay with Otero County4. For land outside city limits, the county's own building permit and zoning rules apply instead of the city's1710. See the Otero County page for that land.

Before buying inside the city, check four things. First, the zone district, because RV and trailer rules depend on it6. Second, flood hazard status: an RV in a flood area must be on site fewer than 180 consecutive days, be licensed and highway-ready, or meet manufactured-home permit, elevation and anchoring rules16. Third, sewer availability13. Fourth, access: a driveway through a city curb needs a written City Engineer permit7. At the county level, Otero County's effective property tax rate is 0.3%18.
