The Town of Mancos, Colorado, in Montezuma County, zones its own land through its Land Use Code1 and runs a Building Department that handles building permit applications and inspections2. Living in an RV is allowed inside town only in an approved RV park3. Septic permits are a separate question handled through the county health office; we could not confirm how that works inside town limits4.

Does Mancos, CO have zoning, and what does it mean for RVs and tiny homes?
Yes. The Town of Mancos administers zoning through Chapter 16 of its Land Use Code, with a Zoning Administrator1. Permitted accessory uses are set by zone district in the code's accessory-use table1.
RV living inside Mancos is tightly limited: the code allows an RV for human habitation only in an RV park, and an RV park needs a minimum of 3 acres and an approved site plan review3. A stay is capped at 180 days, with a move to another site allowed for another 180 days in any twelve-month period, then a thirty-day cooling-off period3. Parking an RV on a private lot to live in is not what the code describes.
Manufactured homes must meet skirting, tie-down and HUD-standard requirements, with a finished floor no more than 24 inches above grade5. Older mobile homes that do not meet the manufactured-home definition cannot be moved into town5. We found no tiny-home provision in the town sections we reviewed, so ask the Building Department before planning one; Colorado's Division of Housing does certify tiny homes for long-term living when local zoning also allows them7.
Do you need a building permit in Mancos, and who issues it?
The Town of Mancos runs its own Building Department, which handles building permit applications, building inspections, planning and zoning, and code enforcement in one office2. Inside town limits, that is the office to call, not Montezuma County. We could not confirm the town's exact permit thresholds or which projects are exempt, so call (970) 533-7725 before starting any project2.
Electrical and plumbing work is different. The town does not inspect it; those permits and inspections come from the State of Colorado, and a contractor you hire is responsible for pulling them2.
How do septic permits work in Mancos?
Colorado requires a permit before anyone constructs, alters or installs an on-site wastewater system, and the permit comes from the local public health agency8. In Montezuma County that agency is Montezuma County Environmental Health, which reviews septic applications and awards permits49.
Whether a lot inside Mancos is on town sewer or needs its own septic system, we could not confirm. Ask the Town of Mancos Building Department about sewer connection first, and Environmental Health at (970) 564-4763 if the lot would need its own system9. Soils matter too: across Montezuma County about 15% of soils rate as not limited for a conventional drain field, so many sites need a site evaluation or an engineered system10.
What about floodplain rules in Mancos?
In special flood hazard areas with a mapped base flood elevation, new residential construction inside town must have its lowest floor, including any basement, elevated 1 foot above base flood elevation11. The lowest floor must be certified by a Colorado professional engineer, architect or land surveyor to the town's Floodplain Administrator11. RVs in the mapped flood zones must be on site under 180 consecutive days and be highway-ready, or meet manufactured-home requirements11.
Can you build accessory buildings and second homes on a Mancos lot?
Accessory dwelling units are permitted by right in Mancos's single-family zone districts and need a special use permit in the multifamily and mixed-use districts6. The owner must live in the main or accessory unit at least six months a year and record an owner-occupancy deed restriction with the Montezuma County Recorder6. Only one ADU is allowed per residential lot, it cannot be sold separately, and the lot must be at least 3,000 square feet6.
Sheds and garages have their own limits. Accessory buildings may not be in a required setback or within 5 feet of another building12, though buildings up to 600 square feet may sit in side and rear setbacks if they are at least 5 feet from the property line and clear of easements12. Accessory structures top out at 20 feet and can never be taller than the main building13.
Building a home in Mancos: the steps, in order
- Look up the zone district for the lot with the town's zoning map and read the Land Use Code for that district1.
- Ask the Building Department for a pre-application meeting at (970) 533-7725 to confirm which approvals the project needs2.
- Check the flood map; a lot in a mapped flood zone needs an elevated floor and a certified elevation11.
- Confirm sewer service with the town, or apply to Montezuma County Environmental Health for a septic permit if the lot needs its own system9.
- Hire licensed electrical and plumbing contractors, who pull the State of Colorado permits2.
What stays with Montezuma County, and what to check before you buy near Mancos?
The county's own rules do not apply inside Mancos. They cover unincorporated land: Montezuma County's Land Use Code applies to all land in the unincorporated areas14, and the county does not enforce residential building codes there15. If the parcel you are looking at lies outside town limits, use the Montezuma County page instead.
Countywide, septic stays with the county health office4. Property tax runs at an effective rate of 0.3% in Montezuma County, with a median bill of $915 a year1617.
Watch-outs
- We could not confirm Mancos's exact building permit thresholds, minimum lot sizes or setbacks by district; call the Town of Mancos Building Department at (970) 533-7725 before you buy or plan a build2.
- An RV is allowed for human habitation in Mancos only in an approved RV park, so living in one on a private lot is not an option the code describes3.
- Septic and sewer arrangements for lots inside town limits are unconfirmed; ask Montezuma County Environmental Health and the town before you close9.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
