The Town of Lake City, in Hinsdale County, Colorado, has its own zoning code, and building permits for projects inside town limits are paid to the town12. Buildings must connect to town sewer unless the town finds that technically unfeasible3. Living in an RV on a lot is generally barred4. For land outside town limits, use the Hinsdale County page.

Does Lake City, Colorado have zoning, and what does it mean for RVs and manufactured homes?
Yes. The Town of Lake City adopts its own zoning as Chapter 23 of the town code, with districts including RE Rural Estate, R Rural, R-1 Medium Density, LM Limited Multi-Family, T-2 Limited Tourist and MHR Mobile Home Residential19.
RVs: Lake City bars using a travel trailer or RV for residency or overnight camping on any public or private land in town4. The exceptions are narrow: designated campgrounds and parks, a visiting friend or family vehicle on a residential parcel for a limited stay, and a special use permit with conditions such as no rentals and no generators4. Tent camping as temporary lodging needs the owner to apply, then planning and zoning board review and board of trustees approval10.
Manufactured homes: in R-1, LM and T-2, factory-built homes are allowed by right if they meet design standards; in RE and R they are a conditional use; MHR covers mobile home parks and qualifying single lots6. Residences in the RE district must be a minimum of 21 feet wide11.
Tiny homes: Colorado treats Division of Housing-approved tiny homes as approved for long-term living, but they must also satisfy local zoning12. We could not confirm how Lake City's districts treat them, so ask the town before you buy.
Do you need a building permit in Lake City, and who issues it?
Yes. Hinsdale County's Building Department states that building cannot commence before permit approval by the Building Official and payment of fees, and that building permits inside Lake City town limits must be paid to the Town of Lake City52. The county page treats the process as covering both the county and the Town of Lake City, with applications submitted to the county building department13.
Lake City adopts the International Building Code and International Residential Code with local amendments, adding a minimum snow load of 70 pounds and a frost depth of 36 inches8. Plumbing and electrical provisions are not adopted by the town; standards and inspections for them are governed by state law8, and the county page says electrical and plumbing permits go through the State of Colorado14.
We could not confirm the town's fee schedule, certificate-of-occupancy rules or owner-builder rules inside town limits. Ask the Building Department before you budget.
How do septic permits work inside Lake City?
Sewer comes first. Lake City requires buildings that need sewage disposal to connect to the town sewer system unless the town determines connection is technically unfeasible3. When a town sewer main is installed within 400 feet of premises served by town water, the owner must connect on the town's request and pay plant investment fees and other fees15.
If the town does find connection unfeasible, an individual sewage disposal system may be approved only if it complies with applicable state, county or town regulations16. We could not confirm which agency issues the permit inside town limits. Hinsdale County takes onsite wastewater (OWTS) applications at its Building Department172, and Colorado places permitting with the local public health agency18. Confirm with the Building Department which one applies to your lot.
Wells inside town limits were not confirmed; a new well in Colorado needs a state well permit from the Division of Water Resources19.
Building a home in Lake City: the steps, in order
- Confirm the district of your lot (RE, R, R-1, LM, T-2 or MHR) with the town, and that your housing type is allowed there96.
- Ask the town whether sewer is available; a town sewer main within 400 feet of premises on town water can trigger a required connection15.
- Submit the project development checklist, building permit application and use tax declaration to the Hinsdale County Building Department132.
- Wait for approval by the Building Official and payment of fees before starting5.
- Get electrical and plumbing permits through the State of Colorado14.
- Schedule inspections at least 1 working day ahead; electrical and plumbing inspections are done by state inspectors20.
- Request the final inspection before a certificate of occupancy21.
What stays with Hinsdale County, and what to check before you buy?
Land outside Lake City town limits falls under Hinsdale County's rules, not the town's; see the Hinsdale County page. The county Building Department also handles septic applications and floodplain applications1722.
Check whether the lot is in a floodplain, since a Floodplain Development Permit is required when it applies22. If the lot fronts a state highway, direct access needs a state access permit23; we could not confirm town driveway rules.
Hinsdale County is remote: the nearest city of 100,000 or more is about 151 miles away24. Hinsdale County's effective property tax rate is 0.3%25, and typical home value is about $487,10526. Only about 0.8% of county soils rate as not limited for a conventional septic drain field, so lots outside sewer will likely need a site evaluation or engineered system27.
Watch-outs
- Lake City's rules apply only inside town limits; land outside them falls under Hinsdale County, so confirm which side of the boundary a parcel sits on28.
- We could not confirm minimum lot sizes, setbacks, height limits or short-term rental rules in Lake City; ask the town before you buy9.
- Lake City's RV rule bars living in a vehicle for residency or overnight camping, so an RV is not a way to live on a lot while you build4.
- Colorado's rules for campgrounds and state parks do not let you live in an RV on your own lot29.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
