Does Basalt, Colorado have zoning, and what does it mean for home size and lots?

Yes. The Town of Basalt adopts its own zoning in Chapter 16 of the Basalt Municipal Code, and the rules apply to land inside town limits1. No dwelling unit may exceed 5,000 total square feet in any zone district, and some districts set tighter floor-area limits1.

The code sections we reviewed name the R-1, R-2 and R-3 Traditional Neighborhood/Hill districts; the full district list was not confirmed5. In R-3, newly subdivided lots need at least 6,000 square feet and 50 feet of width8. Accessory buildings in R-3 are capped at 20 feet, or 24 feet to the highest point of a pitched roof, whichever is lower9. R-3 setbacks for undeveloped lots follow the code's schedule of requirements10. Ask the Planning Department for your parcel's district11.

Do you need a building permit in Basalt, and who issues it?

Inside Basalt, the Town of Basalt Building Department handles building permit applications and the Town publishes permit checklists for new construction, remodels and additions2. The Town lists its current codes as the 2021 ICC and 2023 NEC, with local sustainable building regulations2. We could not confirm from the code text which small projects are exempt, or how owner-builders are treated inside town, so call the Building Department before you start2.

The county's rules do not apply here: the Eagle County Building Division inspects only unincorporated areas4. Basalt also sits partly in Pitkin County, so confirm which side of the line your parcel is on.

How do septic permits work inside Basalt?

Septic rules inside Basalt town limits are not confirmed. Colorado requires an on-site wastewater permit from the local public health agency for any building not served by a sewage treatment works, and requires a final inspection before occupancy12. Eagle County Environmental Health requires a permit for all new installations, alterations or repairs of an OWTS in Eagle County3, and systems must be designed by a Colorado Registered Professional Engineer13.

Whether your lot is on town sewer or needs a septic system, and which county's health office would permit it, we could not confirm. Ask Basalt Town Hall first2, then Eagle County Environmental Health14.

Can you live in an RV or tiny home in Basalt?

Basalt's general RV rule was not confirmed; the town code we reviewed addresses travel trailers only inside mobile home parks. Camping on Town property needs prior Town authorization, other camping needs the owner's permission, and a violation is a misdemeanor15.

Mobile home parks inside Basalt must cover at least 5 acres and stay at or under 7 units per acre16. Statewide, Colorado approves Division of Housing tiny homes for long-term living, but they must satisfy local zoning7. Basalt's own tiny-home rule is unconfirmed, so ask the Planning Department11.

Building a home in Basalt: the steps, in order

  1. Ask the Planning Department which zone district your parcel is in and what size, height and setback limits apply11.
  2. Check flood status: new residential construction in a special flood hazard area must have its lowest floor at least 1 foot above base flood elevation17.
  3. Settle sewer or septic with Town Hall and, for septic, Eagle County Environmental Health14.
  4. If the driveway meets a state highway, a state access permit is required18.
  5. Submit the permit application to the Town Building Department2.

Watch-outs

  • Septic, building permit exemptions, owner-builder rules, RV living and wells inside Basalt are unconfirmed, so call Basalt Town Hall at 970-927-4701 before relying on county rules2.
  • Basalt straddles Eagle and Pitkin counties, so the county that handles septic for your parcel depends on which side it lies3.
