Tehama County, California

Building permits, zoning and land rules in Red Bluff, California

Red Bluff, California requires city approval for construction, and the City of Red Bluff Community Development Department processes building permits and enforces the city's own zoning.123 Tehama County's septic ordinance covers only the unincorporated area, so inside the city, a sewer line within 250 feet means mandatory city sewer connection.45 Living in an RV outside a licensed RV park is sharply limited.6

Do you need a building permit in Red Bluff, California?

Yes. Red Bluff's code treats construction or physical development as work requiring a permit or written approval from the Community Development Director or designee.1 The city adopted the 2025 California Building Standards Code with local amendments, deletions and additions, and the Community Development Director or designee enforces those standards for covered buildings and uses.11

Vacant land and buildings in the city may not be occupied or used after being newly erected or structurally altered until the city has issued the required certificate of occupancy.12

The complete list of work that is exempt from a Red Bluff building permit could not be confirmed, so ask the Building Division before assuming a repair, accessory structure or agricultural project is exempt. The city sets permit, plan-check, code-enforcement, inspection and certificate fees through its schedule of fees, and no inspection, plan review or certificate is performed or issued until the required fees are paid.13 Call the Building Division at (530) 527-2605 ext 3058 or visit 555 Washington Street before beginning work.2

Who issues building permits in Red Bluff, and how do you apply?

The City of Red Bluff Community Development Department processes building permits at 555 Washington Street, Red Bluff, CA 96080.2 Start with the Planning Division so staff can confirm that the project is an allowed use in the parcel's zoning district and identify any additional land-use approval.2

Submit the building-permit application, required plan sets and fees to the Building Division. City staff assigns a permit number and routes plans to departments that may include planning, fire, police and public works; outside-agency comments may also require plan revisions.2 The Building Division can issue the permit after reviewing departments approve their portions and all comments are addressed.2 Inspections may occur at grading, foundation, framing, finish and landscaping stages, and the building final or certificate of occupancy follows approval of all required inspections.2 Red Bluff's online portal also supports permit applications, fee payments, permit searches and inspection scheduling.2

Does Red Bluff have zoning, and what are the lot standards?

Red Bluff has city zoning with residential, commercial, industrial, public and combining districts, along with use-permit, occupancy and recreational-vehicle provisions.3 Residential districts include RE, R-1, R-2, R-3, R-4 and HR, and allowed uses and dimensional rules depend on the district.14

In the RE rural residential estates district, a normal lot must contain at least 10,000 square feet and a corner lot at least 12,000 square feet.15 RE setbacks are at least 25 feet in front, 10 feet at the side, 15 feet at a street side and 20 feet at the rear.16 In the R-1 single-family district, a normal lot must contain at least 6,000 square feet and a corner lot at least 7,000 square feet.17 R-1 setbacks and access rules are more detailed, so have Planning apply the complete table and footnotes to a survey before siting a house.18

How do sewer and septic rules work inside Red Bluff?

A Red Bluff property must connect to the city sewer system when an available city sewer line is within 250 feet of the place where sewage originates, and the owner must pay the connection charges in advance.5 Under that condition, a septic tank or another sewage-disposal method is prohibited.19

For a parcel beyond that sewer-distance condition, the current onsite-sewage permit and inspection path could not be confirmed. Red Bluff's code authorizes the City Council to adopt onsite-sewage regulations by resolution, but the operative resolution and permit form were not identified.8 Tehama County's septic-permit requirement is written for the unincorporated area of the county, so it does not by itself settle the answer inside city limits.4 Ask City Community Development first whether an onsite system is possible and which approvals apply, then contact Tehama County Environmental Health at (530) 527-8020 about its role in the proposed installation.220 Across Tehama County, only 1.9% of mapped soils avoid severe limitations for a conventional septic drain field, so make wastewater feasibility a purchase contingency.21

Can you live in an RV or tiny home in Red Bluff?

Red Bluff prohibits using or maintaining an RV as a dwelling outside a state-licensed recreational vehicle park, and the same rule prohibits utility connections for that residential use, except through the city's temporary-occupation provision.6 A temporary RV dwelling permit may be approved by the Community Development Director or designee for no more than 7 days in a calendar year; the RV cannot be on a street or public property, the owner must sign the application and a nonrefundable fee is due when submitted.7

A separate Red Bluff tiny-home occupancy rule could not be confirmed. California requires a tiny home to qualify and be approved as a recognized structure type, such as a code-built home, manufactured home, factory-built home, RV or park trailer, and its location must be approved for that classification.22 Red Bluff permits accessory and junior accessory dwelling units in its listed residential zones subject to the city's ADU requirements.9

Building a home in Red Bluff: the steps, in order

  1. Confirm the parcel lies inside Red Bluff and ask Planning for its zoning district, allowed residential use, setbacks, lot coverage, height and any additional land-use approval.323
  2. Resolve wastewater before fixing the house location: connect to city sewer when an available line is within 250 feet, or obtain a written answer on the onsite-system path.58
  3. Submit the building-permit application, plan sets and required fees to the City of Red Bluff Building Division.2
  4. Address comments from Planning, Fire, Public Works and any other reviewing departments or outside agencies.2
  5. Obtain the building permit before construction and schedule each required inspection as work progresses.12
  6. Complete the work and obtain approval from every reviewing department before the Building Division issues a building final or certificate of occupancy.2

What should you check before buying land in Red Bluff and Tehama County?

Confirm city-limit status first: Red Bluff applies its own zoning and building standards inside the city, while Tehama County's zoning and building authority is expressly for unincorporated land.324 Give city Planning the address or assessor's parcel number and get the district, allowed use, setbacks, coverage and height in writing before closing.2

Resolve sewer availability and onsite-wastewater feasibility early because the city requires connection when an available sewer line is within 250 feet, while Tehama County's mapped soils are overwhelmingly rated severely limited for conventional drain fields.521 Confirm floodplain requirements with the city because a complete Red Bluff flood-development rule could not be confirmed. Tehama County's effective property-tax rate is about 0.6%, and its median annual property-tax bill is about $1,996.2526 Those figures describe the county, not a parcel-specific tax estimate.

Watch-outs

  • Do not apply Tehama County's unincorporated-area zoning or building process to land inside Red Bluff; the city administers its own rules.324
  • Living in an RV outside a licensed RV park is unlawful except through Red Bluff's narrow temporary-occupation process.6
  • A city sewer line available within 250 feet triggers mandatory connection and bars a septic tank or another sewage-disposal method.5
  • The current onsite-sewage permit process for Red Bluff parcels beyond the sewer threshold could not be confirmed; ask City Community Development and Tehama County Environmental Health before relying on septic.8220
