Does Yreka, California have zoning, and what does it mean for RVs, tiny homes and lot size?
Yes. The City of Yreka has its own zoning under Title 16 of the city code, with R-1, R-2, R-3, R-A and other districts1. The city's Planning Division handles it10.
Lot size depends on the district. The R-2 medium-density district has a minimum parcel size of 8,000 square feet11. The R-3 high-density district has a minimum of 14,000 square feet12. The R-A residential agriculture district allows one dwelling per gross acre, a minimum of 43,560 square feet8. R-A also caps coverage by residential buildings at 20 percent13.
In R-2, a house needs side setbacks of 10 feet on one side and 5 feet on the other, and a dwelling needs a 20-foot rear setback14. Dwellings in R-2 and R-3 are limited to 35 feet in height1516.
Manufactured homes are allowed in the city's residential zones on a permanent foundation, with at least a 16-inch eave overhang, and homes more than 10 years between manufacture and permit application are prohibited6. We found no tiny-home provision in the city code we reviewed; ask the Planning Division before buying a lot for one.
Do you need a building permit in Yreka, and who issues it?
Yes. Inside Yreka city limits, homes and other permitted uses in the residential districts are allowed subject to issuance of a building permit2. The City of Yreka Building Department issues building permits, examines plans and inspects construction3. Yreka city limits are not covered by the Siskiyou County Building Division, which serves unincorporated land17.
The city's code adopts the California codes by reference18. California's statewide Title 24 building standards apply on top of that19. Larger projects under an approved site plan must satisfy the Planning Director's or Planning Commission's conditions before a certificate of occupancy is issued20.
A temporary occupancy permit is required to occupy a building or part of one before it is completed3. For building permit questions, call the Building Department at (530) 841-2325 or email [email protected]3.
How do septic permits work in Yreka?
Siskiyou County, not the City of Yreka, is the septic authority we could confirm. The Siskiyou County Environmental Health Division reviews, permits and inspects individual sewage disposal systems4. County ordinance requires a permit from that division before installing, repairing or altering an individual sewage disposal system21. A final inspection is required before the premises can be occupied22.
We could not confirm whether the city or the county issues septic permits for a lot inside Yreka city limits, and many city lots connect to public sewer instead. Before you buy, ask the Environmental Health Division at 530-842-820023 whether the lot needs a septic permit or a sewer connection.
Wells are also county business: Environmental Health permits and inspects domestic wells in Siskiyou County24.
Can you live in an RV or tiny home on your lot in Yreka?
Only temporarily. Yreka's code allows temporary residential use of a mobile home or similar portable structure in a residential zone while a permanent dwelling is under construction, and only with a temporary use permit5. The permit is issued only after a sewage disposal permit and a building permit have been issued5. The structure must be removed after one year if the building permit is not renewed5. Travel trailers are also allowed for security personnel at active construction sites5.
That is not a general right to live in an RV on a vacant city lot. We found no tiny-home provision in the city code we reviewed, so call the Planning Division at (530) 841-2325 to find out how your structure would be classified10.
Accessory dwelling units are a more settled path. Yreka allows ADUs and junior ADUs, with ADUs up to 1,200 square feet and junior ADUs up to 500 square feet, and short-term rental of these units is not allowed7.
Building a home in Yreka: the steps, in order
- Confirm the zoning district of the lot and its minimum parcel size with the Planning Division110.
- Check whether the lot is in a mapped flood hazard area; development there needs a Siskiyou County Floodplain Development Permit9.
- Ask Siskiyou County Environmental Health whether the lot needs a septic permit, a well permit or a sewer connection23.
- Apply for a building permit with the City of Yreka Building Department23.
- If you need to live on site during construction, apply for a temporary use permit once the sewage disposal and building permits are issued5.
- Schedule inspections through the Building Department, and get a temporary occupancy permit before moving into an unfinished building3.
What stays with Siskiyou County, and what to check before you buy in Yreka?
The City of Yreka decides zoning and building permits inside its limits, but several things stay with the county or state. Septic and well permits come from Siskiyou County Environmental Health424. Floodplain development permits come from the county floodplain administrator9. A driveway onto a state highway needs a Caltrans encroachment permit25.
For land outside city limits, the rules are different; see the Siskiyou County page for unincorporated Siskiyou County.
County-level numbers: Siskiyou County's effective property tax rate is 0.7%26, and the median property tax bill is about $1,880 per year27. The county averages 37.7 inches of precipitation a year28, and 63.6% of county land is federally owned29.
Watch-outs
- Do not call the Siskiyou County Planning or Building counters for a lot inside Yreka city limits: the city's own Building Department and Planning Division handle building permits and zoning there310.
- Yreka's adopted-code text lists the 2010 California codes, while state-adopted later editions may apply by state law; confirm the edition in force with the Building Department18.
- Short-term rental of the main dwelling is addressed in a separate Title 16 definition we did not confirm; ask the Planning Division before buying for vacation-rental income30.
- We could not confirm who issues septic permits for lots inside city limits, or the city's permit fees and inspection details; call Environmental Health at 530-842-8200 and the Building Department at (530) 841-2325233.
