Santa Barbara County, California

Zoning, building permits and septic rules in Carpinteria, California

Carpinteria, California (Santa Barbara County) zones land through the City's Planning Division and requires building permits for most structures inside city limits, issued through the City's Building and Safety Division.12 Septic permits are a separate track: a new or replacement system needs a permit from the local jurisdiction or the Central Coast Water Board, and in tentative-map subdivisions individual septic systems are prohibited in favor of the Carpinteria Sanitary District.34

Does Carpinteria have zoning, and what does it mean for RVs and tiny homes?

Yes. Carpinteria's Community Development Department provides zoning and planning information, architectural review and permit processing through its Planning Division, and those rules apply to land inside Carpinteria city limits.110

Unincorporated Santa Barbara County has its own zoning, but that county code does not govern parcels inside the city.11

For RVs, California law says RVs are not intended as permanent dwellings and, unless a local ordinance allows otherwise, generally may be occupied only in mobilehome parks or special occupancy parks.7 We could not confirm a Carpinteria rule on living in an RV on a private lot, so ask the Planning Division before you plan on it.1

A tiny home must be approved as a recognized type, such as a manufactured home, a California Residential Code home, an RV or a park trailer; a unit that fits none of them is a noncomplying structure whose occupancy is illegal.8 We found no Carpinteria-specific tiny-home occupancy rule, so confirm with the Planning Division.

Do you need a building permit in Carpinteria, and who issues it?

Yes for most work. The City of Carpinteria says building permits are required for most structures and alterations of buildings, plumbing, electrical or mechanical systems inside city limits.212 The Building and Safety Division reviews and issues them; call (805) 684-5405 or visit City Hall at 5775 Carpinteria Avenue.12

Projects that need planning approval go through the Planning Division first. Only after all planning approvals can you submit a building permit application, working drawings and supporting documents such as soils reports and structural or energy calculations for plan check.13

In the R-1 zone, a residential driveway also needs a permit from the building official and must meet Building Division standards.6 Fees are listed in the City's Master Fee Schedule.14

If you are building on a lot in a special flood-hazard area, a licensed engineer, architect or surveyor must certify the lowest-floor elevation after completion, and the building inspector verifies it.15

How do septic permits work inside Carpinteria?

Septic permits are not issued by the building counter alone, and the rules depend on where your lot sits. California requires a permit for every new or replacement septic system, obtained either through the local jurisdiction (city or county) or from the Central Coast Water Board.3

In Santa Barbara County, Environmental Health Services runs the approved local program and issues septic permits for the county's jurisdiction.16 Incorporated cities may have separate arrangements.17 We could not confirm which agency issues an individual septic permit for a lot inside Carpinteria, so ask City Building and Safety and County Environmental Health before you buy.

One rule is clear: in any Carpinteria subdivision that requires a tentative map, individual septic systems, cesspools and drywells are prohibited, and sewage disposal must be through the Carpinteria Sanitary District.5 Private wells inside the city are also unconfirmed; the county's well-permit office covers unincorporated areas only.18

Can you build or live off-grid in Carpinteria?

Realistically, no for sewage. Because tentative-map subdivisions must use the Carpinteria Sanitary District rather than individual systems, an off-grid septic plan only has a chance on an older lot outside such a subdivision, and even there the permitting agency needs to be confirmed.45

County soil data also point away from conventional drain fields: only about 3% of Santa Barbara County soils have no severe limits for a conventional septic system, so an engineered system is likely wherever sewer is not available.19

Mobile-home and modular-home subdivisions inside the city must meet both the state Subdivision Map Act and the City subdivision ordinance.20

Building a home in Carpinteria: the steps, in order

  1. Call the Planning Division at (805) 684-5405 to confirm the zoning district and any planning approvals or architectural review.101
  2. Confirm sewer or septic with the Carpinteria Sanitary District, City Building and Safety, and County Environmental Health.416
  3. After every planning approval, submit the building permit application, working drawings and support documents for plan check.13
  4. Pay fees from the Master Fee Schedule.14
  5. Pull a driveway permit if the lot is in the R-1 zone.6
  6. Pass inspections; in flood-hazard areas the elevation certificate is verified at completion.15

What stays with Santa Barbara County, and what to check before you buy

Inside Carpinteria, the City decides zoning and issues building permits; septic and well permits are the county-or-state questions to confirm separately.1217

The county's figures describe the whole county, not the city. Santa Barbara County's typical home value is about $997,569, and a typical home insurance premium is about $2,030 a year.2122

We could not confirm whether Carpinteria requires a certificate of occupancy, offers an owner-builder exemption, or sets a district height limit. Ask the Building and Safety Division. California does exempt an owner-builder from contractor licensure under limits, but that does not by itself mean a building permit is unnecessary.9

Watch-outs

  • Do not use unincorporated Santa Barbara County planning or building counters for a lot inside Carpinteria city limits; the City's Planning and Building and Safety divisions handle zoning and building permits there.12
  • We could not confirm which agency issues an individual septic permit inside Carpinteria; ask both the City and County Environmental Health.17
  • Tentative-map subdivisions in Carpinteria prohibit individual septic systems and require service from the Carpinteria Sanitary District.5
