Zoning, building permits and septic rules in Santee, California

Santee, California, in San Diego County, administers its own zoning under Title 13 of the Santee Municipal Code1. Building work inside Santee city limits needs a city building permit unless it is on the code's exempt list2. We could not confirm who issues septic permits inside the city, so ask the Santee Planning & Building Department and the San Diego County septic office before you plan a septic system.

Does Santee, California have zoning?

Yes. Santee administers its own zoning ordinance, Title 13 of the Santee Municipal Code, and lots inside city limits follow it rather than county zoning1. The residential districts are HL, R-1, R-1A, R-2, R-7, R-14, R-22 and R-309.

Lot size depends on the district. In R-1, the zoning table lists a minimum net lot area of 15,000 sq ft, averaging 20,000 sq ft4. In the rural HL district the minimum is 30,000 sq ft, averaging 40,000 sq ft5. Maximum lot coverage is 30% in R-110 and 25% in HL11. Both districts cap buildings at 35 feet and two stories1213. Confirm the column readings with the Planning & Building Department before relying on them14.

Accessory dwelling units and junior ADUs are allowed on residential lots subject to section 13.10.045, and a manufactured home may serve as an ADU only when the city approves it that way615.

Do you need a building permit in Santee, and who issues it?

Yes, with exceptions. Construction inside Santee city limits needs a city building permit unless the work is on the code's exempt list2. Exemptions include painting, floor covering, cabinet work and outside paving, and also fences up to 8 feet where zoning permits2.

Santee adopted the 2025 California Building Code by reference, with local amendments3. Permit and plan review fee schedules are set by city council resolution rather than in the code, so ask for the current schedule16. An appeal of a building official's decision goes to the city clerk in writing within 10 days of the written decision, and the city council hears it17.

The City of Santee Planning & Building Department handles these permits, not the San Diego County building division, which serves unincorporated land14.

How do septic permits work inside Santee?

We could not confirm who issues septic permits for a lot inside Santee city limits, or whether the city requires a connection to public sewer. San Diego County's Department of Environmental Health and Quality runs the county's onsite wastewater program, including design review and installation inspections7. The county's septic rules cover unincorporated land and any city that has delegated authority to the county18. Whether Santee has done so is not something we could verify.

Before you count on a septic system, ask the Planning & Building Department and the county septic office which of them handles your address. Also ask whether public sewer is available there. Wells are a separate county permit: San Diego County requires a permit to install or modify a well19, though we could not confirm how that applies inside Santee.

Can you live in an RV or tiny home in Santee?

We could not confirm Santee's rules for living in an RV, trailer or tiny home on private land, or for temporary camping, because the city's temporary-use provisions were not reviewed. The one related rule we confirmed is narrow: a manufactured home may be occupied as an accessory dwelling unit when the city approves it under section 13.10.04515.

Ask the Santee Planning & Building Department in writing whether your intended use is allowed on your parcel's zoning district before you buy or park anything14.

Building a home in Santee: the steps, in order

  1. Look up the parcel's zoning district (HL, R-1 or another) and check lot size, coverage and height against Title 139.
  2. Ask the Planning & Building Department whether the lot is a legal parcel; land divisions fall under Title 12 of the municipal code2014.
  3. Settle sewer or septic with the city and the county septic office before design7.
  4. Apply for the city building permit; the 2025 California Building Code applies3.
  5. If you build it yourself, California's owner-builder pathway needs an Owner-Builder Declaration when the permit is issued8.
  6. Request inspections through the city; the inspection stages and certificate-of-occupancy steps are unconfirmed, so ask the department.

What stays with San Diego County, and what to check before you buy

The rules for land outside city limits are different. For unincorporated San Diego County, see the San Diego County page, because the county's building and zoning rules do not apply inside Santee14.

County-level context: the typical home value is about $940,98621 and the effective property tax rate is 0.7%22. Typical home insurance runs about $1,883 a year23. Those are county figures, not Santee's. Also ask about floodplain rules and driveway access, which we could not confirm for Santee.

Watch-outs

  • Santee's inspection steps, certificate-of-occupancy rule and owner-builder handling were not confirmed, so ask the Planning & Building Department before you start work14.
  • Septic authority inside Santee city limits is unconfirmed; do not assume the county or the city handles it until one of them tells you7.
  • The lot-size and coverage figures come from a table whose column order should be confirmed against the printed ordinance4.

Unanswered questions are usually a sign that Santee publishes no rule on the point, not that none exists. San Diego County’s page lists the county offices to call.
