Zoning, building permits and septic rules in Imperial Beach, California

The City of Imperial Beach, California adopts its own zoning code (Title 19)1, and its Building Division issues building permits inside city limits2. Premises within 200 feet of a public sewer must connect to it instead of installing a septic tank3. Living in an RV is unlawful on most city property4. San Diego County's rules cover only unincorporated land5.

Does Imperial Beach, California have zoning?

Yes. The City of Imperial Beach administers its own zoning code, Imperial Beach Municipal Code Title 19, which sets allowed uses, setbacks, height and parking inside city limits1. Zones are adopted by ordinance and shown on the city's land use map11. The Planning Division can verify the zoning of a specific parcel12.

Rules differ by district. In the R-1-6000 single-family zone, new lots need at least 6000 square feet, the front yard is 20 feet, side yards are 5 feet, and buildings top out at the lesser of two stories or 26 feet91314. In the R-1-3800 zone, new lots need at least 3800 square feet and the front yard is 15 feet1516. Small-lot provisions in chapter 19.42 may change these minimums9. Lot coverage limits and minimum home size we could not confirm; ask the Planning Division.

Do you need a building permit in Imperial Beach, and who issues it?

Building permits inside Imperial Beach come from the city's own Building Division, which reviews plans, issues building, plumbing, mechanical and electrical permits, and performs the inspections2. San Diego County's Building Services Division serves only unincorporated land, so its counter is the wrong office for an Imperial Beach address17.

The city has adopted the 2025 California Residential Code for one- and two-family homes, with an exception in chapter 15.06.020 that we did not review6. We could not confirm the city's list of work exempt from a permit, its fee schedule or its owner-builder rules, so ask the Building Division before assuming any project is exempt. California's statewide owner-builder licensing exemption does apply here, but it only covers contractor licensing, not the permit18.

Applications go through the city's Citizen Self-Service portal, and an account is required first2.

How do septic permits work inside Imperial Beach?

Septic is the narrowest part of the answer. No one whose premises have a public sewer within 200 feet may install a septic tank or use any other means of disposal except a connection to the city sewer, and the owner pays for the building sewer and lateral37. Most city lots are close enough to sewer lines that this rule decides the question.

For a parcel with no public sewer nearby7, we could not confirm who permits an onsite system or what the city requires. Ask the Building Division first, then the San Diego County Department of Environmental Health and Quality's Onsite Wastewater Systems program, which does septic design review and installation inspections for the county19. In unincorporated San Diego County the county permits septic systems, and its authority can extend into cities that formally delegate it20.

Can you live in an RV or tiny home in Imperial Beach?

RVs: mostly no. Using a trailer, camper or motorhome for living or sleeping anywhere in the city is unlawful, with exceptions for a licensed mobile home park, for up to 30 days of temporary use by relatives, guests or visitors of someone who lives in a property with a dwelling, and for owners or tenants during remodeling or reconstruction421. A camper counts as lived in if water, electricity or sewer is connected, other than a connection of 24 hours or less for cleaning or maintenance4. So an RV on a vacant lot while you build is not a safe plan.

Manufactured homes are different: the city allows them in its R-1-6000, R-1-3800, R-3000-D, R-3000, R-2000 and R-1500 zones if the home is no more than 10 years old, federally certified, on a permanent foundation and has a roof overhang of at least 12 inches8.

We could not confirm any Imperial Beach rule on tiny homes; ask the Planning Division before buying one.

Building a home in Imperial Beach: the steps, in order

  1. Confirm the parcel's zoning district and its setbacks, height and lot-size rules with the Planning Division12.
  2. Check whether a public sewer is within 200 feet, because that decides whether a septic system is even an option3.
  3. Create a Citizen Self-Service account and apply for building permits with the Building Division2.
  4. Design to the 2025 California Residential Code the city has adopted6.
  5. Request inspections through the inspection hotline or the portal; inspections run Monday through Thursday from 9 am to 2:00 pm2.
  6. Ask the Building Division what it requires for final approval; we could not confirm how the city handles certificates of occupancy.

What stays with San Diego County, and what to check before you buy in Imperial Beach

Land outside city limits follows different rules. The county's zoning ordinance applies only to areas that are not part of a city5, so see the San Diego County page for unincorporated parcels. Water wells are regulated by the county's Department of Environmental Health and Quality throughout San Diego County10; we could not confirm a separate city well rule.

Before you buy, also check flood zone status and any short-term rental limits with the city, since we could not confirm either. County-wide, the effective property tax rate is 0.7%22 and the typical home value is $940,98623.

Watch-outs

  • San Diego County's building, zoning and RV rules apply to unincorporated land only; inside Imperial Beach, the city's Building Division and Planning Division are the offices to call212.
  • Septic where no sewer is nearby, permit exemptions, fees, accessory dwelling units and tiny homes are not confirmed for Imperial Beach, so ask the Building Division and Planning Division before relying on them212.
  • Living in a camper with utilities connected counts as using it for living or sleeping, which the city treats as unlawful outside a licensed mobile home park4.
