San Diego County, California

Zoning, building permits and septic rules in El Cajon, California

The City of El Cajon, California adopts and administers its own zoning under Title 17 of its municipal code1, and building permits inside city limits come from the city's Building and Fire Safety Division2. Septic rules matter little here: buildings on property that abuts a public sewer must connect to it3. For land outside the city, San Diego County's rules apply instead.

Does El Cajon have zoning, and what does it mean for lot size and setbacks?

Yes. El Cajon adopts and administers its own zoning under Title 17 and sets residential rules in chapter 17.1401. Inside single-family RS zones, only one primary dwelling is authorized per legally established lot1. The residential districts are RS-40, RS-20, RS-14, RS-9 and RS-6 for single-family lots, plus RM multifamily, O-S and PRD8.

Dimensions depend on the district. In RS-6, the main single-family district, the minimum lot is 6,000 sq ft, with a 20 ft front setback, 15 ft rear setback, 40% maximum lot coverage and 35 ft maximum height491011. In RS-40, the largest-lot district, the minimum is 40,000 sq ft, with a 30 ft front setback, 25 ft rear setback and 30% maximum lot coverage51213. Table footnotes can change these figures, so confirm a specific parcel with the city's planning staff before you buy. We did not review commercial, multifamily or PRD zones.

Do you need a building permit in El Cajon, and who issues it?

Inside El Cajon city limits, building permits and inspections run through the City of El Cajon Building and Fire Safety Division at 200 Civic Center Way, (619) 441-17262. Inspections are scheduled through the city's online Project Assistance Center (PACO), which requires an account2. San Diego County's Building Services Division serves only unincorporated areas, so the county counter is the wrong office for a parcel inside the city14.

We could not confirm the city's list of permit-exempt work or its fee schedule; call the Building and Fire Safety Division before you start. California's owner-builder exemption lets an owner who builds on their own property skip the contractor license in some cases, but the owner must still sign the permit application715.

How do septic permits work in El Cajon?

Most El Cajon property is expected to use the public sewer. Under city code, a new or rebuilt building must connect to a public sewer if its property abuts one, and septic tanks and cesspools are not permitted on premises adjacent to a public sewer3. Only where no public sewer is available can a building use an approved private subsurface sewage disposal system16.

We could not confirm which agency approves a septic system inside El Cajon. San Diego County's septic program applies in unincorporated areas and in cities that have delegated authority to it17, and we did not find that delegation for El Cajon. Ask the Building and Fire Safety Division first, then the county's Onsite Wastewater Systems team18.

Can you live in an RV or tiny home in El Cajon?

We could not confirm an El Cajon ordinance on living in an RV or tiny home on a private lot, so ask the city's planning staff before parking or placing one. California's baseline: RVs are not intended as permanent dwellings, and unless a local ordinance allows otherwise they generally may be occupied only in mobilehome parks or special occupancy parks6. A tiny home can be occupied only if it qualifies as a recognized type of structure, such as a code-compliant home, manufactured home or RV, in an approved location19.

An accessory dwelling unit on a single-family lot is a more reliable route: state law requires ministerial approval of ADU applications, with local building and health requirements still applying20.

Building a home in El Cajon: the steps, in order

  1. Confirm the parcel's zoning district with the city, since lot size, setbacks and coverage differ by district8.
  2. Check whether the lot abuts a public sewer; if it does, plan to connect3.
  3. Apply for a building permit with the City of El Cajon Building and Fire Safety Division, (619) 441-17262.
  4. If you act as owner-builder, expect to sign the permit application and meet the state exemption's conditions15.
  5. Schedule inspections through the city's PACO portal2.

What stays with San Diego County, and what to check before you buy

El Cajon's rules apply only inside city limits. For land outside the city, use the San Diego County page, where the county's own building and zoning rules for unincorporated areas are set out21. Wells are regulated countywide by San Diego County22.

Cost context at the county level: San Diego County's effective property tax rate is about 0.7%23, with a typical home value near $940,98624. Floodplain and driveway questions were not confirmed for El Cajon; ask the city before you buy.

Watch-outs

  • Do not call San Diego County's building counter for a parcel inside El Cajon: the county's building permits cover unincorporated areas14.
  • We could not confirm who approves septic systems inside El Cajon or whether the county program applies there; ask the city's Building and Fire Safety Division and the county's Onsite Wastewater Systems team18.
  • Lot-size and setback figures in the city's residential zoning tables carry footnotes that can change them, so confirm any specific lot with the city8.
