Zoning, building permits and septic rules in Isleton, California

Isleton, California (Sacramento County) adopts its own zoning code and building codes, and its city Building Division handles building permits123. Septic systems are prohibited inside city limits because the city runs the public sewer4. Private wells and owner-builder rules inside the city are unconfirmed; ask the city office.

Does Isleton, California have zoning, and what does it mean for lots and setbacks?

Yes. Isleton has its own zoning code, which is Appendix A of the city code and includes R one-family and RCO districts among others1. Zoning here is the city's, not Sacramento County's; the county's zoning ordinance covers only unincorporated land10.

In the R-1-6 one-family district the minimum site area is 6,000 square feet, and in R-1-5 it is 5,000 square feet11. R districts require a 20-foot front yard, a 10-foot rear yard and a 5-foot side yard, with the rear and side yards growing for each added story12. Structures may cover at most 45 percent of the site13, and buildings may be up to 35 feet tall14.

In the RCO (Resource Conservation and Open Space) district, a permitted use needs half an acre15. Yard and coverage limits there are not set in the district standards, though conditional use or site plan review can add limits1617. The RCO height cap is 35 feet18.

Do you need a building permit in Isleton, and who issues it?

Building inside Isleton city limits runs through the City of Isleton, not Sacramento County. The city adopted the California Building Standards Code (Title 24) by Ordinance 2020-012, and the City of Isleton Building Division is the office to call for permits and inspections3. The city's inspections are done on Wednesdays only3.

Sacramento County's Building Permits & Inspection Division serves unincorporated land, so sending a city lot there is the wrong counter19. We could not confirm from the city code whether any small projects are exempt from a city building permit or how owner-builders are treated inside Isleton; ask the Building Division before you start.

How do septic permits work inside Isleton?

They do not: private sewer systems and septic tanks are prohibited inside Isleton city limits20. The city owns and operates the public sewer, so there is no county septic program to apply to for a city lot4.

A new home must connect to the city sewer. Connection needs a permit from the sewer superintendent after plan approval, and the connection goes to the nearest sewer with capacity5. The single-family connection fee is $998.00 plus a $75.00 inspection fee5. We did not find a public-water rule in the city code sections we reviewed, so ask the city about water service5.

Outside city limits the answer changes: Sacramento County's Environmental Management Department runs septic permits for unincorporated land21.

Can you live in an RV or tiny home on your land in Isleton?

Not for long. Camping on your own private property in Isleton is limited to 72 hours, and it is unlawful on other private land without the owner's written consent6. That rule is about camping, not permanent living; a lasting home needs a building permit and the city sewer connection described above25.

Manufactured homes can be occupied in a licensed mobile home park, or as a single-family dwelling on a permanent foundation in an R or RM district7. Mobile home parks need at least 5 acres7. Inside a flood zone, a manufactured home must be elevated to base flood elevation and anchored7. We could not confirm any tiny-home or second-unit rule in the city code sections reviewed; ask the Planning Division.

Building a home in Isleton: the steps, in order

  1. Confirm the zoning district and its lot size, setbacks and height with the city's planning department at 101 2nd Street13.
  2. Check whether the lot is in a flood hazard area; development there needs a floodplain development permit with inspections8.
  3. Apply for a building permit with the City of Isleton Building Division under the adopted state building code23.
  4. Arrange the sewer connection permit with the city superintendent5.
  5. Request inspections by phone; inspections are done Wednesdays only3.

What stays with Sacramento County, and what to check before you buy in Isleton

The county's rules apply to unincorporated Sacramento County, not city lots. A well, if you plan one, is a different story: any well built in Sacramento County needs a permit from the county's Environmental Management Department unless the county code specifically exempts it922. We could not confirm how that applies to a private well on a city lot, so ask the Well Program and the city.

For land outside Isleton, see the Sacramento County page. Before buying, confirm the zoning district, flood zone and sewer availability with the city. Sacramento County's effective property tax rate is 0.8%23, and the typical home value is $532,70324.

Watch-outs

  • Septic is not an option inside Isleton city limits, so budget for the sewer connection fee of $998.00 plus a $75.00 inspection fee5.
  • The city's building inspections are done on Wednesdays only, so plan the schedule around that3.
  • Lots in flood hazard areas need a floodplain development permit and lowest-floor elevation certification8.
  • We could not confirm Isleton's rules on owner-builders, private wells, accessory dwelling units, tiny homes, short-term rentals or driveways; ask the City of Isleton Building Division3.
