Zoning, building permits and septic rules in Jurupa Valley, California

Jurupa Valley, California (Riverside County) adopts and administers its own planning and zoning regulations inside city limits, and the city's building department handles building permits.12 A building permit is required for most home and building modifications.2 Septic is a separate question: Riverside County Environmental Health publishes septic rules for unincorporated land, but we could not confirm that it administers septic permits inside the city, so call it before you buy.3

Does Jurupa Valley have zoning, and what does it mean for lot size and building size?

Yes. The Jurupa Valley Municipal Code establishes the city's planning and zoning regulations, and the city adopts and administers them for land inside city limits.1 Planning department staff evaluate project plans against city land use, zoning and development standards.8

The rules differ by zone. In the A-P Light Agriculture with Poultry zone, the minimum lot area is 5 acres.9 In the R-3 General Residential zone, the minimum lot area is 7,200 square feet, with a minimum average width of 60 feet and depth of 100 feet unless a particular area requires different minimums.10 R-3 buildings may not exceed 50 feet, or up to 75 feet where specifically permitted.11

Citywide, no dwelling may be built with less than 750 square feet of floor living area, and an official zoning plan can require more.6

Do you need a building permit in Jurupa Valley, and who issues it?

Yes for most work. The City of Jurupa Valley says a building permit is required for most home and building modifications, including some property maintenance activities; the source says most, not all, so exceptions may apply.2 The city Building Department answers permit questions at 951-332-6464.12

All construction that requires a permit must be inspected before it is covered or concealed.4 No building or structure may be used or occupied, or change occupancy class, until the building official issues a certificate of occupancy, which follows final inspection of the work.5

These are city rules. Riverside County's building permits and zoning ordinances apply to unincorporated land, not to a lot inside Jurupa Valley.13 We could not confirm the city's fee schedule, driveway rules or owner-builder rules, so ask the Building Department.

How do septic permits work in Jurupa Valley?

Septic permitting is the part to confirm before you buy. Riverside County Environmental Health requires an OWTS Construction Application for the installation, repair or modification of septic systems in unincorporated Riverside County.14 Whether the county handles the same permits for a lot inside Jurupa Valley is not stated on the pages we reviewed, so call the Environmental Health Land Use office at (951) 955-8980 and the city Building Department.15

In California every new or replacement septic system needs a permit, through the local jurisdiction or the regional water board.16 Only about 13% of Riverside County soils lack severe limits for a conventional drain field, so expect a site evaluation and possibly an engineered system.17 We found no rule on whether a new home must connect to public sewer or water.

Can you live in an RV or tiny home in Jurupa Valley?

We could not confirm either answer for a lot inside city limits. No official source we reviewed regulates tiny-home occupancy as such inside Jurupa Valley, and the city's RV rules are not established in our sources.1

California law sets the floor: RVs are not intended as permanent dwellings, and unless a local ordinance allows otherwise, RVs generally may be occupied only in mobilehome parks or special occupancy parks.18 A tiny home must be approved as a recognized type, such as a manufactured home, a California Residential Code home or an RV; otherwise it is a noncomplying structure whose occupancy is illegal.19

Call the Planning Department at 951-332-6464 and name your zone before you commit to either.8

Building a home in Jurupa Valley: the steps, in order

  1. Meet a staff planner at City Hall, 8930 Limonite Avenue, or call 951-332-6464 to confirm your zone, lot size, setbacks and height limits.8
  2. Check the 750 square foot minimum dwelling size and any larger minimum on the zoning plan.6
  3. Confirm sewer or septic with Riverside County Environmental Health and the city.15
  4. Apply for the building permit from the city Building Department.212
  5. Have all permitted work inspected before it is covered.4
  6. Get a certificate of occupancy before anyone moves in.5

What stays with Riverside County, and what should you check before you buy?

Inside Jurupa Valley, the city sets zoning and issues building permits. Septic permits and wells are the pieces to confirm with Riverside County Environmental Health, which requires an Environmental Health permit for well construction, reconstruction or destruction throughout the county.120

County figures describe all of Riverside County, not the city. The typical home value is about $608,963 and a typical home insurance premium is about $1,487 a year.2122

We could not confirm whether an owner-builder exemption applies in the city; California exempts qualifying owner-builders from contractor licensing, but that does not by itself waive a building permit.7

Watch-outs

  • Do not use Riverside County's unincorporated zoning or building counters for a lot inside Jurupa Valley; the city sets zoning and issues building permits there.12
  • We could not confirm who issues septic permits for a lot inside city limits; call Riverside County Environmental Health at (951) 955-8980.15
  • Minimum lot size, height and dwelling size depend on the zone and any zoning plan for your area, so confirm your zone first.106
