Do you need a building permit in Coachella, California?

Yes, construction inside Coachella city limits is governed by the city's adopted building code. The city adopts the 2022 California Building Code, with local amendments in Title 15, for all buildings and structures1. The Building Division publishes a fee schedule and development impact fees, and no single fee applies to every project7. Inspections follow the permit, and the Building Division takes inspection requests by phone3. We could not confirm an owner-builder exemption or a rule on certificates of occupancy from the city's pages, so ask the Building Division3.

Who issues building permits in Coachella, and how do you reach them?

The City of Coachella Building Division, part of the Development Services Department, issues building permits inside city limits; call (760) 398-3002, email [email protected] or visit 53990 Enterprise Way3. Applications are submitted through the rivcoplus.org portal3. Zoning and subdivision questions go to the Planning Division at (760) 398-3102413. Septic and well permits for the same addresses are not city permits; they come from Riverside County Environmental Health at (951) 955-89805614.

Does Coachella have zoning, and what does it mean for lot size and height?

Coachella administers its own zoning ordinance, Title 17 of the city code, covering residential, resort, mobilehome, commercial and neighborhood zones2. Published districts include R-E, R-D, R-MH, G-N, U-N, U-E and R-C8. The R-E Residential Estate zone requires at least 20,000 square feet, 100 feet of width and 100 feet of depth, and caps primary structures at two-and-one-half stories or 35 feet, whichever is lower1115. The R-D Resort District requires 10,000 square feet and allows hotels up to seven stories or 85 feet1617. The R-MH Mobilehome Park Subdivision Zone requires 4,500 square feet18. We could not confirm a general minimum dwelling floor area, so ask the Planning Division4.

How do septic permits work in Coachella?

Riverside County Environmental Health, not the City of Coachella, administers septic permit review for Coachella addresses5. A private septic system needs an OWTS Construction Application, plus a building permit from the local building and safety agency for a new system; a percolation report, detailed plans, a floor plan and water-service documentation may also be required9. City sewer rules and other approvals may apply as well, so ask whether sewer is available before you plan a septic system5. Only 12.9% of Riverside County soils rate free of severe limits for a conventional drain field, so expect an engineered design19. Wells need a Riverside County Environmental Health permit prepared by a registered well driller6.

Can you live in an RV, manufactured home or tiny home in Coachella?

We could not confirm a Coachella rule on living in an RV on private property, and tiny-home occupancy is not addressed as a defined use in the pages we reviewed4. Camping or camp paraphernalia on public property inside city limits is prohibited, which does not answer the private-property question12. In flood zones A1-30, AH and AE, an RV must be on site fewer than 180 consecutive days, or be fully licensed and ready for highway use, or meet the city's permit and elevation requirements20. Manufactured homes in those flood zones must be elevated on a permanent foundation to or above base flood elevation and anchored21. ADUs and junior ADUs are allowed in the R-E zone10.

Building a home in Coachella: the steps, in order

  1. Confirm the parcel's zoning district with the Planning Division24.
  2. Check lot size and height limits for that district1115.
  3. Check whether the parcel is in a flood-hazard area, where extra floodplain standards apply22.
  4. If you need septic, apply to Riverside County Environmental Health with an OWTS Construction Application914.
  5. Apply for the building permit with the Building Division31.
  6. Schedule inspections through the Building Division3.

What should you check before buying land in Coachella?

Check flood zones first: in Coachella's flood-hazard areas, subdivision proposals and development must minimize flood damage and provide adequate drainage22. Ask whether city sewer reaches the lot, because that decides whether septic and its county permit apply5. Verify the zoning district, since lot size and height differ by zone8. Riverside County's effective property-tax rate is about 0.8%, and its median annual property-tax bill is about $4,1892324. Annual precipitation is about 8 inches, so budget for water25.

Watch-outs

  • Septic and well permits for Coachella addresses come from Riverside County Environmental Health, not the city56.
  • A new septic system needs both a county OWTS Construction Application and a building permit from the local building and safety agency9.
  • We could not confirm Coachella rules for RV living on private property, tiny homes or short-term rentals; ask the Planning Division4.

  19. Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
