Zoning, building permits and septic rules in Beaumont, California

Inside Beaumont city limits, the city's Building & Safety Division takes building permit submittals by email and the city's Planning Department handles zoning under Title 17 of the Beaumont Municipal Code123. Riverside County's zoning ordinance applies only to unincorporated land4. Septic permits come from Riverside County Environmental Health in the county's program areas, and we could not confirm it covers every Beaumont address5.

Do you need a building permit in Beaumont, CA?

Building work inside Beaumont goes through the City of Beaumont Building & Safety Division, and all permits and plan submittals must be sent digitally by email to [email protected].16

We could not confirm a Beaumont-specific list of work that needs no permit or a city owner-builder exemption, so ask the Building & Safety Division.6 State law lets an owner build or improve a structure on their own property without a contractor's license, with limits.11

Riverside County's building permit rules apply to unincorporated land, not to a Beaumont address.12

Who issues building permits in Beaumont, and how do you reach them?

The City of Beaumont Building & Safety Division issues building permits for city addresses; call 951-769-8529 or email [email protected].6 The office is at 550 E. 6th Street.6

The city's page says the City Hall customer service window is open for questions, but permits can only be accepted by email.1

The Riverside County permit center on Lemon Street serves unincorporated land only.12

Does Beaumont have zoning, and what does it mean for lot size and setbacks?

Yes, Title 17 of the Beaumont Municipal Code is the city's zoning title, and the Planning Department implements the city's land use goals.32

In the Residential, Single-Family (R-SF) zone, the minimum lot area is 7,000 square feet, the minimum front yard setback is 20 feet, and no building may exceed 35 feet or two stories, whichever is less.81314

We could not confirm a lot-coverage rule or a minimum home size for the R-SF zone. Call the Planning Department at 951-769-8518 for the parcel's zone.2

How do septic permits work in Beaumont?

We could not confirm which agency permits septic systems inside Beaumont city limits. Riverside County Environmental Health requires an OWTS Construction Application for installing, repairing or modifying septic systems in unincorporated areas and in the cities its program covers.5

The county does not state that Beaumont is one of the cities its program covers, so ask Environmental Health at (951) 955-8980 whether a Beaumont address falls under the county program.7

Riverside County also says a well permit is required for constructing, reconstructing or destroying a well throughout the county.15

Can you live in an RV, tiny home or manufactured home in Beaumont?

Beaumont makes camping on private property unlawful and a public nuisance, with listed exceptions, so living in an RV on a vacant city lot is not a safe assumption.9

A manufactured home may be installed on a foundation on any city lot zoned for a conventional single-family dwelling if it meets the listed conditions, with approval from the Community Development Director and permits from the Building Department.10

We could not confirm a city rule on tiny-home occupancy; ask the Planning Department.2

Building a home in Beaumont: the steps, in order

  1. Call Planning at 951-769-8518 to confirm the zone, lot size, setbacks and height.28
  2. Ask Riverside County Environmental Health whether septic or a well is allowed and who permits it for the address.7
  3. Prepare plans and email the permit submittal to [email protected].1
  4. If the lot is in a flood zone, follow the city's floodplain permit and elevation rules.16
  5. Request inspections through Building & Safety at 951-769-8529.6

What stays with Riverside County, and what to check before you buy

Riverside County zones and permits unincorporated land only, and incorporated cities exercise their own local land-use authority.12

The county, not the city, runs septic and well permitting through Environmental Health, subject to confirming coverage for the address.7

County context: the effective property tax rate is 0.8 percent, and about 64.3 percent of the county is federal land.1718

Watch-outs

Unanswered questions are usually a sign that Beaumont publishes no rule on the point, not that none exists. Riverside County’s page lists the county offices to call.
