Zoning, building permits and septic rules in Gardena, California

The City of Gardena, California adopts its own zoning in Title 18 of its municipal code and its own Building Services office reviews plans and issues building permits12. Los Angeles County's planning and building rules apply only to unincorporated land, not inside Gardena3. We could not confirm which agency permits septic systems inside Gardena; ask the city's Building Services office before you plan on one.

Does Gardena, CA have zoning, and what does it mean for lot size, setbacks and RVs?

Yes. The City of Gardena administers its own zoning ordinance, Title 18 of the municipal code, for land inside city limits1. Los Angeles County's Title 22 zoning does not reach inside the city3.

Rules differ by zone. In the R-1 single-family zone, a lot needs at least 5,000 square feet5, and a dwelling needs at least 800 square feet excluding the garage6. Required yards are 20 feet in front, 5 feet on an interior side and 10 feet at the rear for new dwellings10. Buildings top out at 25 feet and two stories11. Short-term rentals are prohibited in R-17.

We have only reviewed the single-family zone, so check the other zones with the city's Planning and Zoning office12. We could not confirm Gardena's rules on living in an RV; statewide, RVs generally may be occupied only in mobilehome parks or special occupancy parks unless a local ordinance says otherwise9.

Do you need a building permit in Gardena, and who issues it?

Building permits inside Gardena come from the city's own Building Services office, which reviews plans, issues permits and inspects construction2. The Los Angeles County Public Works permit counter serves unincorporated land only, so a Gardena address does not go there13.

Gardena has adopted the California Building Code, 2025 edition, along with only appendices I (patio covers), J (grading) and Q (emergency housing)4.

Permit applications cannot be filed by mail or online at this time, although the forms are posted on the city's page2. Simple projects can get a permit over the counter the same day, while the first plan check takes 10 business days2. We could not confirm Gardena's permit fees or its certificate-of-occupancy process; ask Building Services.

How do septic permits work inside Gardena?

We could not confirm which agency approves septic systems inside Gardena city limits. Gardena's municipal code bars connecting a septic tank or cesspool to a sewer main, which tells us the city has public sewer, but that is a sewer rule, not a septic permit rule. Ask Building Services first, then the county's Onsite Wastewater Treatment Program8.

Statewide, every new or replacement septic system needs a permit, and the permitting authority is generally a county, city or special district14. In unincorporated Los Angeles County the Department of Public Health approves septic plans and will not permit a new system when a public sewer is within 200 feet of the building15. That county rule is written for unincorporated land, so treat it as a hint about what Gardena will expect, not as Gardena's rule.

Can you build an ADU, tiny home or manufactured home in Gardena?

Accessory dwelling units are allowed on R-1 lots in Gardena: the one-dwelling-per-lot cap does not apply to an ADU16. We did not confirm the city's ADU size, parking or owner-occupancy standards, so ask the Planning and Zoning office12.

For tiny homes, California treats a unit on a chassis with axles and 400 square feet or less of floor area as an RV, while a unit on a foundation must meet the California Building Standards Code, and local agencies enforce both17. We could not confirm whether Gardena allows either type to be lived in on a lot.

How do you build a home in Gardena, step by step?

  1. Confirm the zone of your parcel on the city's interactive zoning map or by calling Planning and Zoning12.
  2. Check the R-1 standards for lot area, yards, height and coverage if the parcel is in R-15.
  3. Prepare plans and apply through Building Services; applications are not accepted online or by mail2.
  4. Expect plan check, with the first review taking 10 business days2.
  5. If you act as your own builder, California's owner-builder exemption covers contractor licensing only, not local permits or inspections18.
  6. Ask Building Services who approves wastewater for your address before you finalize plans2.

What stays with Los Angeles County, and what should you check before buying in Gardena?

Gardena sits in Los Angeles County, but the county's land rules cover unincorporated areas only; the county page is at Los Angeles County for land outside city limits. Cost context is county-level: Los Angeles County's typical home value is about $888,00019 and its effective property tax rate is 0.7%20.

Before you buy, confirm the parcel's zone, whether the lot meets the 5,000-square-foot R-1 minimum if you plan to build5, and whether the city allows the use you want. We did not confirm floodplain rules inside Gardena, so ask Building Services about flood zones for your parcel2.

Watch-outs

  • Gardena is a dense city, not rural land: short-term rentals are prohibited in R-1 and only one dwelling per lot is allowed apart from an ADU716.
  • We could not confirm the agency that permits septic systems, RV occupancy, owner-builder handling or permit fees inside Gardena; call Building Services at the city before relying on county rules2.
  • Los Angeles County's rules on RV living, ADUs and building permits apply only to unincorporated land, not inside Gardena21.
