El Monte, California, a city in Los Angeles County, adopts its own zoning under Title 17 of the El Monte Municipal Code1, and the city's Building & Safety Division is the office to call about building permits and inspections2. Septic permits inside city limits are unconfirmed, so ask the city and the county health department before you plan around one. Living in a recreational vehicle on a lot is prohibited3.

Does El Monte, California have zoning?
Yes. The City of El Monte Planning Division administers zoning through Title 17 of the El Monte Municipal Code, which holds the city's zoning regulations1. The city publishes a zoning code and zoning map, and the code points single-dwelling lots to the One-family Dwelling (R-1A) district and lots with two or more dwellings to the R-2, R-3 and R-4 districts9. We could not confirm the lot size and setback standards for the one-family district, so look up the district for your parcel on the zoning map and ask the Planning Division before you buy10.
The county's Title 22 zoning applies to unincorporated Los Angeles County, not automatically to cities11. A lot inside El Monte follows the city's code.
Do you need a building permit in El Monte, and who issues it?
California law says no building or structure may be erected, enlarged, altered, repaired, moved or demolished until a permit has been obtained4. Inside El Monte, the city's own Building & Safety Division at City Hall is the office to deal with2. For applications on or after January 1, 2026, the city requires projects to meet the 2025 California Building Standards Code, which the city says includes the 2026 County of Los Angeles Amendments5.
The city publishes a Building Division fee schedule for FY 2026/20278. We could not confirm from the city's pages exactly which small projects are exempt, or the scope of its owner-builder form, so ask the Building & Safety counter before you start work.
Do not use the county's Public Works permit office for a city address: that office issues permits for unincorporated land12.
What does El Monte require before zoning approval?
A zoning clearance is required for new residential buildings of up to two units per lot, accessory dwelling units, residential additions, patio covers and similar projects13. Applicants prepare a site plan, floor plans and elevations, a signed planning application and fee, digital plans, and one full-size 24-by-36-inch plan set, then submit over the counter14. Larger projects can need other entitlements such as zone changes, subdivision maps, conditional use permits or design review15.
How do septic permits work in El Monte?
We could not confirm which agency issues septic permits inside El Monte city limits, or whether a septic system is allowed on a city lot. Where a subdivision connects to the existing city sewer system, El Monte requires sanitary sewer facilities for each lot built to the City Engineer's standards16. Los Angeles County Public Health reviews septic systems under its Local Agency Management Program for unincorporated areas and contracted cities17. Call the Onsite Wastewater Treatment Program6 and the city's Building & Safety Division to learn which of them handles an El Monte address.
Private wells are also unconfirmed inside the city. California well permits are enforced by local agencies such as the county Department of Environmental Health18.
Can you live in an RV or tiny home in El Monte?
Not in an RV. El Monte's code says a recreational vehicle may not be used for dwelling purposes, and connecting utilities and water is prohibited except for temporary maintenance3. A single-family property may park one RV on an approved paved area in the interior side yard or rear yard, registered, operable and screened by a wall or fence at least six feet high3. Camping on streets, parking lots and parks is also unlawful19.
For tiny homes, we could not find a city rule. California requires a tiny home to be approved as a manufactured home, a California Residential Code home, factory-built housing, an RV, a park trailer or a camping cabin to be occupied20. Accessory dwelling units are the city's main small-home route: an ADU may be attached or detached, and a junior ADU is limited to 500 square feet inside the existing home7.
Building a home in El Monte: the steps, in order
- Find the parcel's zoning district on the city zoning map and confirm with the Planning Division10.
- Apply for a zoning clearance at City Hall if the project is a new home, ADU or addition13.
- Apply for building permits with the Building & Safety Division, designing to the 2025 California Building Standards Code52.
- Ask which agency handles any septic or well question for your address6.
- Schedule building inspections with the city, which asks for advance notice2.
Land being divided goes through a subdivision map and sewer requirements first15.
What to check before you buy land in El Monte
Lots here are small and urban. Los Angeles County has about 2,381 people per square mile21, and a typical home is valued around $888,42622. Los Angeles County's effective property tax rate is 0.7%23.
For a multi-dwelling lot in R-2, R-3 or R-4, the code requires at least 6,000 square feet24 and sets studio units at 500 square feet or more25. Those standards do not apply to a single-dwelling lot. For land outside city limits, use the Los Angeles County page, because the county's rules cover only unincorporated land.
Watch-outs
- El Monte's pages we reviewed did not state its floodplain rules, short-term rental rules or agricultural exemptions, so ask the Planning Division and Building & Safety before relying on any of them10.
- A county Public Works permit does not cover an El Monte address; unincorporated Los Angeles County is the only land the county permit office serves12.
- The city's building counter is closed on Fridays and federal holidays, so plan counter visits for Monday to Thursday2.
