Building permits, zoning and septic rules in Azusa, California

Azusa, California requires a building permit for nearly any new structure, addition or major repair, and the City's Building Division issues it1. The City of Azusa also sets its own zoning through its Planning Division2. Septic is a last resort: sewer connection is required unless no public sewer is within 300 feet3. We could not confirm who issues septic permits inside the city.

Does Azusa have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. The City of Azusa administers its own Development Code, Azusa Municipal Code Chapter 88, through its Planning Division, and the code covers zoning districts, land uses and development standards2. The City publishes a zoning map and lists Neighborhood Center and Neighborhood General districts plus corridor districts9. The Planning Division can tell you the district for any address10.

New single-family dwellings must have at least 1,200 square feet of floor area under the code's size table7. A manufactured home outside a mobile-home park must meet the same zoning standards as a conventional house and have a roof pitch of at least 5:1211. We could not confirm lot sizes, setbacks, height limits or any tiny-home provision for Azusa, so ask the Planning Division before you buy.

Do you need a building permit in Azusa, and who issues it?

Yes. A building permit is required in Azusa whenever a structure is built, enlarged, altered, repaired, moved, improved, converted or demolished1. The City of Azusa, not Los Angeles County, issues building permits inside city limits12. The City adopts California's construction codes and amends them locally12.

Some small work is exempt, such as certain detached accessory buildings of 120 square feet or less and fences not over six feet, but plumbing, electrical and mechanical permits may still be needed1. Fees vary by project, and the City posts an annual fee schedule13. Accessory dwelling units are allowed on qualifying lots, and some need only a building permit14.

Who do you call at the Azusa Building Division and Planning Division?

Building permits, plan review and inspections go through the City's Building Division15. Zoning questions and planning applications go to the Planning Division, which takes submittals by email10. The Planner on Duty is available Monday to Thursday 7:00 AM to 5:30 PM10. Phone numbers and the City Hall address are listed with each office on this page.

Building plan review and payment of fees come before an online permit submission16. Inspections need at least 24 hours of notice, and you must schedule them yourself17.

How do septic permits work inside Azusa?

Azusa expects sewer. All plumbing that affects the sanitary condition of a building must connect to a public sewer3. A single-family home, or a multifamily building with no more than three units, may use a cesspool or septic tank only if no public sewer abuts the lot and none is available within 300 feet4. Other structures need written findings from the City Engineer4.

We could not confirm who issues the septic permit inside city limits, because Azusa's code states when septic may be used but not who approves the system. Ask the City Building Division first. Los Angeles County Public Health's Onsite Wastewater Treatment Program handles septic plan review for the county18. Private water wells need a permit from the county's Drinking Water Program, in Azusa as elsewhere in Los Angeles County8.

Can you live in an RV or tiny home on your land in Azusa?

Not in a parked RV. Azusa's code says a recreational vehicle may not be used for overnight camping, lodging, residing in, or any accommodation purpose5. Residents and guests can get a temporary overnight street parking permit for up to 72 hours, and that exception does not allow sleeping in the vehicle5. Camping on public property in the city is unlawful19.

We could not confirm any Azusa rule on tiny homes, so ask the Planning Division. An accessory dwelling unit is the more established route for a second small home on a residential lot14.

Building a home in Azusa: the steps, in order

  1. Ask the Planning Division which zoning district applies and whether your use is allowed10.
  2. Check sewer: septic is allowed only where no public sewer is within 300 feet of the lot4.
  3. Submit plans to the Building Division for plan review and pay the required fees before applying online16.
  4. If you build the home yourself, California's owner-builder rules apply: the site must be your principal residence, occupied for 12 months after the work, and you cannot build and sell more than two structures in three years6.
  5. Schedule each inspection at least 24 hours ahead17.
  6. Do not move in until the Building Division approves occupancy20.
