Do you need a building permit in Coalinga, CA?

Yes. Coalinga requires building permits for new construction, remodeling and tenant improvements, residential and commercial, inside city limits1. The City of Coalinga Building Division enforces the California building codes as amended by the city, and the codes it lists are the 2025 edition unless noted5. The statewide 2025 California Building Standards Code applies to applications dated on or after January 1, 20269.

Some work needs no building permit, including cosmetic work such as carpeting and painting, and a one-story detached accessory building not on a permanent foundation, such as a shed, not exceeding 120 square feet2. Anything bigger than a small shed should be treated as permitted until the Building Division says otherwise.

Who issues building permits in Coalinga, and how do you reach them?

The City of Coalinga Building Division issues building permits inside the city, and the same office schedules inspections2. Call (559) 935-1533 or visit City Hall at 155 West Durian, Coalinga, CA 932102. Coalinga's own page describes a single-family dwelling of conventional light frame construction as a fast-track permit, and second story additions and major alterations that need planning review (setbacks, heights, land use) as normal-processing projects2.

Work in the public right of way, such as a driveway approach, curb or sidewalk, needs a city encroachment permit10. The Fresno County Development Services office handles building permits only for unincorporated land, so a Coalinga lot inside city limits does not go through it11.

Does Coalinga have zoning, and what does it mean for lot size and height?

Yes. Coalinga publishes its own zoning districts: residential districts RR, RE, RSF, RT, RMD and RHD, plus agriculture (AG) and open space/conservation (OS) districts6. Minimum lot area depends on the district: 8 acres in RR, 8,000 square feet in RE, 5,500 square feet in RSF, 4,000 square feet in RT and RMD, and 6,500 square feet in RHD3.

Maximum building coverage is 35% in RE, 45% in RSF, 50% in RT and RMD, and 60% in RHD12. Height limits are 2 stories or 25 feet in RR, RE, RSF and RT, 2.5 stories or 40 feet in RMD, and 50 feet in RHD13. Check the parcel's district with the city before you plan a build, because the same acreage can carry very different limits.

We could not confirm Coalinga's rules on living in an RV or tiny home on a lot. Ask the Building Division before you buy.

Can you build an accessory dwelling unit in Coalinga?

Generally yes. Coalinga allows accessory dwelling units (ADUs) and junior ADUs in all residential zoning districts, unless the city makes findings supported by evidence that water or sewer service is inadequate, or that traffic flow or public safety would be affected7. They are not permitted in nonresidential districts where residential uses are not allowed7.

Most ADUs need both a building permit and an ADU permit, and the city must act on a completed application within 60 days, subject to stated exceptions7. Impact fees are not required below 750 square feet; proportionate fees may apply at 750 square feet or larger7.

How do septic permits work in Coalinga?

We could not confirm how septic permits work inside Coalinga city limits. Fresno County Environmental Health administers septic (onsite wastewater) systems in the county, and California lets cities arrange their own program or an agreement with the county14. Call Fresno County Environmental Health at (559) 600-3357 and the City of Coalinga Building Division at (559) 935-1533 before you rely on a septic system for a Coalinga lot42.

Also ask whether the lot can connect to city water and sewer; we did not find a published connection rule for new homes. Fresno County's well permits cover unincorporated land only, and for wells inside a city the county page says to contact the city directly15.

Building a home in Coalinga: the steps, in order

  1. Confirm the parcel's zoning district with the City of Coalinga, since lot size, coverage and height limits all depend on it6.
  2. Check whether the parcel is in a mapped flood zone (A1-30, AH or AE); development there carries extra rules8.
  3. Ask Fresno County Environmental Health and the city who permits sewage disposal and any well for the lot4.
  4. Apply for a building permit at the City of Coalinga Building Division; projects needing planning review take longer2.
  5. Get an encroachment permit for any driveway approach, curb or sidewalk work in the public right of way10.
  6. Schedule inspections through the Building Division2.

What stays with Fresno County, and what to check before you buy

Land outside Coalinga city limits is unincorporated Fresno County and follows different rules; see the Fresno County page for that. Fresno County's zoning and building permit rules apply to unincorporated land only16.

Fresno County's effective property tax rate is 0.7%17. Only about 5.8% of Fresno County soils are rated not limited for a conventional septic drain field, so expect a site evaluation and possibly an engineered system18. Ask about permit fees too; we did not find a published fee schedule, and the Building Division can quote fees for your project2.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
