Yavapai County, Arizona

Zoning, building permits and septic rules in Camp Verde, Arizona

The Town of Camp Verde, Arizona (Yavapai County) requires a building permit for construction inside town limits and issues it through its Development Services Department.1 The Town also administers its own Planning and Zoning Ordinance, so Yavapai County's unincorporated-area building permit and zoning rules do not apply here.23 Septic permits are the exception: Yavapai County Environmental Services issues them under delegated state authority, even for addresses inside town limits.45

Do you need a building permit in Camp Verde, Arizona?

Yes, for construction inside Camp Verde town limits. The Town describes a building permit as a license that grants legal permission to start construction of a building or other project within its incorporated area.1 Yavapai County's rule that buildings, structures and grading need permits applies to the unincorporated areas only, not inside the town.3

Applications go through the Town's online permitting portal, and the Town may automatically reject an incomplete application or one with outstanding payments seven days after receipt.12

Arizona's owner-builder exemption covers contractor licensing only, and only for a structure the owner will occupy and will not sell or rent; it does not remove the local building permit.10 We could not find a Town-specific owner-builder rule, so ask the Building Division.

Who issues building permits in Camp Verde, and how do you reach them?

The Town of Camp Verde Development Services Department, Building Division, issues building permits for addresses inside town limits. Call 928-554-0062, email [email protected], or visit 473 S. Main St., Suite 108, Monday through Thursday.1

For zoning and planning questions, call Development Services at (928) 554-0050.13 Do not send a town address to the Yavapai County Development Services office in Prescott for building permits; that office covers unincorporated Yavapai County.3

Does Camp Verde have zoning, and what does it mean for lot size and setbacks?

Yes. Camp Verde publishes its own Planning and Zoning Ordinance, most recently revised in June 2026, and the Town's ordinance list identifies R1, R2, R-R and RS use districts.26

We could not confirm the minimum lot size, setbacks, lot coverage, building height or minimum home size for each district, so get them from Development Services for your parcel's district before you buy.13

An accessory dwelling unit on a single-family parcel is allowed with a permit application and zoning and building review; the Town currently limits an ADU to 1,000 square feet of livable area unless the main home has 1,000 square feet or less.9 Land divisions inside town limits go through the Town's Subdivision Ordinance.14

How do septic permits work in Camp Verde?

Septic permits for Camp Verde addresses come from Yavapai County, not the Town. The Arizona Department of Environmental Quality delegates onsite wastewater permits to each of the state's 15 counties, and applications go to the county where the property sits.4 Yavapai County Environmental Services issues the permit to construct a conventional or alternative septic system and inspects the work.75

For common system types, an approved Notice of Intent to Construct is required first, and construction is authorized for two years.8 Camp Verde sewer rules require connection once Town sewer is available, so ask the Town whether sewer reaches your lot.8

When a home with a septic system is sold, the seller must have a qualified inspector inspect it within six months before transfer.15 Soil matters too: only 4% of soils in Yavapai County rate as not very limited for a conventional drain field, so expect a site evaluation and possibly an engineered system.16

Can you live in an RV or tiny home in Camp Verde?

We could not confirm a Town of Camp Verde rule on living in an RV or tiny home on private land. Yavapai County's RV and tiny-home rules apply to unincorporated land and do not govern lots inside the town.17

Ask Development Services whether your zoning district allows temporary or long-term RV occupancy, and whether a tiny home on a foundation is treated as a single-family home needing a building permit.13

Building a home in Camp Verde: the steps, in order

  1. Confirm your parcel's zoning district and its lot, setback and height standards with Development Services.13
  2. Find out whether Town sewer reaches the lot; if not, apply to Yavapai County Environmental Services for a septic permit.85
  3. If you need a well, file a Notice of Intent to Drill with the Arizona Department of Water Resources; a licensed well-drilling contractor must do the work.11
  4. Complete the Town's building permit application and checklist, submit it with payment, and expect the Building Division to review zoning and building together.12
  5. Schedule inspections through the Building Division as work proceeds.1

What to check before you buy land in Camp Verde?

Check the zoning district, whether Town sewer is available, and the soils; county data show soils are mostly poor for conventional septic.16 Yavapai County's effective property tax rate is about 0.4%.18

We could not confirm Town driveway-access rules, floodplain development requirements or short-term rental rules; the Town's code page points to Yavapai County Flood Control for flood hazards.13

Watch-outs

  • Septic permits for Camp Verde addresses come from Yavapai County Environmental Services, not the Town's Building Division.4
  • Yavapai County's unincorporated-area rules, including its RV, tiny-home and building permit rules, do not apply inside town limits.3
  • We could not confirm district minimum lot size, setbacks, height, lot coverage or minimum home size; ask Development Services.13
