The Town of Eagar, Arizona (Apache County) zones its own land: lot sizes, setbacks and building height depend on the zoning district1. Eagar's planning and zoning office is the place to start2. We could not confirm how the town issues building permits or who permits septic systems inside town limits, so confirm both before you buy. Apache County's rules cover only land outside town limits.

Does Eagar, Arizona have zoning, and what does it mean for lot size and setbacks?
Yes. The Town of Eagar publishes its own zoning districts, and development standards differ by district1. The town code publishes at least the AG Agricultural and R1-10 Single-Family Residential tables, and other districts may also apply3. Zoning district definitions are in Title 18 of the Eagar Municipal Code2.
In the AG Agricultural zone, the minimum lot is 5 acres9. Buildings need 20 feet of front, side and rear yard10. Lot coverage tops out at 40 percent11, and building height is capped at 30 feet unless a conditional use permit allows more12.
In R1-10, the minimum lot is 10,000 sq. ft.13. Setbacks are 20 feet in front and 10 feet on each side and the rear14. Lot coverage is capped at 40 percent15, with the same 30-foot height limit and conditional-use exception16.
Do you need a building permit in Eagar, and who issues it?
We could not confirm Eagar's building permit process, fees, adopted building code edition or inspection rules from the town's published code. Ask the town's planning and zoning office at (928) 333-4128 ext. 222 before you start any construction2.
Apache County Building Safety regulates building permits on unincorporated land, not inside town limits17. Do not assume the county's rules apply to a lot inside Eagar, and do not assume they do not.
For land outside Eagar, see the Apache County page.
Can you live in an RV or tiny home in Eagar?
RVs: where Eagar's flood-hazard standards apply, an RV placed on site must be there fewer than 180 consecutive days, or be fully licensed and ready for highway use5. Otherwise it must meet the town's permit and elevation requirements for that area5. That rule is about flood areas; we could not confirm a general rule on living in an RV or camping on private land in town, so ask the planning and zoning office2.
Tiny homes: in both AG and R1-10, one tiny home is allowed per lot once a permitted home has been built76. The town's planning page lists a zoning amendment to allow tiny houses2.
Accessory buildings: living and sleeping quarters are not permitted in any accessory building in any residential zone8. Manufactured homes are allowed in residential districts only if they meet additional installation and design requirements, and older units cannot be moved into Eagar18.
How do septic permits work in Eagar?
We could not confirm who regulates septic systems for lots inside Eagar town limits. Apache County says every on-site wastewater treatment facility in the county needs a permit, and the county Environmental Division handles some technologies while the Arizona Department of Environmental Quality handles the rest419. Call the Apache County Public Health Environmental Division at 928-337-7607 to ask how that applies to your lot20.
Where sewer service is not available, an approved septic system or other treatment process is required21. Whether public sewer reaches your lot inside Eagar is something the town must confirm.
For context, about 28.8 percent of soils in Apache County rate as not limited for a conventional drain field, so many lots need a site evaluation or an engineered system22.
What stays with Apache County or the state?
Wells follow state rules. Arizona requires a Notice of Intent to Drill filed with the Department of Water Resources before drilling a new well, and a domestic well on a parcel of 5 acres or less needs county or local health review first23. We could not confirm any Eagar-specific well rule.
For land outside the town, Apache County Building Safety and county zoning apply, not Eagar's code24. Typical property tax is an effective rate of 0.8 percent for Apache County25.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
