Converse County, Wyoming

Building permits, zoning and land rules in Douglas, Wyoming

Douglas, Wyoming requires a city building permit for construction, subject to specific work exemptions, and has its own zoning inside city limits.12 In Converse County, residential septic applications go to county Special Projects; commercial septic systems go to Wyoming DEQ.3 Douglas limits temporary RV dwelling use to its authorized camping and park arrangements, so a city building permit does not authorize living in an RV while building.4

Do you need a building permit in Douglas, WY?

Douglas requires a building permit to construct a structure, with the owner, contractor, designer or agent meeting the building official’s requirements and paying applicable fees before issuance.1 Douglas has adopted the 2024 International Residential Code with local amendments, including the Tiny Houses and Accessory Dwelling Units appendices.6

A detached, single-story tool shed, storage shed, playhouse or similar accessory structure may be exempt if its roof area is no more than 200 square feet and its foundation is nonpermanent.1 Any accessory structure on a permanent foundation or concrete slab requires a building permit, even below that area threshold; fences no more than 6 feet high are exempt.1 Ask Douglas Community Development to classify the proposed work before treating an exemption as permission to build.9

Who handles Douglas building permits and plan review?

Douglas Planning & Community Development is the city contact for construction-code and development questions at 307-358-2132.9 The city’s application page lists building permit, residential-development, floodplain-development and water/sewer tap forms under Community Development.10 Use that city application desk for a Douglas project; residential septic approval is a separate county Special Projects process.103

Douglas building permit fees depend on project valuation, and residential plan review may add 65% of the building permit fee at the Community Development Director’s discretion.11 Water and sewer tap fees are due no later than scheduling the final inspection.11 Verify payment with Community Development before sending payment, and allow for the city’s notice that inspection scheduling may need at least 24 hours’ notice.109

Does Douglas have zoning, and what about tiny homes and setbacks?

Douglas has its own Unified Land Development Code and zoning districts inside city limits.2 Outside Douglas city limits, unincorporated Converse County has no county zoning regulations, but that county rule does not apply to a Douglas city parcel.12

Douglas’s adoption of the residential code’s Tiny Houses appendix provides a construction standard; a tiny-house proposal also needs to fit the city’s zoning district.62 Ask Douglas Planning & Community Development for the parcel’s district and the applicable lot size, dwelling size, setbacks, height and lot-coverage requirements before ordering a home or drawing a site plan; we could not confirm those dimensional limits here.9 Douglas ADU utility services generally must connect through the principal dwelling, without separate meters, service lines or billing unless the utility provider requires otherwise in writing.7

How do septic permits work inside Douglas?

For a Douglas property using a private residential wastewater system, obtain the septic application package from Converse County Special Projects before construction.3 County approval and payment of the $200 residential septic fee must come before construction starts; commercial septic systems instead go through Wyoming DEQ’s Water Quality Division.5

Converse County’s small-wastewater process calls for plans, specifications and design information, and incomplete applications are not processed.13 Final inspection is required before backfilling, with at least 48 hours’ notice to the Special Projects Director.13 County small-wastewater rules also bar issuance within the designated floodplain without a FEMA letter of map amendment, so ask Special Projects about a septic site near mapped flood hazards before committing to the layout.14 For city utility service, start with Douglas Community Development’s water and sewer tap application rather than assuming a private septic system is the appropriate option.10

Can you live in an RV while building a home in Douglas?

Douglas does not give a general temporary-dwelling allowance for a self-contained RV on a city lot: temporary RV dwelling use requires the special-event and temporary recreational-camp permits unless it is authorized as a campground or qualifying mobile-home, travel-trailer or RV park.4 A special-event temporary camp is limited to 7 days, so that provision does not establish permission for an extended home-building stay.4

Douglas also prohibits renting out RVs or travel trailers and treating them as short-term rentals or ADUs.15 A tiny house built to the city’s residential code therefore needs a different review from an RV temporary dwelling.64 Manufactured and mobile homes moved onto a manufactured or mobile-home lot require a city mobile-home occupancy permit, granted after inspection when city requirements are met.16

What are the steps to building a home in Douglas?

  1. Take the parcel and proposed home type to Douglas Planning & Community Development and ask for the zoning district and site requirements.92
  2. Use the city’s building permit and residential-development application forms, and ask whether the project also needs the listed floodplain-development or right-of-way excavation application.10
  3. Resolve water and wastewater service: use the city water/sewer tap application, or obtain county approval and pay the residential septic fee before private-system construction.105
  4. If a private well is proposed, obtain the State Engineer’s groundwater permit before starting well construction.8
  5. Meet the city building official’s requirements and pay applicable building permit fees before receiving the building permit.1
  6. Arrange city inspections with Community Development; for a county-permitted septic system, schedule the required final inspection before backfilling.913

Watch-outs

  • Douglas charges an additional plan-review fee of 65% of the building permit fee per submittal for changes after review begins or a building permit is issued.9
  • We could not confirm a Douglas owner-builder exemption or permission for off-grid sanitation; ask city Community Development before assuming either is allowed.9
  • Douglas’s RV and travel-trailer rental prohibition also excludes using those vehicles as ADUs.15
