Building permits, zoning and land rules in Covington, Virginia

A new home in Covington, Virginia requires a building permit from City Development Services under the Virginia Uniform Statewide Building Code.12 Covington administers its own zoning, while onsite sewage and private-well applications go to the health district’s Environmental Health division.34 Camping approval in the Conservation District is conditional, rather than a general answer about living in an RV.5

Do you need a building permit in Covington, VA?

A new house in Covington requires a building permit before construction begins under Virginia’s statewide building code.1 City Development Services supplies the building-permit application and identifies the city Building Official.1213 The statewide rule includes exemptions for certain minor work and qualifying detached storage structures, but flood-hazard locations can change the exemption answer.1 Ask the Covington Building Official to classify your proposed work before treating a shed or repair as exempt.13

Covington’s owner-performed-work provision allows permits for qualifying owner-occupied single-family dwelling work when the bona fide owner personally buys all materials and performs all labor.10 Virginia’s separate contractor-licensing exemption does not remove building-code obligations.11

Who handles Covington building permits and zoning applications?

City of Covington Development Services is the building-permit and zoning contact, with the Building Official and Zoning Administrator roles listed together.213 Contact details and the application downloads are on the city’s Development Services page.12 Completed applications can be submitted by email, fax, mail or mail drop-off; the page provides both Building Permit and Rezoning Application downloads.12

Request land-disturbance, stormwater, sign, open-burning and floodplain-development applications from Development Services by email.12 Those city applications do not replace the health district’s review and permitting of private sewage-disposal systems or water wells.4

Does Covington have zoning, minimum lot sizes and setbacks?

Covington has its own zoning ordinance; the parcel’s district matters when choosing a house site.3 For single-family dwellings served by public water and sewer, R-1 requires at least 9,375 square feet of lot area and 75 feet of width at the setback line.6 The corresponding R-2 minimums are 6,500 square feet and 50 feet, while R-3 requires 5,000 square feet and 40 feet.78 Individual water or sewage systems require a health-official determination and cannot reduce the stated lot minimum.678

For one- and two-story dwellings in R-1, the minimum front yard is 35 feet, each side yard is at least 10 feet with at least 20 feet combined, and the rear yard is at least 25 feet.14 At least 50 percent of that rear yard must remain open without buildings, gravel, pavement or parking; taller buildings and corner lots have additional side-yard conditions.14 UR residential uses follow R-1 lot-size and setback requirements, with an apartment exception for lot area.1516

How do septic permits and private wells work in Covington?

The health district’s Environmental Health division reviews and permits applications for private sewage-disposal systems and water wells designed by licensed onsite soil evaluators or professional engineers.4 For Covington, use the Alleghany & Covington Health Departments contact listed by that division.4 Virginia requires written authorization before construction, expansion or modification of a sewage-disposal system, and an operation permit for systems covered by the state rule.9

Septic installation approval depends on the design route: certified professional designs require the certifier’s inspection report, while other covered installations require health-department inspection and approval before covering or use unless expressly authorized.17 Ask Environmental Health which application and inspection route fits your lot.4 We could not confirm Covington’s general mandatory public-water or sewer connection rule; ask Development Services about connection obligations before commissioning an onsite design.13

Can you live in an RV or tiny home in Covington?

Camping in Covington’s Conservation District CN requires application to the city council and is subject to conditions the council establishes.5 That district-specific camping provision does not establish permission for permanent RV occupancy across Covington.5 We could not confirm a general Covington rule for living in an RV while building, tiny-home occupancy or minimum dwelling floor area; take the proposed use and parcel address to the city Zoning Administrator and Building Official.13

For manufactured homes placed or substantially improved on individual lots in the identified flood-hazard zones A, AE, AH and AO, Covington requires compliance with new-construction standards, including elevation and anchoring.18 That flood rule alone does not establish whether the zoning district permits the manufactured home.18

Building a home in Covington: what should you do first?

Start with the Covington Zoning Administrator: identify the district, proposed residential use and the lot dimensions that apply to the property.3678 Resolve any onsite sewage or private-well application with Environmental Health, and ask Development Services about utility connections and floodplain-development applications.413

Submit the building-permit application to the city Building Official and obtain the building permit before covered construction starts.1219 Notify the Building Official when required inspection stages are reached, including structural and building-system work before concealment and final inspection.20 Obtain the required certificate of occupancy before occupying the new home.21

What should you check before buying land in Covington?

Ask Covington Development Services for the parcel’s zoning district and a floodplain-development application if floodplain review is relevant to your project.313 Confirm that the proposed house fits the district’s lot and yard requirements rather than relying on lot area alone.614 For onsite water or sewage, contact Environmental Health about the professionally designed application before committing to a layout.4

Covington is an independent city, represented at county level as Covington city; the Covington city overview covers that same jurisdiction rather than a separate surrounding county’s rules.2 We could not confirm a city driveway-access rule or general off-grid sanitation allowance; bring both questions to Development Services before buying for those uses.13

Watch-outs

  • An owner-builder contractor-licensing exemption does not waive Virginia building-code requirements.11
  • CN camping approval is conditional and does not answer permanent RV occupancy in other Covington zoning districts.5
  • We could not confirm Covington’s current building-permit fee schedule or a mandatory utility-connection distance; ask Development Services for the project-specific answer.13
