Building permits, zoning and septic rules in Del City, Oklahoma

Del City, Oklahoma requires building permits for work on new or existing structures, subject to specific exemptions.1 Del City administers its own zoning; Oklahoma County’s unincorporated-area rules are not the city’s land-use rules.2 Septic eligibility depends on city sewer availability, and Oklahoma DEQ issues the Authorization to Construct for an eligible on-site system.34 Living in an RV on a private lot is barred by the city’s sleeping and meal-preparation restrictions.5

Do you need a building permit in Del City, OK?

Del City requires a building permit for work on a new or existing structure unless a specific exemption applies.1 Del City’s Building Official may require plans, specifications and supporting data, and may refuse an application for noncompliant work or missing required documentation.9 Building permits generally remain valid for 180 days unless otherwise specified; extensions require Building Official approval and the required fee.9 Del City publishes plan-review, building-permit and inspection fee schedules, but we could not confirm current amounts; ask the Permits Desk for a project-specific total.10

Who issues building permits in Del City?

Use Del City Community Development’s residential building application for the city’s application instructions and permit contact.11 The application requires complete supporting documentation, says contractors obtain building permits directly, and directs contractors to call for inspections.11 Del City allows city-approved basic remodeling by an owner who occupies the structure, provided required building permits and inspections are obtained; rental properties require licensed contractors.11 That owner-work allowance does not waive building permits.11 Ask the Permits Desk which inspections your particular project requires before scheduling work.11

Does Del City have zoning, lot-size and setback rules?

Del City has its own zoning ordinance for land inside city limits.2 Del City Planning & Zoning provides zoning information and processes zoning clearances for building permits and business occupancy applications.12 We could not confirm district-specific minimum lot sizes, setbacks, lot coverage or height limits; ask Planning & Zoning to identify the parcel’s district and the applicable dimensional schedule.12 The same division processes rezoning, lot-split, plat and special-use applications, so take a proposed parcel division or unusual use to that office before drawing a final site plan.12

How do septic permits work inside Del City?

Del City allows a septic tank when sanitary sewer is unavailable, subject to city standards and state health rules; a septic tank cannot be installed where both city water and sanitary sewer are available.3 For an eligible site, Oklahoma DEQ must issue an Authorization to Construct before a new septic system is installed or an existing system is modified.4 DEQ reviews the on-site sewage report and assigns the application to the local Environmental Specialist based on property location.134 A new or modified system must be inspected and approved by DEQ, or installed, self-inspected and approved by a certified installer, before operation.14 City building approval therefore does not replace DEQ septic authorization.14

Can you live in an RV or tiny home in Del City?

Del City prohibits sleeping or preparing and serving meals in recreational vehicles and travel trailers on private property, so parking an RV on a lot does not authorize living there while building.5 The public-park exception is limited to 1 day, and overnight RV parking in a city park is prohibited.5 Del City also prohibits RV connections to city utility systems.5 We could not confirm a distinct tiny-home or accessory-dwelling allowance; ask Planning & Zoning about the proposed use.12 Del City’s reviewed residential standard specifies 1,000 square feet for a single-story home or the first-floor living area of a multilevel home, while the city’s residential application says new construction must exceed 1,200 square feet plus a garage; confirm the applicable minimum with the Permits Desk before designing.611

Building a home in Del City: what are the steps?

  1. Ask Del City Planning & Zoning for the parcel’s zoning and a review of the proposed use, including any floodplain issue; the division handles floodplain management with Public Works.12
  2. Resolve sewer availability with the city before planning private sanitation, and obtain DEQ authorization if an eligible septic system is proposed.34
  3. Submit the residential building application with complete supporting documentation and confirm the inspection arrangements with Community Development.11
  4. Include the required attached garage and a driveway at least 16 feet wide when the city’s new or moved dwelling standard applies.15
  5. Complete the Certificate of Occupancy process before initiating permanent utility service; temporary construction service follows separate utility policy.7

What should you check before buying land in Del City?

Ask Del City Planning & Zoning about floodplain status before choosing a building location; the city’s manufactured-home flood rules require anchoring, elevation and compensatory storage when placement or substantial improvement occurs in a special flood hazard area.1216 Oklahoma exempts domestic groundwater use from a state water-use permit, but we could not confirm Del City’s private-well approval requirements; ask the city about local requirements before commissioning a well.8 For land outside Del City limits, use the Oklahoma County guide for the county’s building-permit and zoning answers rather than applying Del City’s ordinance.1718

Watch-outs

  • Del City’s residential application gives a larger new-home minimum than the reviewed residential ordinance; confirm the applicable size requirement before committing to a small-home design.611
  • A Del City building permit does not authorize RV sleeping or meal preparation on the building lot.15
  • Del City requires a new Certificate of Occupancy when the primary occupant of a single-family or duplex property changes, not just after new construction.7
