Do you need a building permit in the Town of Mounds, OK?
Mounds requires a town building permit before a building or other structure is built, enlarged, altered or moved.1 Submit the application to the town clerk; issuance depends on compliance with town ordinances and laws and payment of the applicable fee.1 Minor alterations or repairs may be excused from submitting plans when the building official determines the work is minor, but that is not a blanket building-permit exemption.10 Mounds has adopted the International Building Code with town amendments; ask the building office which edition and amendments apply to your project.11
Who issues building permits in the Town of Mounds, and what do they cost?
The Mounds Building Permits and Inspections Department reviews plans, handles construction inspections and issues certificates of occupancy.12 Reach the town through City Hall at 918-827-6711, at 1319 Commercial Ave. Mounds, OK.12 The published residential and light-commercial schedule lists $300 for basic plan review and $750 for the building permit, including five inspections.8 Mobile-home setup costs $450 and includes three inspections; plumbing, electrical and HVAC permits are separately listed at $150 each.8 Larger commercial projects are priced case by case, and re-inspections cost $150.8 Ask the department to confirm the current fee total and certificate-of-occupancy requirements before submitting.
Does the Town of Mounds have zoning, lot-size rules and setbacks?
Mounds has town zoning, with district boundaries established by ordinance and shown on the official zoning map.5 For one-family dwellings, minimum lot areas are 13,500 square feet in RS-1, 6,000 in RS-2 and 5,500 in RS-3, subject to the code’s exceptions and restrictions.131415 The AG district instead requires a minimum 2-acre lot and 2.2 acres of land per dwelling unit.9 AG side yards are 15 feet each and the rear yard is 40 feet; street setbacks use a centerline measurement with an additional right-of-way allowance.16 Ask Mounds Planning & Inspection to identify the parcel’s district and confirm the complete buildable envelope.17
How do septic permits work inside the Town of Mounds?
For property inside Mounds using septic, Oklahoma DEQ must issue an Authorization to Construct before a new system is installed or an existing system is modified.6 DEQ must review the Report for On-Site Sewage before issuing that authorization.6 New or modified systems need DEQ inspection and approval, or installation, self-inspection and approval by a certified installer, before operation.18 Alternative sanitation systems also need DEQ approval before installation.19 System design depends on lot shape, lot size, residence size and soil-test results, so settle the sewage design before finalizing the house location.20 A town building permit does not replace DEQ septic authorization.16
Can you live in an RV, tiny home or manufactured home in the Town of Mounds?
Mounds allows an unoccupied recreational vehicle no longer than 35 feet to be parked on a residential lot as an accessory use; that provision does not authorize residential occupancy.7 Ask the town planning office about occupied RV use or temporary accommodation while building.17 Mounds allows mobile/manufactured-home dwellings in RS-3 and RMH subject to certification and installation requirements, while RS-2 limits the listed mobile-home dwelling use to doublewides.2122 We could not confirm a separate tiny-home occupancy rule, minimum dwelling floor area or independent accessory-dwelling allowance inside Mounds; ask Planning & Inspection to classify the proposed dwelling before buying a home or trailer.
Building a home in the Town of Mounds: what are the steps?
- Ask Mounds Planning & Inspection to confirm the parcel’s zoning district and proposed dwelling use.175
- Resolve the sewage design with DEQ if the property will use an on-site system, and obtain its Authorization to Construct before installation.6
- Submit the town application, required plans and plan-review fee; the published schedule asks applicants to allow 7 business days for basic plan review.108
- Obtain the town building permit with the required wet signature, then arrange construction inspections with the building department.112
- Complete septic approval before operating the system, and ask the town building department which certificate of occupancy is required for the finished project.1812
What should you check before buying land in the Town of Mounds?
Ask Mounds City Hall to confirm town limits, public-water and sewer availability, connection obligations, flood-zone review and driveway requirements for the specific parcel. We could not confirm the town’s mandatory utility-connection rule or separate floodplain-development and driveway-approval requirements. Oklahoma exempts domestic groundwater use from the OWRB water-use permit, but that exemption does not settle every well-construction or local requirement.23 Work on a state-highway right-of-way requires an approved ODOT Driveway Agreement; inside city limits the agreement also needs a city authority’s signature or written permission.24 Ask the town building office about owner-built work; we could not confirm a town owner-builder exemption.
Watch-outs
- Mounds says building permits bearing the City Inspector’s signature issued between April 7, 2025, and June 26, 2025, are invalid; contact the Town Office for verification and possible reissuance.12
- Mounds requires permits dated June 26, 2025, onward to include the City Inspector’s wet signature to be valid and approved.12
- An unoccupied-RV parking allowance in Mounds does not establish permission to live in that RV.7
