Maries County, Missouri

Building permits, zoning and septic rules in Belle, Missouri

Belle, Missouri requires city building permits for buildings erected, converted, structurally altered or enlarged.1 Belle administers its own zoning inside city limits; Maries County’s unincorporated-land answers do not replace Belle’s rules.2 Private sewage systems need the City Superintendent’s written permit, while Missouri DHSS handles the state onsite-wastewater permitting requirements applicable in Maries County.34

Do you need a building permit in Belle, MO?

Belle requires a building permit for a building to be erected, converted, structurally altered or enlarged; the city directs applicants to its Building Permit Application or City Hall.1 Belle also says no work may start without contacting the Building Inspector.11

Belle’s permitted work is subject to inspections, including foundation, framing, plumbing, electrical and final inspections; structural framework must not be concealed without the Building Inspector’s approval.12 Ask the Building Inspector for the building-permit fee, applicable code edition and whether an owner-builder exception covers your proposed work; we could not confirm those details.

Who handles building permits and zoning in Belle?

For Belle building permits, use the city’s Applications and Forms page or visit City Hall, as the city’s project notice directs.11 Reach the Belle Building Inspector at 573-859-6338 before starting work.11 Belle City Hall’s phone is 573-859-3513 and its email is [email protected].13

Ask the City Clerk to identify your parcel on Belle’s official District Map, which is filed with that office.5 For private sewage disposal, the written city permit comes from the City Superintendent, and state onsite-wastewater requirements need coordination with DHSS rather than treating the building permit as septic approval.34

Does Belle have zoning, lot-size rules and setbacks?

Belle has city zoning, with district boundaries controlled by the official District Map filed with the City Clerk.25 Belle’s R-1 single-family dwelling lots must contain at least 7,200 square feet and be at least 60 feet wide; other allowed uses have different area and width requirements.6

In Belle’s R-1 district, structures generally need front and rear setbacks of 30 feet and a side setback of 7 feet, subject to the zoning chapter’s modifications.7 R-1 buildings are limited to 35 feet and 2.5 stories, with the code’s stated exceptions.14 A lot meeting the R-1 residential minimum does not necessarily qualify for private sewage disposal: Belle prohibits a subsurface soil-absorption permit on a lot smaller than 130,000 square feet.68

How do sewer connections and septic permits work in Belle?

Belle requires connection at the owner’s expense within 90 days of official notice for property abutting a street, alley or right-of-way containing a public sanitary or combined sewer, when that sewer is within 100 feet of the property line.9 Where public sewer is unavailable under that rule, the building sewer must connect to private sewage disposal.9

Before constructing private sewage disposal in Belle, obtain the Superintendent’s written permit, submit the requested plans and specifications, and pay the city’s $300 permit and inspection fee.8 Notify the Superintendent before covering underground work; the installation must satisfy the Superintendent before the permit becomes effective.15

DHSS is the state onsite-wastewater authority listed for Maries County; obtain the applicable state permit or confirmed exemption before work.4 Missouri temporarily suspended DHSS onsite-wastewater application fees effective August 28, 2026; that state suspension does not establish a waiver of Belle’s separately stated $300 city fee.168

Can you live in an RV, tiny home or manufactured home in Belle?

We could not confirm Belle’s rules for residential RV occupancy, temporary camping, tiny homes, accessory dwellings or minimum dwelling floor area. Ask City Hall and the Building Inspector about the proposed structure, its use and the parcel’s district before buying for any of those purposes. Belle’s city zoning applies to land inside city limits.2

Belle’s manufactured-home rules require written Board of Aldermen permission and prohibit occupancy outside a Board-designated manufactured-home community, while allowing compliant manufactured homes as permanent residences and providing continuation rights for existing homes.10 Those manufactured-home provisions do not establish permission for RV living or a tiny home. Belle requires a certificate of occupancy before a new building is occupied.17

Building a home in Belle: what should you do first?

  1. Ask the City Clerk to locate the parcel on Belle’s official District Map, then check the district’s permitted use and dimensions.52
  2. Ask the city whether the sewer-connection rule applies; if private sewage is needed, coordinate the Superintendent’s approval with DHSS before construction.934
  3. Obtain Belle’s building permit for covered work and contact the Building Inspector before starting.111
  4. Arrange the successive inspections and obtain written Building Inspector approval before proceeding beyond each inspection stage.18
  5. Obtain the required certificate of occupancy before occupying the new building.17

For land outside Belle city limits, use the Maries County guide; Belle’s zoning rules concern land inside the city.2

Watch-outs

  • Belle’s R-1 single-family lot minimum is 7,200 square feet, but a private subsurface soil-absorption system needs at least 130,000 square feet under the city code.68
  • Missouri’s county agricultural-building exemption does not apply within incorporated portions of counties; do not assume that exemption bypasses Belle’s building permit.191
  • Missouri requires a permit for development in a floodplain; ask Belle City Hall who administers floodplain review for the parcel, and ask about private-well requirements, which we could not confirm for Belle.20
