Do you need a building permit in Eureka, IL?

Eureka issues city building permits for construction covered by its municipal code; we could not confirm a complete list of repairs and alterations that are exempt, so ask City Hall about the specific work before starting.16 Eureka adopted the 2018 IBC in January 2025.2

For listed projects, including homes, additions, enclosed porches and garages with electrical or plumbing, Eureka requires 5 inspections: site layout, footings, water and sewer connections, framing/electrical/plumbing, and final occupancy.10 The final occupancy inspection carries a $100 fee collected when the building permit is issued.11

Who handles Eureka building permits, and what do they cost?

Start with Eureka City Hall for a building-permit question; the city specifically directs project questions to its City Building phone line.6 Ask City Hall to route the proposal to the Building Inspector and identify the zoning contact.6 Private septic and well permits remain with Woodford County Health Department where private systems are allowed, rather than becoming part of the city building permit.54

Eureka’s published fee ordinance lists a $25 minimum construction application fee and a building-permit charge of $2.50 per $1,000 of construction cost, plus the minimum fee.12 Water and sewer permit fees are listed separately at $225 and $400 respectively; additional inspection and other charges can apply.12 Request the current total for your project before budgeting.

Does Eureka have zoning, minimum lot sizes and small-home rules?

Eureka has municipal zoning, including agricultural, residential and Country Estates districts; the parcel’s district determines which standards to use.313 In Eureka’s R-2 district, a single-family dwelling requires a lot of at least 7,200 square feet and a width of at least 65 feet; other dwelling types have separate standards.14

Eureka’s R-1 district requires at least 700 square feet of livable ground-floor space for a residence, and the A Agricultural District has the same ground-floor minimum.89 Those district-specific minimums matter for a small-house design, but do not establish permission for every proposed tiny home.89 Ask City Hall for the parcel’s district, applicable setbacks and a decision on the proposed dwelling before buying plans.

How do sewer connections and septic permits work inside Eureka?

Eureka generally makes privies, septic tanks, cesspools and other sewage-disposal facilities unlawful except as otherwise provided in city code; confirm that a private system is allowed before arranging county septic approval.4 For properties covered by the sewer-connection provision, Eureka requires connection within 90 days after official notice when public sewer is within 300 feet of the property line.15 When public sewer becomes available to a property using private disposal, city code requires direct connection and abandonment and filling of the private system.15

Woodford County Health Department reviews plans, issues private septic permits and inspects new or repaired systems.5 County septic construction or reconstruction requires a permit; the published fee is $225, and applications may take 2–7 working days rather than being approved while you wait.16 Request county final inspection at least 48 hours in advance.17

Can you live in an RV or tiny home in Eureka?

Eureka’s floodplain ordinance addresses travel trailers and RVs on a site for more than 180 days per year: elevation requirements apply unless the vehicle satisfies the ordinance’s listed conditions.7 That floodplain provision does not establish a citywide right to use an RV as a residence outside the floodplain.7 We could not confirm general temporary-camping or tiny-home occupancy permission in Eureka; ask City Hall to obtain a zoning decision for the parcel and intended duration.

For a small permanent residence in Eureka’s R-1 or A district, plan around the 700-square-foot minimum for livable ground-floor space.89 Sewage disposal also needs city approval of the proposed arrangement: Eureka’s private-disposal prohibition has exceptions, but an off-grid plan does not itself establish an exception.4

Building a home in Eureka: what are the steps before you buy or build?

  1. Ask Eureka City Hall to confirm the parcel’s city jurisdiction, zoning district and proposed use; Eureka’s municipal zoning applies inside city limits.63
  2. Resolve public sewer connection with the city before assuming septic is an option; Eureka limits private disposal and requires sewer connection under specified conditions.415
  3. Where private systems are allowed, arrange septic and well plan review and permits with Woodford County Health Department.5
  4. Obtain the city’s project-specific building-permit requirements and inspection schedule before construction; Eureka collects listed inspection costs when issuing the building permit.618

For land outside Eureka city limits, use the Woodford County guide: county zoning governs unincorporated land.19 Within Eureka, a single-family driveway curb cut may be no wider than 24 feet.20

Watch-outs

  • Eureka’s current city announcement identifies the 2018 IBC adoption; older code wording also contains a 2015 IBC provision, so confirm the applicable edition with the city.2
  • Illinois’s owner-occupant plumbing exemption is limited to qualifying plumbing work and does not establish a general exemption from Eureka building permits.21
  • An RV floodplain rule is not confirmation of residential RV occupancy elsewhere in Eureka; ask City Hall about the specific parcel and use.7
