Do you need a building permit in Bowdon, GA?

Bowdon requires a permit issued by the Zoning Administrator before a building or structure is erected, demolished, moved, expanded, altered or changed in use.1 Bowdon building approval must conform to the city comprehensive plan, zoning, subdivision controls, storm drainage, erosion controls and building code.1 Georgia mandatory construction codes apply statewide even where a local government does not enforce them.11

An owner building their own home can qualify for Georgia’s contractor-license exemption, but that exemption does not waive Bowdon building permits, inspections or zoning requirements.10 Ask the city Zoning Administrator to review the proposed home and site before construction.1

Who handles Bowdon building permit applications and zoning questions?

The Bowdon City Clerk page provides downloadable building, electrical, plumbing and HVAC permit applications and directs applicants to submit applications to the City Clerk.12 Contact the City Clerk at (770) 258-8980 or [email protected]; the published address is 182 Grammar School Road, Bowdon, GA 30108.12 Ask the City Clerk to connect you with the Zoning Administrator for building and zoning review and the Building Official for occupancy approval.12113

We could not confirm a current Bowdon building-permit fee schedule; request the city’s applicable charges when submitting the project.12 For land outside Bowdon city limits, use the Carroll County guide for county building-permit requirements.14

Does Bowdon have zoning, minimum lot sizes and setbacks?

Bowdon adopted a new zoning ordinance in September 2025, and the city zoning page warns that the ordinance is not yet in Municode.2 Use the city’s linked ordinance and ask the Zoning Administrator to confirm the parcel’s district before designing a house.21

In Bowdon’s R-1 low-density single-family district, minimum lot area is 1 acre, minimum width is 100 feet and minimum frontage is 50 feet.6 R-1 principal-building setbacks are 50 feet in front and 20 feet at the side and rear, subject to the ordinance’s table notes.15 In R-2, the residential minimum lot area is 14,000 square feet; principal-building setbacks are 35 feet in front, 10 feet at the side and 20 feet at the rear.716 Those district standards are not interchangeable.67

How do septic permits work inside Bowdon?

Carroll County Environmental Health handles septic permits for Bowdon properties; the county’s published direct number is 770-836-6781.317 Georgia requires the County Board of Health to find the site suitable before issuing an onsite sewage construction permit.5 The County Board of Health must give final inspection and written approval before a septic system is backfilled or used.18

Sewer availability can change the plan: Georgia requires connection when public or community sewer is available within 200 feet of the property line or in an abutting public right-of-way.19 Resolve sewer availability and septic suitability with Environmental Health before committing to a septic design.195 Alternative onsite sanitation also requires approved designs and applicable health permits; going off grid does not remove those requirements.20

Can you live in an RV or tiny home in Bowdon?

Bowdon prohibits using any parked or stored recreational vehicle for living, sleeping or housekeeping.4 A parked RV therefore is not a permitted housing plan while building a Bowdon home.4 Bowdon’s separate rules for transient camping concern approved trailer camps, not permission to camp on any private residential lot.21

For a site-built or modular tiny home, Georgia requires local siting approval and compliance with applicable building codes.9 Bowdon’s R-1 district requires at least 1,500 square feet of ground-floor area for a one-story dwelling; we could not confirm a separate Bowdon tiny-home allowance, so ask the Zoning Administrator about the proposed design.81 An accessory dwelling is a different route: Bowdon allows ADUs as a special exception in certain districts, with owner occupancy, parking, screening and size conditions.22

Building a home in Bowdon: what are the steps, in order?

  1. Confirm the city zoning district and have the Zoning Administrator review the use, lot dimensions and proposed building location.1615
  2. Resolve sewer availability and, if septic is needed, obtain Environmental Health site approval and the onsite sewage construction permit.195
  3. Submit the applicable city building and trade applications through the City Clerk and obtain city building approval before work begins.121
  4. Arrange septic final inspection before backfilling or using the system, and satisfy the Building Official’s certificate-of-occupancy requirements before using a non-exempt new or altered building.1813

Before buying, ask the city to review floodplain constraints and proposed street access; Bowdon’s future-conditions floodplain has additional construction requirements, and development review considers access safety.2324 For a private well, ask Carroll County Environmental Health about local well-construction requirements before drilling; Georgia requires advance county health-department site review.25

Watch-outs

  • Bowdon’s zoning page warns that its September 2025 ordinance is not yet in Municode; use the city-linked ordinance for zoning questions.2
  • Bowdon’s floodplain provisions for RVs do not override the city prohibition on living or sleeping in parked or stored RVs.234
  • We could not confirm Bowdon’s current building-permit fees or a separate tiny-home allowance; ask the City Clerk and Zoning Administrator before committing to the project.128
