Building permits, zoning and septic rules in Crestview, Florida

Crestview, Florida requires building permits for a wide variety of construction, remodeling and repair work inside city limits.1 Crestview administers its own zoning in Okaloosa County, while Florida DEP handles septic-system permitting.23 RV occupancy is limited to a temporary-use permit in single-family dwelling district zoning, rather than open-ended residential use.4

Do you need a building permit in Crestview, FL?

Crestview requires a building permit for a wide variety of construction, remodeling and repair work; ask the city Building Permits & Inspections division about the specific project before construction or demolition begins.1 Crestview uses the 2023 Florida Building Code and the 2020 National Electric Code.9

An owner-builder can qualify to act as the contractor for a residence for personal use, but must provide direct onsite supervision and meet the applicable legal obligations.10 The owner-builder exemption does not remove building-permit or code-compliance requirements, and Crestview lists an Owner Builder Affidavit that must be signed at the office.107

Who issues Crestview building permits, and how do you apply?

Crestview Building Permits & Inspections is the city contact for building-permit applications and inspection scheduling; use [email protected] for building-permit questions.11 Crestview building-permit applications must be submitted online through My Government Online, known as MGO.5 Applications requiring plan review need original PDF plans and required documents uploaded electronically, and review fees must be paid before review starts.5

Crestview lists a $55 building-permit base processing fee, with additional fees depending on the project and a possible $45 charge for each inspection not covered by permit fees.8 Crestview building permits are valid for 180 days, and each approved inspection extends validity by 180 days.5

Does Crestview have zoning, lot-size rules and setbacks?

Crestview has its own zoning districts and permissible-use standards, so ask Crestview Planning & Zoning to confirm the parcel district and proposed residential use.212 Minimum lot areas are 14,000 square feet in R-1E, 10,000 in R-1, 7,000 in R-2 and 5,000 in R-3; lots of record established on or before December 31, 2020 have a lot-area exemption.13141516

For R-1E and R-1, the listed front setback along the right-of-way is 30 feet, the side setback for a lot line intersecting the right-of-way is 10 feet, and the rear setback is 25 feet.17 The dimensional schedule also has an exemption for older lots of record; have city Planning & Zoning review the lot history and proposed footprint before relying on the standard setbacks.1712

How do septic permits work inside Crestview?

Florida DEP oversees septic-system permitting in Crestview and the rest of Okaloosa County, following the program transfer in 2025.3 A septic construction application requires the application form, site plan and building floor plan, together with a site evaluation assessing soil, topography and other installation conditions.18 DEP can conduct the evaluation, or an applicant can hire a qualified private evaluator; a private evaluation must be completed and uploaded before applying.18

Before committing to septic, establish whether city sewer triggers a connection requirement: Crestview requires a property using a septic tank or other sewage-disposal facility within 200 feet of city sewer to connect within 30 days of notice.19 City zoning approval and DEP septic approval therefore answer different questions, and sewer proximity can change the sanitation plan.2319

Can you live in an RV or tiny home in Crestview?

Crestview prohibits living or sleeping in an RV except through the temporary-use provision, which requires single-family dwelling district zoning and provides a permit for 180 consecutive days.4 An RV potable-water connection requires city building-inspection regulation and backflow protection; RV wastewater must be pumped by a state-licensed and bonded hauler or taken to a licensed receiving station, and sanitary-sewer connection is prohibited.4

Crestview requires single-family dwellings in residential districts to measure at least 20 feet in length and 20 feet in width, whether built onsite or moved onto the lot.6 We could not confirm a separate tiny-home or accessory-dwelling occupancy rule; ask Crestview Planning & Zoning about the proposed dwelling type and district before buying a unit.12

Building a home in Crestview: what are the steps in order?

  1. Confirm city limits, zoning district, residential use and the proposed footprint with Crestview Planning & Zoning; city district standards govern land inside Crestview.212
  2. Establish sewer availability and the applicable connection requirement, or prepare a DEP septic application with the site evaluation and house floor plan.1918
  3. Submit the city building-permit application and any required original PDF plans through MGO, then pay review fees before review starts.5
  4. Schedule required construction inspections through MGO or by email to the city Building division.2011
  5. Complete required inspections and pay all fees before Crestview issues the Certificate of Occupancy for a new building.21

What should you check before buying land in Crestview?

A Crestview mailing address is not a substitute for confirming which jurisdiction regulates the parcel: Crestview administers city zoning, while the county Land Development Code applies to unincorporated land outside city limits; use the Okaloosa County guide for that land.222 Septic permitting remains with Florida DEP inside Crestview.3

We could not confirm the private-well permitting authority or a general city driveway-access rule; ask Crestview Planning & Zoning to identify the appropriate reviewing office for the parcel before committing to a water or access plan.12 For a homestead project, Florida’s nonresidential farm-building exemption requires bona fide agricultural use, excludes urban agriculture, preserves floodplain requirements and does not cover a building intended as a residence.23

Watch-outs

  • Crestview’s temporary RV occupancy permission does not authorize permanent RV residential use.4
  • A small dwelling must still satisfy Crestview’s minimum single-family building dimensions and Florida Building Code requirements.6
  • Crestview sewer connection requirements can apply even to a property with an existing septic tank.19
