Building permits, zoning and land rules in Norco, California

Norco, California requires city building permits for most construction, including alterations, additions and repairs.1 Norco sets its own zoning; stored RVs on residential and agricultural lots cannot be used as dwellings.23 In Riverside County, wastewater questions need separate attention: Norco Public Works handles sewer connection permits, while Riverside County Environmental Health is the contact for septic-system questions and countywide well permits.456

Do you need a building permit in Norco, CA?

Norco requires building permits for most construction projects, including alterations, additions, moving, repairs, demolition and conversion of buildings or structures.1 Separate plumbing, electrical and mechanical permits are often necessary as well.1 Norco adopts the 2025 California Building Code with local amendments, and its agricultural-building appendix does not supersede local accessory-building requirements.10 Before designing a barn, workshop or home addition, describe the proposed work to Norco Building & Safety and ask which building permits and planning approvals the project needs.110

Who issues building permits in Norco, and how do you apply?

Norco Building & Safety is the city building-permit contact at (951) 270-5616 or [email protected]; City Hall is at 2870 Clark Ave, Norco, CA 92860.1 Generally, a California licensed contractor or the property owner may obtain a Norco building permit.1 An owner applicant needs identification, and a recent buyer may need evidence of ownership if the assessor’s records have not caught up.1 Norco calculates fees using the current fiscal year’s fee schedule, so request a project-specific estimate from Building & Safety rather than budgeting from a county fee schedule.1

Does Norco have zoning, lot-size rules and minimum home sizes?

Norco administers its own zoning, with the Official Zoning Map maintained by the Planning Department.27 Ask Norco Planning to identify the parcel’s district and sub-zone before choosing a house plan.7 In Norco’s R-1 zone, the numerical suffix specifies minimum lot size: R-1-10 means 10,000 square feet, R-1-15 means 15,000, and R-1-20 means 20,000.11 R-1 single-family dwellings with two bedrooms or fewer require at least 1,100 square feet; other single-family dwellings require 1,300, excluding porches and garages.9 R-1 maximum structural lot coverage is 50%, including in-ground pools and spas with their specified coping.12 Ask Planning for the applicable setbacks rather than applying these R-1 standards to another district.132

How do septic permits and sewer connections work inside Norco?

Norco operates a sanitary sewer utility, and work that connects to or disturbs a public sewer requires a written connection permit from Norco Public Works.4 Riverside County Environmental Health’s Downtown Riverside office lists septic tanks and land use among its services.5 We could not confirm the complete septic-approval route for every Norco property; ask Environmental Health and Norco Public Works to resolve the address’s wastewater requirements before buying a septic-dependent lot.54 The county’s septic construction program covers unincorporated land and contracted cities, so county coverage should be confirmed for the address rather than assumed from the county name.14

Can you live in an RV or tiny home on land in Norco?

Norco’s rules for RV storage expressly prohibit using those recreational vehicles or boats as habitable space or dwellings.3 Storage permission on residential or agricultural land therefore does not authorize RV living while a house is built.3 We could not confirm a separate tiny-home occupancy rule for Norco; ask Norco Planning to classify the proposed unit and Building & Safety to identify its construction requirements.131 Norco allows ADUs and junior ADUs in zones permitting single-family or multifamily residential uses, subject to a building permit and development standards; qualifying applications are approved ministerially without a public hearing.8 In R-1, a mobile home dwelling is permitted subject to that zone’s provisions, with no more than one on a lot.15

Building a home in Norco: what should you check first?

  1. Confirm the parcel’s Norco zoning district with Planning and use the city’s zoning map to check the proposed residential use and applicable dimensions.713
  2. Ask Norco Public Works about sewer connection requirements and Environmental Health about any septic-system proposal before finalizing the site layout.45
  3. For a well, contact Riverside County Environmental Health: construction, reconstruction and destruction require a county permit throughout Riverside County, with a Registered Well Driller preparing the application.6
  4. Ask Norco Building & Safety for the required construction permits, application documents and current fee estimate before beginning work.1

For land outside Norco city limits, use the Riverside County guide for the county’s unincorporated-area zoning rules.16

Watch-outs

  • Norco’s agricultural-building code adoption preserves local accessory-building requirements; do not assume a barn is exempt from city review.10
  • Norco’s FAQ says a building permit is valid for 180 days after issuance and the Building Official may grant a one-time 180-day extension; ask Building & Safety how expiration applies to your project.1
  • We could not confirm temporary private-land camping or a separate tiny-home occupancy category in Norco; ask Norco Planning before relying on either as construction-period housing.13
