Sierra Madre, California requires a building permit for construction inside city limits, and the city sets its own zoning under Title 1712. Building and planning go through the city's Planning & Community Preservation Department3. Septic permits inside the city are unconfirmed; the city has a public sewer system, and Los Angeles County handles septic and wells for unincorporated land outside it4.

Does Sierra Madre, CA have zoning, and what does it mean for RVs, tiny homes and lot size?
Sierra Madre has its own zoning. The city adopts Title 17 with R-1, R-2, R-3 and R-C zones2. Zoning here is a city matter, not a Los Angeles County one.
Lot size depends on the zone. In R-1, the minimum lot area is 7,500 square feet unless the zoning map designates a larger minimum9. In the R-C Residential Canyon zone, the minimum lot area is 15,000 square feet10, and a dwelling must have at least 500 square feet of floor area8.
On RVs, Sierra Madre prohibits using a recreational vehicle or trailer for human habitation on city streets6. We could not confirm the rule for living in an RV on a private lot, so ask the Planning & Community Preservation Department3. We also found no tiny-home provision, so ask the same office before buying one. Modular and manufactured homes are allowed in the R-C and R-2 zones, one per dwelling unit1112.
Do you need a building permit in Sierra Madre, and who issues it?
Yes. Sierra Madre has adopted the 2025 California Building Standards Code as its building regulations5, and building work inside the city needs a permit1. All walls, retaining walls and fences, regardless of type or height, require a building permit, and work that the state code would exempt can still require one1.
The city's own Planning & Community Preservation Department issues building permits and handles planning; reach it at (626) 355-7138 or [email protected]3. Inside Sierra Madre, do not go to the Los Angeles County Public Works counter, which serves unincorporated land.
California lets owners build on their own property under an owner-builder exemption, but the state still requires the owner who signs the permit application to meet its conditions13. We did not confirm how the city applies it, so ask the department.
How do septic and sewer work inside Sierra Madre?
Sierra Madre is served by a public sewer, and the city code requires a building to connect when existing sewage disposal facilities are inadequate, overflowing or a menace to public health, as determined by the director4. Every plumbing fixture on a lot with a house connection sewer permit must connect to the public sewer4.
We could not confirm who permits a septic system inside city limits, or whether the city allows one. Before relying on a septic system or a well at any Sierra Madre address, ask the Planning & Community Preservation Department3. For land outside the city, the rules are different; see the Los Angeles County page.
What are the setback rules for a home in Sierra Madre?
Setbacks differ by zone. In R-1, every lot needs a front yard of at least 25 feet, except where a prevailing block setback or design review applies14. In R-C, each lot needs a combined front and rear yard setback of at least 35 feet, with a front yard of at least 15 feet15.
Side yards depend on lot width. In both zones, lots 60 feet wide or less need 5 feet on each side1415. Ask the city for the zoning-map designation of your parcel before you plan a footprint.
Building a home in Sierra Madre: the steps, in order
- Confirm your parcel's zone and any larger R-1 lot-size designation on the zoning map9.
- Ask the Planning & Community Preservation Department which planning approvals apply3.
- Apply for a building permit under the city's adopted 2025 code51.
- Confirm sewer connection requirements for the lot4.
- If you are dividing land, a tentative map must show the method of sewage disposal and include a flood hazard report from the Los Angeles County flood control district16.
- Ask the department about inspections, since we could not confirm the inspection sequence.
Watch-outs
- Living in an RV on private land inside Sierra Madre is unconfirmed; the city bans RV habitation on streets, so ask the Planning & Community Preservation Department before you buy6.
- Permit fees, inspection sequence, certificate of occupancy and owner-builder handling were not confirmed; call the city's building counter at (626) 355-71383.
- The R-1 minimum lot size can be larger than 7,500 square feet where the zoning map designates R-1-9, R-1-11 or R-1-159.
